FUNCTIONAL TITLE:****Consultant for Zero Based Budgeting Exercise

DURATION:****2 over 3 months (1st of December 2014 to 28 February 2015)

BACKGROUND

UN-Habitat wishes to recruit a consultant (or consultants) proficient in zero based budgeting to facilitate UN-Habitat’s budget process for 2015. The main focus of the zero budgeting exercise should be on restructuring the budget, budgeting for deliverables in the 2015 work programme, and to assist in the balancing of the UN-Habitat core budget.

RESPONSIBILITIES

Working closely with the Division of Management and Operations, the consultant will provide the following:

Facilitate efficient alignment of resources against organisational objectives, priorities and needs. Undertake this exercise at cost centre level building up to organisational level.Work with managers to examine and justify every expense item per cost centre.

Every cost centre request must be re-evaluated thoroughly, starting from the zero base.

Work with senior/project managers to identify priorities within budget parameters.Assist the Office of Management and Office of the Executive Director in structuring the organisational units to correspond with the budget.Identify cost effective methods of improving operations emerging from the budget process.Identify under-resourced budgets that have key strategic deliverables.Build and present the 2015 Zero-Based budget.Training where necessary on the objectives and methodology of zero-based budgeting.

DELIVERABLES

The consultant will provide the following deliverables:

Inception Report: Findings, gap analysis and methodology proposedEvaluation / assessment report: Progress on exercise, recommendations for improvementTraining for Senior managers and Project Administrators where appropriateAssist Office of Management and Office of Executive Director in concluding budget process.Final report: Consolidated report on findings and next steps required for UN-Habitat.

EDUCATION & WORK EXPERIENCE

Chartered Accountant / ACCA or MBA in Finance with experience in Zero-Based budgeting.A minimum of 8-10 years’ experience as a consultant or equivalent in similar assignment.Experience in implementation of similar assignment with UN agency and familiarity with UN rules regulations and procedures would be an added advantage.

LANGUAGE SKILLS

Proficient English speaking and writing skills.

OTHER SKILLS

-Proficiency in Microsoft Office programs.
-Ability to work within tight deadlines.
-Ability to coordinate with and involve multiple stakeholders as required.
-Strong interpersonal, communication and presentation skills.
-Strong research / interviewing skills.

REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
