Monitoring, Evaluation, Accountability and Learning Officer at Danish Refugee Council


The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organisation founded in 1956 that works in more than 30 countries throughout the world.


Overall purpose of the role: 


The Monitoring, Evaluation, Accountability and Learning Officer will provide technical support to all projects and oversee all MEAL activities, including assisting project teams in developing project log frames, defining indicators, developing data-collection tools and methodologies, and leading data and project assessments and project compliance audits in the DRC Urban Program Office. The MEAL Officer will directly report to DMDP Project Manager and in matrix management arrangement with the DRC Urban Area Manager and ensure close collaboration with the country MEAL Manager and field program team to ensure compliance with DRC’s MEAL Minimum Standards and best-practices. The role will also ensure program data and other protection data is accurately and ethically collected, stored, analyzed & shared in strict adherence to DRC’s data protection policy and MEAL guidelines.


Responsibilities: 



  • Ensure full compliance to DRC Monitoring, Evaluation, Accountability and Learning Minimum standards in all projects implemented by DRC Urban Program

  • Lead the development of MEAL components of project proposals, including the development of project specific log frames, indicators and project-specific MEAL plans and Indicator Performance Tracking Tables (IPTT)s. MEAL plans and Detailed implementation Plan will be developed in close collaboration with Urban Area Manager and program teams. Indicator Performance Tracking Table (IPTT), will be used by the program and MEAL teams to provide monthly updates and analysis of progress against indicators.

  • In close collaboration with the MEAL Manager and the program team, develop sector-specific data collection tools and ensure their proper use by implementing teams. The position will ensure the timeliness and quality of data collection, and ensure all captured data is managed according to protection information management standards and best practices.

  • Under the guidance of the MEAL Manager, conduct verification regular exercises of reported data to ensure accuracy and validity of data

  • Produce monthly analysis reports with updates on the implementation status of projects based on monitoring and support supervision visits. This will entail flagging areas of concern, developing recommendations for corrective actions to share with the Area Manager, program implementing teams and MEAL Manager, and documenting lessons learned.

  • Provide support in preparing and reviewing reports and verifying consistency between collected data, means of verification, the IPTT and donor reports.

  • In collaboration with the MEAL Manager, lead field-level assessments, including baseline, mid-term, end- line and post-distribution monitoring surveys and outcome assessments.

  • Assist MEAL Manager in management of external evaluation and assessments processes from start to finish, by contributing to evaluation and assessment ToR development, support in mobilization of respondents for external evaluator and providing input to the external evaluation report

  • Identify and conduct MEAL-related capacity building needs and opportunities for Urban program staff in the Urban Program office and assume responsibility for facilitating trainings on Core Humanitarian Standards (CHS), and beneficiary feedback and response mechanisms

  • In collaboration with the MEAL Manager, assume responsibility for the implementation of Beneficiary Feedback and Response Mechanism, and all associated tools and databases in DRC Urban Program

  • In collaboration with the MEAL Manager, facilitate field-level learning events including Trimester Review Meetings to capture, document and disseminate lessons learned for internal and external purposes and promote replication of good practices in urban and country program.

  • Ensure compliance with DRC’s beneficiary data and information management guidelines including Protection Information Management Standard.

  • Ensure that all MEAL work is compliant to gender and protection principles

  • Perform other duties assigned by supervisor.


Requirements


Experience and technical competencies:



  • Minimum of 5 years of work experience in leading and managing M&E work in an International NGO’ or other relevant agency and comprehension of protection and livelihoods programming including natural resource management, waste management/ recycling industry is an added advantage

  • Demonstrated experience translating theories of change, log-frames and results frameworks into monitoring plans, developing data-collection tools and protocols, leading data-collection and management process, designing and managing databases, and analyzing data.

  • Previous experience with electronic or mobile data-collection such as Kobo

  • Strong background in the use of software applications such as Excel, Access, PowerPoint, Power BI and statistics software such as SPSS.

  • Experience in the use of GBVIMS or CPIMS will be an added advantage

  • Experience working in urban displacement responses and in multi-sectoral interventions.

  • Strong planning, organization and problem-solving skills with ability to work both independently and within a team in a demanding working environment.

  • Good analytical and strategic planning skills.

  • A demonstrated ability to build and maintain relationships with host governments, donors, partners, local organizations, and other stakeholders.

  • Good level communication and interpersonal skills.


Education:



  • A Bachelor’s degree in sociology, social work, development studies, or other related Social Sciences and training in Monitoring and Evaluation; or Bachelor’s Degree in Statistics / Information management Sciences.

  • Fluency in written and spoken English essential

  • English

  • Swahili

Conditions:


Contract: 1-year contract with possibility of extension, subject to funding and performance. Salary and conditions will be in accordance with the Danish Refugee Council terms of employment for National staff.

Availability: January 2022

Duty station: Eastleigh

Key stakeholders:   

Internal: Programme Management Unit, M&E Country Manager, implementing field teams, senior management team and support service team.

External: Technical M&E Working Group(s), urban refugee and host communities, Local and National Government Authorities, relevant NGOs/CBOs and humanitarian agencies including DRC partners and donors as appropriate.
