Save the Children Eastern and Southern Africa Regional Office is looking to recruit for a position of:
Job Title: Child Protection Information Management System (CPIMS) Manager, South Sudan regional response
Team / Programme: Child Protection
Location: Nairobi (with regular travel to Emergency affected countries and field locations)
Grade: TBC
Length: 12 months
Child Safeguarding: Level
3 – the role holder will have contact with children and/or young
people either frequently (e.g. once a week or more) or intensively (e.g.
four days in one month or more or overnight) because they work in
country programs; or are visiting country programs; or because they are
responsible for implementing the police checking/vetting process staff.
Role Purpose:
The
Child Protection Information Manager is expected to help build a high
performing regional FTR programme within the South Sudan regional
response programme through coordination with the Country Office CP and
FTR teams, key partner agencies at field, national and regional levels.
The
post holder will conduct trainings and provide technical assistance and
support through frequent visits to the country offices affected by the
on-going emergency in South Sudan to support high quality programme
implementation and ensure programming objectives are successfully
achieved.
The
post holder will also lead on implementation of Save the Children’s
regional CPIMS and coordination with other key regional partners
including UNICEF, UNHCR, ICRC and other CP actors.
S/he
is also expected to represent Save the Children at high level regional
fora, working groups, and other meetings. Current thematic priorities
include: family tracing and reunification; child protection in
emergencies; cross-border programming and psychosocial support.
This
is a challenging role in a complex environment. It requires a
dedicated, experienced and highly motivated individual who can manage
the difficulties of coordinating implementation of high quality,
technical activities across several countries, understanding the
emergency context, able to live and work in such an environment and
still be fundamental in helping to drive forward our programmes and our
ambitions.

Scope of Role:

The
East African Regional Office is responsible for 7 countries in East
Africa, including Kenya, Somalia, Uganda, Rwanda, Sudan, South Sudan and
Ethiopia, with a current staff complement of approximately 3500 staff,
and current expenditure of approximately $200 million each year.
The
South Sudan regional response team is responsible for coordination of
and support to country programmes responding to the emergency in
Ethiopia, South Sudan, Sudan and Uganda.

Key Areas of Accountability:
- Work
with the Country Office CP and FTR teams, and other relevant technical
and field staff on the roll out of the regional Information Sharing
Protocol and lead the establishment of a regional CPIMS for the South
Sudan response. - Offer
technical support and training to country CP and FTR teams responding
to South Sudan emergency in establishing, managing and maintaining their
country/local level CPIMS, and supporting teams to produce high quality
documentation and reporting from each CPIMS team that informs
implementation of activities on the ground. - Liaise
with UNICEF, UNHCR, ICRC and other implementing agencies at the
regional and where necessary country level to ensure that SCI fulfils
its commitments in terms of regional FTR and CPIMS programming within
the South Sudan regional response. - Support
the development and roll out of relevant SOPs/protocols with regard to
the regional inter-agency Information Sharing Protocol and ensure that
all relevant SCI offices are prepared and staff made aware of SCI’s
commitment to the FTR. - Prepare
and disseminate relevant FTR reports and data at the regional level,
including Regional Trend and Analysis reporting, regional dashboards
(internal and external), reporting to regional CPWG, donor reports, and
other reporting as required. - Support,
and where needed lead, regional and country level workshops, training
events, and meetings aimed at experience sharing and developing
technical capacity of staff at all levels, in CPIMS and other
information management and reporting. - Responsible
for ensuring that the technical capacity of field, national and
regional CP staff is developed with a commitment to innovation and
efficient programming. - Where
needed lead or assist on multi sectoral/ sectoral assessments, CP
program design, support fundraising and proposal development, and
recruitment of key positions. Provide review and where needed assistance
in proposal design and development. - Liaise
with Members, Global CP Initiative, and Global Working Groups to
communicate best practice and also transfer knowledge to and from other
regions and organizations to EARO. - Coordinate
with Country MEAL teams (where applicable) to develop strong CPiE SMART
monitoring systems and indicators and ensure that they are tracked
periodically - Monitoring trends in the external environment and inputting to regional and country level strategy and planning processes
- Support
the safeguarding children targeted and benefitting from the FTR
programme, in accordance with the Child Protection Policy

Qualifications and Experience
- Relevant Master’s degree or degree in law or human rights
- Minimum 5 years’ experience of working in an international NGO
- At
least 5 years of programme implementation experience in Child
Protection in Emergencies especially in conflict settings and experience
implementing Family Tracing and Reunification - Proven
experience in reporting, information management and statistics, with
specific experience using the Inter Agency Child Protection Information
Management System (IA CP IMS), preferably in a conflict setting. - Experience working with the relevant UN Agencies and other partners with regard to Child Protection and in particular FTR
- Excellent
knowledge of, and experience in using, established inter-agency
standards and guidelines in child protection, such as the Inter-agency
Guidelines on Separated and Unaccompanied Children, Minimum Standards
for Child Protection in Humanitarian Action, the Paris Principles and
1612 MRM - Experience
of representing NGO in UN clusters and the international systems for
child protection at a high level and strong networking skills - Demonstrated
experience in designing and delivering training and capacity building
programmes tailored to context and audience. Skills in capacity building
of teams at community, field and national level. - Experience
of dealing with alleged cases of child abuse, and able to demonstrate
an approach in responding to these that is professionally and ethically
sound, demonstrating the best interest of the child and other key case
management principles - Excellent
communication skills with fluency in written and spoken English. Arabic
and other South Sudanese languages an added advantage - Excellent team player
- Good problem solving and analytical skills
- Ability to plan well, set own targets and meet them
- Ability to meet deadlines and work under pressure
- Willingness to travel and work regularly in field sites with basic standards of living and minimal comfort
- Commitment to Save the Children policies
- Sensitivity to the South Sudan and Refugee country cultural/social contexts
- Be both self-reliant and have the ability to lead and co-operate with others
- Be physically fit and be prepared to live in basic conditions for extended periods in field sites
- Be able to work under minimum supervision to achieve the set objectives
- Knowledge of Save the Children’s Child Safeguarding policy
