Minimum Qualifications:
MA/MBA with 13 - 15 years of experience OR PhD with 8 - 10 years of experience OR the equivalent combination of education and experience.
Job Responsibilities:
The USAID-funded Kenya IRS 2 (“Indoor Residual Spraying 2”) Project supports the achievement of the Presidential Malaria Initiative (PMI)/Kenya targets in indoor residual spraying through: (1) implementing a high quality Indoor Residual Spraying (IRS) program in identified districts, (2) conducting comprehensive monitoring and evaluation of the IRS program, and (3) developing the capacity of the Division of Malaria Control (DOMC) and public sector to conduct IRS.
Under the supervision of the US-based Portfolio Manager, the Senior Associate / Chief of Party (COP) manages, and supervises the successful implementation of the Kenya IRS 2 Project, and acts as the primary liaison between the project and USAID and the Government of Kenya. The COP has responsibility for the strategic direction, and technical leadership to produce project results, as well as overall management of the operational, financial and administrative aspects of the project, working to assure that the full potential of the contract is realized in Kenya through the promotion of high quality work and internal control.
Specific duties and responsibilities include the following:
* Represents Abt Associates and the project to the PMI Advisor of the USAID Kenya Mission, the Ministry of Public Health and Sanitation, the Division of Malaria Control (DOMC), and other key stakeholders.
* Carries full authority and accountability for project decisions, as delegated by the US-based Portfolio Manager.
* Sets and pursues a results-oriented program strategy in coordination with the project team and in consultation with USAID, other partners and stakeholders.
* Leads in the development and production of the annual country workplans, semi-annual reports, End-of-Spray reports, and other similar reports.
* Ensure that all country planning and procurement activities, spray operations, technical and environmental compliance measures, and other deliverables are achieved in a timely manner, meet USG and Kenyan regulations, and are high quality.
* Develops and oversees implementation of a capacity-building plan for transferring IRS knowledge and skills to government and other institutional partners at national, county, and district levels.
* Supervises and mentors the functional managers.
* Ensures that staff, team members and consultants understand their roles and responsibilities and comply with contract requirements, USAID/PMI and Abt policies and procedures.
* Oversees development and timely implementation of monitoring plans for all project activities and ensures that data required for USAID/PMI performance benchmarks and results frameworks are produced.
* Oversees effective utilization of short-term technical assistance.
* Ensures that project budget projections, expenditure, tracking and reporting are in accordance with USAID and Abt Associates requirements, procedures and practices.
* Ensures that lessons learned and best practices are documented and shared.
Skills Prerequisites:
* Masters Degree (minimum), or a PhD (desirable) in Public Health or other related field
* 13-15 years of relevant international health experience with a Masters Degree, or 8-10 years with a PhD.
* Significant experience in the area of malaria prevention and control, including the management of malaria- and health-related programs in developing countries, preferably in Africa.
* At least five years managing complex, multi-country projects.
* Demonstrated experience in planning, implementing and managing IRS programs.
* Demonstrated familiarity with US Government environmental regulations and the appropriate use of insecticides, IEC/BCC related to IRS, and entomological monitoring.
* Demonstrated ability to establish and maintain effective working relationships with USAID, ministry officials, and other development partners.
* Experience developing and communicating a project vision, aligning key stakeholders around the vision, and assuring the vision is translated into an efficiently implemented program.
* Familiarity with US Government regulations (e.g., Federal Acquisition Regulations and Foreign Assistance Act).
* Demonstrated strong written and oral presentation skills.
* Demonstrated leadership of large and diverse teams.
* Demonstrated leadership in management skills and ability to lead and motivate multidisciplinary, multicultural teams.
* Fluency in English
