Position Title:Programme Officer (Accountability to Affected Populations-AAP)
Place of Work: Various-Somalia & Nairobi
Reports to: Designate Cluster Co-coordinator
Duration:3 months with possible 1 month extension (Starting ASAP)

OBJECTIVE
The Food Security Cluster (FSC) is the main coordinating body for Food Security programming in Somalia. The overall goal of the Somalia FSC is to be the primary source of information on the on-going humanitarian response to address food insecurity and facilitate the development of a strategic vision. One of the specific responsibilities of the FSC is to building the capacity of partners and members for improved information provision, consultation and participation in relevant decision-making at the planning and implementation stage as well as feedback and complaints handling focusing on affected populations. Thereby, particular attention is given to the equal information, consultation and participation of the different parts of communities, including persons with special needs or particular vulnerabilities.
The objectives for this TOR are to:
- Evaluate the current status of AAP integration with FSC partners
- Support capacity development of FSC partners in relation to AAP
- Develop AAP guidance specific to Somalia FSC
This ToR outlines the responsibility of the FSC Programme Officer- Accountability to Affected Populations (AAP).
KEY RESPONSIBILITIES AND TASKS
· Prepare for review, by the Co-coordinators, an AAP Assessment Report providing an overview of the status of AAP integration among FSC partners
· Prepare an Operational FSC AAP Work plan, including guidance on integrating AAP in the Humanitarian Response Plan and Common Humanitarian Fund Proposals
· Prepare and deliver training modules focusing on AAP. Training material must be contextualized to Somalia and Food Security
EXPECTED OUTPUTS / DELIVERABLES
· 1 AAP assessment report (reviewing current AAP integration of FSC partners)
· AAP training modules (specific to Somalia and Food Security) developed and approved by the SAG
· 10 trainings conducted (final locations to be determined but likely to include Nairobi, Garowe, Hargeisa, Mogadishu, Galckayo, Baidoa, Dolo and Bosasso)
· 1 brief training summary (per training) including original attendance sheets and photographs of training
· AAP checklist for HRP/CHF integration
· Guidance note on integrating AAP in Somalia food security programing
· Brief presentation (20-30 minutes) during ICCG on AAP integration in FSC
QUALIFICATIONS AND COMPETENCIES
· Advanced University Degree
· Experience: At least 3 years development/humanitarian work experience with a focus on AAP.
· Good knowledge of operational strategies for integrating AAP in humanitarian response.
· Complimentary protection programming experience is and asset, as is previous experience working on policy implementation, developing guidance, and facilitation of trainings/workshops. Previous experience working on food security, particularly within Somalia, is highly desirable.
