Job Evaluation & Salary Survey Consultancy for GVEP International

Terms of Reference


1.0 Introduction
 




GVEP International is a non-profit organization working to alleviate poverty in developing countries through increased access to sustainable, renewable energy. 



To achieve this goal, we support the development and growth of small and medium-sized enterprises that deliver energy products and services to the poor. 




GVEP headquarters is based in London and it is headed by a CEO. It has offices in 5 African countries namely Rwanda, Kenya, Uganda, Tanzania and Senegal and has about 80 members of staff, 7 of whom are based in London.

2.0 Background and Overview of Existing Situation
 




In early 2013, GVEP with the help of a consultant developed a salary and grading structure. However, the salary and grading structure developed then has not been implemented because GVEP had not conducted an effective job Evaluation exercise to establish the real worth of jobs within its organization structure.

Since that exercise, a number of reviews, system and structural changes have been adopted by GVEP that have changed many processes within. In addition, the organization has experienced significant growth in its staff profile.


3.0 Purpose
 




In order to attract, maintain and retain talents within the organization and operate in a competitive labor market, GVEP is embarking on a job evaluation and a salary survey exercise.

GVEP is thus seeking a consultant with good knowledge of the labor market in the region to carry out a Job Evaluation exercise and a salary survey on its behalf in its main countries of operation – Kenya, Uganda, Tanzania, Rwanda and Senegal.


4.0 Objectives


The specific objectives of the consultancy are as follows:
 




4.1 To undertake a complete review and evaluation of all GVEP positions and to recommend an appropriate structure of job grades or bands building on the previous work in this area.
 



4.2 To conduct a market survey and review benchmarks for developing a salary structure for GVEP. 



This should take account of the full remuneration package offered by GVEP and the market. The consultant should identify any job groups where current remuneration is significantly out with the market. 



The consultant will recommend salary ranges for each job band in the proposed salary structure which are in line with market rates.

5.0 Scope
 




The scope of the job evaluation will be limited to the positions that exist in the GVEP structure.
 



5.1 Carry out a literature review of the already available in-house information related to this assignment

5.2 Review of job descriptions of all positions in the organization structure


5.3 Determine the ranks of the jobs on the basis of their relative worth and grade them accordingly


5.4 Review the existing Job groups as per the current GVEP structure and outline the knowledge, skills, and behaviors that lead to successful performance of each job role.


5.5 In accordance with the policies governing staff contracts, and the existing salary scale, conduct an independent market survey for the purpose of updating the existing salary scale in line with the latest prevailing local market rates in the 5 countries of operation for similar work of comparable quality and complexity. The survey should consider the full remuneration package available to staff including health insurance and pension.


5.5 Link job evaluation results to the already conducted salary survey and come up with revised salary structure for GVEP.


6. 0. Deliverables / Outputs
 




The key expected outputs/deliverables of this exercise will include:
 



6.1 Prepare and submit a final Job evaluation report complete with a the proposed Job classification & grading

6.2 Prepare a summary of data collected from the comparator organizations showing positions and remuneration package with the minimum and maximum remuneration values of all job matches obtained from the comparators. The summary should also provide information on the comparator employer (size and type of the organization, number of employees).


6.3 Develop with justification a revised salary grading structure for GVEP


7.0 Inputs




 
7.1 GVEP: The HR Office will provide the consultant with the relevant background information and existing job descriptions and salary structure and will also be responsible for the arrangement of meetings with position holders and the consultant.

7.2 Consultant: The consultant is expected to provide all the necessary expertise to complete the job evaluation process and apply an objective, non-discriminatory, fair and transparent review. The consultant should ensure that a cost efficient approach is taken.


8.0 Expected Duration of the Assignment
 




The exercise must be completed within Thirty (45) days from the date of signing the agreement between GVEP and the consultant.

9.0 Reporting
 




The consultant will produce a final report on the exercise, its findings and recommendations of the completion of the expected outputs above mentioned.



The report will be presented to the Regional Director. 

10.0 Qualification and Experience

 



The Consultant must have:


  • Master’s Degree in Human Resources Management.

  • At least 7 years of relevant experience of which 5 should be in senior positions in reputable management consultancy firms or regional / international organizations.

  • A minimum of three (3) similar assignments in the last 5 years.

  • Understanding and experience of working internationally, across different countries and cultures

  • Experience in job evaluation exercises,  reward management and in human resource research

  • Familiarity with labor market issues

  • The consultant must be fluent in written and spoken English. Knowledge of French will be an advantage.

  • Ability to write clear, unambiguous and comprehensive Reports


11. Confidentiality
 



It is expected that the selected Consultant will maintain the highest level of confidentiality with regard to the information provided before, during and after the completion of the assignment.



 He/she shall practice the highest standard of professional and ethical values and norms in providing this consultancy service.
