UNDP Somalia is composed of three main clusters: Rule of Law and Security (ROLS), Governance (Governance) and Recovery and Sustainable Livelihoods (RSL).For the Local Governance component of the Governance program, UNDP is participating in the UN Joint Program for Local Governance and Decentralized Service Delivery.

The UN Joint Programme on Local Governance and Decentralised Service Delivery for Somalia is a 5 year Programme supported by ILO, UNCDF, UNDP, UN-HABITAT and UNICEF.

The Programme is aligned to the programming frameworks of Somalia Reconstruction and Development Programme 2008-12 and the UN Transition Plan 2008-9 with the outcome stated that local governance contributes to peace and equitable priority service delivery in selected locations.

It is envisaged to achieve as wide coverage in Puntland as resources and conditions allow with a comprehensive approach to rendering local governments as credible and professional service providers, increasing public investment in basic services, and strengthening civic awareness and participation in local decision-making and development.

The strategy pursued will comprise:
(i) policy and legal frameworks for decentralisation, local government, service provision and land,

(ii) institutionalising local government systems, vertical and horizontal inter-government linkages and civic education initiatives,

(iii) investment in public services and goods through testing the Local Development Fund model, direct service provision and promotion of public-private partnerships, and

(iv) processes and systems for housing, land and property disputes and resolution.

Throughout the Programme, strong emphasis will be placed on gender and women in local government, human rights and local governance, and good governance principles of transparency, accountability and participation.

UNDP build its participation in the Joint Program on the District Based Support and Reconciliation (DBPB) project which aimed at establishing legitimate district councils, and the Community Based Peace Support Project (CBPS) which provided capacity building support to the new district councils and the reconstruction of city halls and district council offices.

Following these activities, UNDP in the Joint Program will provide support to the process to establish district planning frameworks and secure investments in infrastructure and service delivery, and support review of legislative framework and strengthening of institutions.

The overall objective of the JPLG for all regions for the 5 year period is that local governance contributes to peace and equitable priority service delivery in selected locations. The specific objectives are that: Communities have access to basic services through local government, and Local communities are accountable and transparent. Within this context, UNDP will hire a Project Specialist to support the Project Manager in the implementation of the complex programme.

The incumbent will provide analytical and operational support towards a partnership process to develop local government capacities and enhance local government service delivery.

On a daily basis, the Project Specialist will work under the supervision of the Local Governance Project Manager and in close collaboration and consultations with the UN Joint Program Technical Working Group for local governance and decentralized service delivery and external government, donors and civil society partners, as well as the UNDP Operations Team.

1. Provide analytical and strategic support to the project
Assist in ensuring compliance of operation with UNDP rules and regulations
Help ensure that the strategic direction of the project is reflected in workplans
Ensures, in close consultation with the Project Manager and the Governance Programme Team the effective application of RBM tools, elaboration and implementation of coherent work plans, project and programme documents, preparation of compelling proposals and achievement of results;


2. Ensure appropriate liaison and coordination with implementing partners as well as timely reporting, focusing on the achievement of the following resultsPlanning, analysis, and implementation
Participate actively in project work planning and operation plans
Analyze and monitor progress and advise on timely corrective actions for proper project delivery
Advocate for project goals and support communication of results
Assist in coordination of project implementation with counterparts, UN agencies and JPLG
Identify new areas of support and facilitate implementation of new initiatives
Support to liaison with counterparts and preparation of agreements including work plan, budget and schedule of payments
Participate in the Technical Working Groups of the JPLG
Reporting and partner liaison and coordination:
Ensure proper reporting to donors on implementation, the achievement of outputs as well as contribute to reporting on progress towards outcomes and impact
Assist in liaison with all partner agencies, donors and implementing agencies
Ensures that appropriate logistical and administrative support is provided for all workshops and meetings
Promote information sharing and coordination with UN agencies
Make presentations to development partners, as required


3. Provide operational support, focusing on the achievement of the following results:Budgeting and Financial management
Track expenses, ensure proper allocation and use of funds, and ensure timely payments to vendors through Atlas
Provide quality control of financial reports submitted by counterparts and liaise with counterparts to ensure the transparent and accountable use of funds provided in the framework of LOAs
Assist counterparts with workplan development, develop checklists for all counterparts to help in implementation and ensure that capacity support to counterparts are carried out in a timely and appropriate manner
Procurement, contracting and recruitment
Identify and implement the proper contracting modalities to be used and applied for the project
Prepare project procurement and recruitment plans
Identify human resources strategy and support the recruitment process (drafting of TORs
Prepare submissions for CRC, CAP and ISC.


4. Ensures facilitation of knowledge building and management focusing on achievement of the following results:
Identification and synthesis of best practices and lessons learned directly linked to project country goals and activities.
Sound contributions to knowledge networks and communities of practice including corporate communications repositories.
Communication focal point for UNDPs local governance activities and contribute to donor bulletins, UNDP web sites and other information sites.
Training and learning focal point for the local governance project and ensure proper staff development strategies and exposure to on-the-job training and external courses.
Contribute to design appropriate learning strategies for counterparts.


5. Support to monitoring and evaluation
Support UNDPs monitoring and evaluation framework and ensure that JPLG data is delivered in a timely manner and in an appropriate format. Analyze quality of project delivery and advise on project implementation
Following up on weekly reporting from the field and advise on action needed to support field operations
Contribute to quarterly, mid-year and annual reporting and coordinate reporting input from the field.
Support the outcome monitoring systems developed with implementing partners and support the outcome evaluation process.
Impact of ResultsThe key results have an impact on the overall efficiency, and effectiveness of the Local Governance Project operations as it relates to the use of corporate resources in the following areas:
Analytical and strategic support
Liaison and coordination with partners
Operational support including, financial services, Human resources and procurement and logistical services
Knowledge building and management.

Relief, Reconstruction and Development Organization (RRDO) is a relief & development agency registered under the Non Governmental Organizations Coordination Act 1990 with its Headquarters located in Nairobi. The objective of the Project Manager position is to Manage and coordinate implementation of the Environmental Restoration and livelihood improvement Project in Lagdera District and provide technical expertise on rehabilitation to the team in the field, in order to deliver appropriate and sustainable environmental rehabilitation and livelihood interventions that meet the needs of the beneficiaries.

Main Responsibilities and Tasks:
1. Effectively manage the project in line with the objectives, budget and timeframe laid

Gender Advisor

The Gender Advisor will report to the Project Director, APHIAII Nairobi, and will work in close coordination with the Deputy Project Director, Service Delivery Specialist and Outreach Programs Specialist.

The position will provide technical leadership aimed at ensuring high quality prevention, outreach and clinical services addressing sexual and gender-based violence and integrating gender considerations across all project components.

Requirements

Quality Improvement Advisor

Reporting to the Country Representative, the Ql Advisor will provide technical leadership in service delivery quality improvement across Pathfinder programs in Kenya.

The QI Advisor will work collaboratively with Project Directors, Program Managers and service delivery staff, and lead in the development of program strategies and approaches to assure and improve the quality of reproductive health, family planning and HIV services.

She/he will provide direct technical assistance in areas relating to training and skills building, tools development and linkages to other program areas.

Requirements
  • Minimum degree in relevant field. MD and/or Masters Degree in public health preferred.
  • Up-to-date knowledge of technical guidelines and best practices in primary HIV prevention, PMTCT, ART services, counseling and testing, TB/HIV, RH/FP and RH/HIV integration.
  • Demonstrated experience developing technical tools in HIV/AIDS and/or RH/FP with good understanding of service delivery models and quality improvement approaches.
  • HIV/AIDS program management experience at the service delivery level is preferable.

Reproductive Health Advisor

The Reproductive Health Advisor will report to the Deputy Country Representative/Programs and work in close coordination with the APHIAII Nairobi and APHIA II Central Project Senior Management Teams.

The role will provide technical leadership in the delivery of health facility and community-based reproductive health services supported by the APHIA II Nairobi and APHIA II Central Projects.

She/he will lead in the development of program strategies and approaches to assure and improve the quality of reproductive health and family planning services, including RH/FP/HIV integration, youth-friendly services and post-abortion care.

Requirements
  • Minimum degree in relevant field.
  • Clinical background with Masters in Public Health will be an added advantage.
  • Up-to-date knowledge of technical guidelines and best practices in RH/FP and RH/HIV integration.

Home Community Support Officer

The Home and Community Support officer will be responsible for Co-ordination of HIV prevention, care and treatment activities by APHIA II Nairobi-supported local implementing partners.

The role will also manage close collaborative relationships with relevant government ministries, particularly at the district level.

Requirements:

The role will be responsible for Hardware repair and support as needed; project automation, integration and improvements to ensure efficient use of IT resources.

National Child Rights Coordinator (based in Nairobi)

Purpose of the positions:

  • Masters degree in Social Sciences, Community Development and Legal field and related fields.
  • First degree with over 5 years experience in Child Right programming in a senior position will also be considered
  • At least with 5 years practical experience in Child Rights, Child Protection, and Advocacy with preferably an international NGO
  • Experience in program planning, implementation, monitoring, and evaluation of Child Participation and Protection programs
  • Training, facilitation, mobilization and coordination skills
  • Resources mobilization through Proposal/concept papers development for fund raising
  • Working knowledge of Rights Based programming and Child to Child methodologies

Report on the progress of the project on a regular basis (Weekly, monthly, semi annually) to the Irrigation Engineer/Project Coordinator.
Participate in organizational meetings as required.

Key Competencies/Attributes:
At least a diploma in agriculture or water engineering from a reputable institution.
At least three years experience in agricultural irrigation works.
Strong analytical and writing skills;
Understanding of USAID/IOFDA guidelines for grant projects
Adherence to tight donor and reporting guidelines

2. Livestock Production Officer

Purpose of the Position:
To plan, implement, monitor and document all the livestock production and extension activities within the area of operation as per the project proposal. Facilitate necessary training, follow-up, support and guidance to the pastoralists and agro-pastoralists in the project area on all the planned activities.

Major Responsibilities
Be in-charge of all the livestock production and extension activities for the Kainuk Food Security Project in the area where it will be implemented;
Facilitate introduction of quality studs in order to promote cross-breeding with the local breeds;
Facilitate trainings for Community Based Animal Health Workers (CBAHW), Animal Health Service Providers and beneficiaries on the various recommended animal husbandry practices, animal health, disaster preparedness and mitigation and Local Capacities for Peace (LCP);
Support livestock farmers undertake improved livestock rearing practices, routine vaccinations and improvement of breeds;
Facilitate annual livestock vaccination campaigns;
Facilitate rehabilitation of water pans and re-afforestation around the water points;
Support rehabilitation of livestock marketing infrastructures and establishment of livestock market linkages;
Facilitate peace building initiatives and activities
Support conflict management efforts

Key Competencies/Attributes:
At least a Diploma in Animal Production from a recognized College of Agriculture with At least five years experience as a Livestock Production or Extension Officer.
Good understanding and experience of different extension systems.
Must be computer literate and be able to ride a motorbike with a valid motorbike driving license;
Experience working with NGOs and knowledge of the local language will be an added advantage.

3. Agribusiness Extension Officer

Purpose of the Position:
To plan, implement, monitor and document all the agricultural extension and agribusiness activities within the area of operations as stated in the Project Design documents.Major Responsibilities
Train the selected members in the Farmer Field Schools on the various recommended agronomic practices for improved farming with a special focus on the commercialization of agriculture
Support the promotion of entrepreneurship skills among farmers through the formation of local economic development groups
Support the creation of interest in opportunities for business creation or expansion within communities of Kainuk
Build capacity and provide guidance to the trained farmers to effectively support and mentor communities in business skills, connections to local marketing channels/networks, and create opportunities to more lucrative markets
Create linkages/networks with financial institutions and/or other advisory bodies that can assist in stimulating or advancing farmer support services
Conduct frequent surveys on emerging opportunities that farmers can exploit to advance their livelihoods
Compile frequent progress reports
Develop and maintain a comprehensive data base of local networks and service providers that can assist farmers achieve sustainable development

Key Competencies/Attributes:
A first degree in an agricultural related discipline – Agribusiness Management, Agricultural Economics, Agricultural Education and Extension and/or any other related courses/disciplines.
Relevant experience in working with farmers especially on the area of marketing, food production and agribusiness.
Practical business knowledge with an emphasis on agricultural marketing and agribusiness management.
Practical skills in research, monitoring and evaluation, training of trainers and report writing.
Must have a good understanding of the different systems of extension delivery.
