Background Information
Kenya Red Cross Society (KRCS) is the non-state Principal Recipient (PR) for the Global Fund HIV Grant for the period between July 2021 and June 2024. The goal of the grant is to contribute to attainment of universal health coverage through comprehensive HIV prevention, treatment, and care for all people in Kenya with the objectives to reduce new HIV infections by 75%, reduce AIDs related mortality by 50% and reduce HIV related stigma and discrimination to less than 25%.
In response to Gender Based Violence (GBV) and reduce human rights and gender barriers to the access of health services in Kenya, Global Fund through KRCS is implementing a SASA! Together intervention in Kisii,Machakos, Kilifi and Turkana counties. This is an evidence-based GBV prevention intervention that sparks community-wide change by transforming imbalances of power and led by women and men who live and work in the community.
“SASA!” is a Kiswahili word for “NOW!”, emphasizing the urgent need to prevent violence against women. “Together” emphasizes that change is possible with collaboration, support, and solidarity. The intervention is implemented in all sub counties of Kisii, Turkana, Kilifi and Machakos counties to ignite community conversations and dialogues on GBV, power relations and HIV. This is a community mobilization approach for preventing violence against women and seeks to change norms in the community and institutions.
The first phase of SASA! Together intervention – Start Phase - is complete and ready to proceed to the next phase – Awareness Phase. The Start phase, which was to correspond to “pre-contemplation”, took about 8 months (October 2022 to June 2023) and aimed at fostering personal reflection about power and nurture power within.
As per the implementation guideline, the program cannot transition to another phase before determination of its readiness. Therefore, it is a requirement that the program evaluates the start phase and determine its readiness for the next (awareness) phase. It is on this basis, that the program intends to evaluate the phase and determine the readiness to transition to awareness stage in the four counties of implementation.
The Assessment Purpose, Scope & Deliverables

The program has planned for both community and institutional assessment to review the implementation of the start phase and establish readiness to transition to Awareness Phase of SASA! Together implementation. Focusing on community and institutional assessment surveys, the exercise with gather information on how the phase contributed to fostering personal reflection about power and nurture power in the community, as well as enhancing operational culture by strengthening values, employee morale and power dynamics within institutions in Kisii, Kilifi, Machakos and Turkana counties as well as inform transitioning of sub counties with minimum threshold to awareness stage. The review will also demonstrate whether the community have moved through the pre contemplation stage that violence against women is a problem.
3.1.1 Broad Objective
The general objective of the assessment is to review start phase and establish readiness of the intervention to transition to awareness phase of the SASA! Together in Kisii, Machakos, Kilifi and Turkana counties.
The specific objectives
The specific objectives for the review will include:
- To review the success of implementing the first phase of SASA! Together in Kisii, Machakos, Kilifi and Turkana counties. 2. To determine whether the key recommendations provided during SASA Together baseline survey have been incorporated during the start phase. 3. To demonstrate whether the community have moved through the pre contemplation stage that violence against women is a problem. 4. To establish the readiness of the program to commence awareness phase of the SASA! Together implementation in Kisii, Machakos, Kilifi and Turkana counties.
Scope of Work:
Geographical coverage: Specific sub counties in Kisii, Kilifi, Machakos and Turkana counties of Kenya.
Target groups: Men and women aged 18 years and above in the community, STOP GBV champions, SASA ToTs, SR/other institution’s employees, and other community leaders in the above sub counties.
Expected Outputs:- A technical and financial response to the call for applications outlining the understanding of the task, detailing the appropriate methodology for the assessment, work plan and summary budget.
- An inception report of the desk review prior to field work to demonstrate a clear understanding and a practical work plan for the phase review.
- A Review/Start Phase report for the implementation in Kisii, Machakos, Turkana and Kilifi counties submitted to the evaluation team, including raw, final databases and any recorded material.
Deliverables: The assessment will be phased with deliverables at intervals that will be discussed and agreed with the consulting firm. However, at the minimum.- The Inception reports.
- Final Review/Start Phase Report.
Evaluation Methodology Approaches
KRCS recommends for effective approaches and design that responds to the SASA! Together intervention requirement and the assessment objectives. However, Evaluation Management Team (EMT) may recommend additional approaches as appropriate.
Quality & Ethical Standards
The applicant is required to outline quality and ethical standard in the proposal and ensure that the assessment is designed and conducted to respect and protect the rights and welfare of vulnerable population. The findings of the assessment will be expected to be technically accurate and reliable; and conducted in a transparent and impartial manner. In addition, the team will be required to adhere to the research standards and applicable practices as recommended by the Red Cross and Red Crescent Movement.
Utility: Assessments must be useful and used.
Feasibility: Assessments must be realistic, diplomatic, and managed in a sensible, cost-effective manner.
Ethics & Legality: Assessments must be conducted in an ethical and legal manner, with regard for the welfare of those involved in and affected by the assessment.
Impartiality & Independence: Assessments should be impartial, providing a comprehensive and unbiased assessment that considers the views of all stakeholders.
Transparency: assessment activities should reflect an attitude of openness and transparency.
Accuracy: Assessments should be technically accurate, providing sufficient information about the data collection, analysis, and interpretation methods so that its worth or merit can be determined.
Participation: Stakeholders should be consulted and meaningfully involved in the assessment process when feasible and appropriate.
Collaboration: Collaboration between key operating partners in the assessment process improves the legitimacy and utility of the assessment.

Qualifications and Experience for the evaluation firm
For the purposes of this assignment, a successful consultant will be required to have the following:
- A registered and experienced in carrying out evaluations or related assignment for at least five years in Kenya.
- An experience in undertaking baseline surveys and assessments for SASA! Together intervention, applying appropriate approaches in learning and assessment.
- At least an individual with adequate understanding and experience in SASA! Together implementation, which will be key consideration in this evaluation.
- Adequate Knowledge in Gender Based Violence, Human Rights, and gender among vulnerable population in Kenya.
- Capacity to integrate mobile phone technology in data collection, statistical packages for quantitative and qualitative analyses.
- Good analytical (qualitative and quantitative), presentation and writing in English.
- Ready to carry out the assignment and deliver results within a short time.
Management of the Assessment
Duration: The entire survey will take a maximum of 25 days. The scheduled start date is 21st August 2023 and end date is 22nd September 2023.

- A soft copy Draft Review/Start Phase Report, editable for review and inputs.
- Final Review/Start Phase Report, well visualized and soft copy in a Flash.

Roles of Evaluation Management Team: The role and responsibilities for the team will include, but not limited to:- Development and finalization of the assessment Terms of reference.
- Procure the consulting firm and provide the necessary linkage during the process.
- Provide Consulting team with the relevant documents as required.
- Plan for the report validation meeting with key stakeholders.
- Review and approve the assessment documents and the final report.
- Make fund available to the consultant as per the contract document.
Role of the Consultant: The successful consultant will be required to engage with KRCS team in undertaking its key roles and responsibilities, which include:- Responding to the TOR, detailing its understanding of SASA! Together, tasks, experiences, methodological approaches (including proposed sample and sampling), work plan and budget.
- Undertaking a desk review and developing and inception report as per KRCS agreed standard.
- Developing appropriate data collection instruments to respond to the data gaps observed during desk review.
- Selecting, sensitizing research team, and overseeing field work, data analysis and report writing
- Submitting a final assessment/Start Phase Report.
- Developing dissemination pack and facilitate actual dissemination of the review exercise to key stakeholders.
- Sharing all the data sets with KRCS.

- A written response to this TOR in terms of a proposal detailing the technical understanding of the task, proposed methodologies of the evaluation, expected activities and deliverables, proposed work plans with schedule, and financial bids. See Annex 1
- Detailed CVs of all professionals (s) who will work on the evaluation. If there is more than one contractor on the proposed evaluation team, please attach a table describing the level of effort (in number of days) of each team member in each of the evaluation activities. See Annex 3
- Professional references: please provide at least three reference letters from your previous clients and full contact details of the referees (working and active email & phone number). The referees provided must be ready to be contacted if need be.
- At least 2 evaluation reports undertaken of similar programmes and context.
Please also note that the people whose names appear in the team composition template MUST be the ones to undertake the assessment. As such, they MUST be the ones to appear in person if the proposal moves to the interview/oral stage.
Submission of proposal
The Technical Proposal MUST be prepared in conformance to the outline provided in Annex 1 while the financial proposal shall conform to the template provided in Annex 2.

ANNEX 3: TENDER EVALUATION CRITERIA
A three-stage evaluation procedure will be used to evaluate all proposals from bidders that meet the administrative compliance. The total number of points which each bidder may obtain for its proposal:

For the firm to proceed to the last stage – financial proposal opening and evaluation, a successful bidder is expected to score a minimum of 56 scores of the combined technical and oral scores.

Please also note that the people whose names appear in the team composition template MUST be the ones to undertake the assessment. As such, they MUST be the ones to appear in person if the proposal moves to the interview/oral stage.
Submission of proposal
The Technical Proposal MUST be prepared in conformance to the outline provided in Annex 1 while the financial proposal shall conform to the template provided in Annex 2.
Bidders MUST provide a technical and financial proposal in two separate folders clearly marked “Technical Proposal” and “Financial Proposal” and sent as one email with the subject: “**Tender No.GFPREQ02157: Call for Consultancy for the Review of SASA! Together Start Phase”
The Proposal should be sent on mail to reach tenders@redcross.or.ke by 9th August 2023 at 11:00 am.
Tenders will be opened in the presence of the bidders or their representatives who choose to attend our online tender opening meeting on the same day at noon. Interested bidders to confirm participation on mail tenders@redcross.or.ke and thereafter we will share the virtual link for the meeting.
ANNEX 1: TECHNICAL PROPOSAL FORMAT
The bidder’s technical proposal should not be more than 15 pages and capture the following sections clearly:
Introduction: Description of the firm, detailing the capacity and qualification in carrying out the assignment.
Background: Understanding of the SASA! Together Intervention and requirements for the assignment.
Proposed methodology: Understanding of the learning and assessment appropriate for SASA! Together intervention, specifically for start phase. Proposed samples and sampling procedure as appropriated.
Firms experience: Summary of the previous similar assignments conducted in the last 2 years: Table of Name of organization/client, Assignment/work (Purpose and Objectives), Duration assignment (Date & # of Days), reference person contacts.
Proposed team: Provide key team required for the assignment as per the table below.
Work plan: Provide Gantt chart of activities for the assignment.

ANNEX 3: TENDER EVALUATION CRITERIA
A three-stage evaluation procedure will be used to evaluate all proposals from bidders that meet the administrative compliance. The total number of points which each bidder may obtain for its proposal:
- Eligibility compliance Pass
- Technical Proposal 50 scores
- Oral presentation 30 scores
- Financial Proposal 20 scores
Eligibility Criteria
Applicants will have to be a legal entity registered in Kenya with the right to enter a contractual agreement with KRCS. The applicant must have no history of legal proceedings related to fraud or corruption. The applicant must be a qualified entity (firm/company) with:
- Valid Kenyan Registration,
- Valid Kenyan Tax compliance,
- A detailed report of previous similar work/assignment (Soft copy).
Note: Only applications meeting all the above eligibility requirement will move to the tender evaluation.
Evaluation of the Technical Proposal
The technical proposal shall be evaluated based on its responsiveness to the Terms of Reference. Specifically, the following criteria shall apply:

For the firm to proceed to the last stage – financial proposal opening and evaluation, a successful bidder is expected to score a minimum of 56 scores of the combined technical and oral scores.
Financial Proposal Evaluation
The Financial Proposal shall be prepared in accordance to Annex 2. The maximum number of points (20 scores) will be allocated to the lowest financial quotation and the other Financial Proposals will receive points in an inverse proportion according to the below formula:

Final Scores and Recommendation
The EMT will be guided by Cost and Quality Based Selection (CQBS), a preferred method for procuring consultancy services as per KRCS procurement manual. The scores for the three stages (Technical, Oral, and financial evaluations) will be aggregated and the team shall make recommendation to award the bidder with the highest combined technical and financial scores.
