Subject: PREPARED CLIMATE-RFA003- Request for Applications: Conducting Community Climate Change Adaptation Assessment (CCCA) as part of the Vulnerability Impact and Adaptation (VIA) Assessing in the Lake Victoria Basin.
 



Background: The Planning for Resilience in East Africa through Policy, Adaptation, Research and Economic Development (PREPARED) Program is a medium-term (five year), multi-organization, comprehensive program aimed at mainstreaming integrated, multi-sectoral, evidence-based, climate-resilient development planning and program implementation into the East African Community (EAC) and its Partner States’ development agendas.




Successful planning to address regional development challenges in the EAC points to the need for strong working partnerships, coordination, and capacity building among a broad range of institutions in the climate change, biodiversity, and water supply and sanitation communities of practice to create and strengthen policy leadership and knowledge frameworks that support and integrate adaptive and
strategic decision making and more effective development. 



Collaboration and coordination is  required among a number of regionally-based institutions and independently-funded PREPARED Program implementing partners:


  • East African Community (EAC) Secretariat and Partner States (Kenya, Uganda, Burundi, Rwanda, and Tanzania);

  • Lake Victoria Basin Commission (LVBC), a technical arm of the EAC, through its Secretariat in Kisumu, Kenya;

  • Intergovernmental Authority on Development (IGAD) Climate Prediction and Application Center (ICPAC);

  • Famine Early Warning System Network (FEWS NET);

  • Regional Centre of Monitoring for Regional Development (RCMRD), which houses the USAIDfunded SERVIR-East Africa; and

  • The PREPARED Project, implemented by Tetra Tech ARD, and assisted by subcontractors SSG Advisors, LTS Africa, and Columbia University’s Center for International Earth Science Information Network (CIESIN).


The PREPARED Project is also a five-year initiative of USAID/East Africa. 



The PREPARED Project will coordinate closely with key regional partners, the EAC Secretariat, through its newly created Climate Change Coordination Unit (CCCU), and the LVBC Secretariat. PREPARED will collaborate with Partner States, active non-governmental organizations in the Lake Victoria Basin (LVB), communities, regional academic and research institutions, and businesses and local governments that use and manage the resources of the LVB.




All awards to Non-U.S. Organizations will be administered in accordance with applicable regulations as follows. 



 The PREPARED Project/USAID reserves the right to fund any or none of the applications submitted.
 



The PREPARED Project requests that the applicants demonstrate their commitment to the success of the grant by including cost-sharing.
