Regional Emergency Coordinator  Jobs at Danish Refugee Council, Kenya


Background
DRC is an international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.


DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Horn and Africa and Yemen (HOAY) operation focuses mainly on populations affected by displacement in Kenya, Uganda, Somalia, Ethiopia, Djibouti and Yemen and regional mixed migration flows.


DRC aims to create a synergy between the different humanitarian aid and development projects in the HOAY – both in terms of geographical coverage and types of activities implemented in support of refugees and populations displaced or otherwise affected by conflict, consequences of climate change and natural hazards in the region.


DRC’s mandate is driven by three global strategic objectives within the DRC Assistance Framework: Saving lives and alleviation of immediate suffering among people affected by conflict, Safeguarding, restoration and development of livelihoods, and, Institutional and organisational change that contributes to protection of people’s rights and peaceful handling of conflict.


DRCs current regional objective is to support and strengthen a regional protection framework for displacement affected communities throughout the Horn of Africa and Yemen.


The region has developed a programme framework specific for the current context in which all projects and programmes contribute.


The main focus are of the Regional Emergency Coordinator relates mainly to the saving of lives and alleviation of immediate suffering objective, but will also contribute to working towards the other objectives.


Emergency Coordinator Job Responsibilities

The overall responsibility of the Regional Emergency Coordinator is to support existing or new operations to adequately respond to existing or emerging needs with respect to protection of the right of life and livelihoods. In this regard the REA will work for all the programmes within the Horn of Africa and Yemen region on a needs and request basis which will be approved on a case-by-case basis by the Senior Management Team.

When seconded to a specific programme/task, the REA represents the Regional Office, but reports to the individual CD.

The Regional Emergency Coordinator may – on temporary basis – be given overall responsibility for the management, programming and implementation of specific DRC humanitarian operations within the Horn of Africa and Yemen. In such case, the REA will have the overall organisational, financial and administrative responsibility of that particular DRC Programme, including the overall responsibility for security planning and implementation of security precautions.

Due to the specific nature of this post, the overall TOR will remain quite generic, but will be accompanied by a 3 month rolling work plan, with specific TORs for the individual tasks.


Internal relations


The Regional Emergency Coordinator has no permanent supervisory responsibilities, but will – if acting as Programme Manager a.i. – be the direct supervisor of senior international and national programme and support staff. Any temporary supervisory responsibilities will be outlined in the specific ToR for that task.

The Regional Emergency Coordinator reports to the Regional Deputy Director. When seconded to a specific task or operation, the Regional Emergency Coordinator reports to the respective CD for that operation.


External relations


The Regional Emergency Coordinator maintains extensive contacts with local authorities and with regional representatives, as well as field representatives of UNHCR, ECHO, WFP, other donors and partners in the areas to which s/he is being seconded.


Specific duties and responsibilities:


Provide Senior Management Team, and relevant CDs with updated information on ongoing/emerging humanitarian crises and needs within the Horn of Africa and Yemen region;

Participate as relevant – depending on ongoing tasks – in coordination mechanisms throughout the region and represent DRC as requested;

Undertake needs assessments for new operations or new emergencies/projects/programmes in existing operations;

Lead the start-up of new operations, including but not limited to: Office establishment, recruitment of local staff, set-up logistics procedures, planning and starting activities;

Support existing operations with surge capacity when taking on new projects – assist in staff recruitment, staff training, setting up systems, and planning and starting activities;

Provide trouble-shooting in existing operations facing bottlenecks in programme implementation

Facilitate information exchange between DRC operations with respect to systems, standards and best practices in emergency response and starting new operations; including training country team on the DRC Emergency

Preparedness and Response Planning process and monitoring status and quality of the EPRP at CO level and facilitate similar process as necessary at RO level on an annual basis

In close coordination and collaboration with the Regional Head of Finance and Admin and the Regional

Logistics and Procurement Manager, provide support and training with respect to procurement, supply chain and asset management in emergency operations;

In close coordination and collaboration with the Regional Security Adviser, assist in assessing access possibilities to new areas, or areas with limited/no access, as needed.
Qualifications for Emergency Coordinator Jobs in Kenya


Essential:


A Bachelor degree in a relevant field

At least five years INGO experience, including at least two years management of emergency response programmes in insecure environments

Strong analytical, organizational, and management and leadership skills.

Demonstrated ability to lead vulnerability assessments, beneficiary registration, distributions, monitoring and evaluation in emergency situations

Demonstrated ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, supervision and performance

Proven commitment to accountable practices and knowledgeable of quality assurance systems

Hands on experience in managing staff in insecure locations and strong human resource management skills in general.

Good communicator and proven diplomacy with all types of stakeholders

Experience of managing budgets and multiple donor contracts, particularly with OFDA, ECHO and UN agencies

Fluent and articulate in spoken and written English.

Ability to work independently, but also coordinate effectively as part of a team.

Ability to lead a multi-cultural team with a high level of respect for local culture.

Strong computer skills (MS Word, Excel, Outlook and Power Point).

Ability and willingness to work and live in diverse, challenging and potentially unstable environments.


Preferable:


Experience in donor contact, fundraising and networking.
