ANPPCAN Expression of Interest for the Development of a Follow-up Plan of Action on Sexual Exploitation of Children

Terms of Reference for a consultant to consolidate views of Stakeholders in reviewing the implementation of the current Plan of Action against Sexual Exploitation of Children in Kenya and the development of a follow-up Plan of Action
 


1. Background: The African Network for the Prevention and Protection against Child Abuse and Neglect (ANPPCAN) is a pan African child rights organization concerned with the status of children and their welfare in Africa. 





ANPPCAN implements national and regional interventions on child protection, conducts advocacy and lobbying on issues of concern regarding children, works to strengthen national child protection systems as well as empowering communities in taking charge in preventing and protecting children from abuse and exploitation, thus enjoy their rights to development.




 

Prior to 2013, ANPPCAN, working in collaboration with the National Council for Children Services (NCCS) Kenya, facilitated the development, publication and launch of the current National Plan of Action against Sexual Exploitation of Children in Kenya.





The Plan of Action outlines a clear framework on addressing sexual abuse and exploitation of children in Kenya.

The plan of action has been developed around the key areas of prevention, protection, recovery and reintegration, coordination and cooperation, child participation as well as monitoring and evaluation.

Starting July 2015, ANPPCAN has been implementing a programme known as REPERES Kenya– Strengthening the Protection of Children Victims or at Risk of Sexual Exploitation. 





The overall objective of the programme is to fulfil the rights of children to live free from all forms of sexual exploitation in Kenya. 





Its specific objectives are the following:

  • Reduce children’s vulnerability to sexual exploitation

  • Allow better integration of issues relating to commercial sexual exploitation of children into child protection systems in Kenya.


The programme, running from July 2015 to December 2017, aims at improving the prevention and protection of children affected by sexual violence in Kenya with focus on supporting the National Plan of Action against Sexual Exploitation of Children in Kenya. 





Through a series of consultations, the programme will support conversations with stakeholders to review progress being made in the implementation of activities outlined in the plan, identify gaps and opportunities in the development of a follow up plan of action by 2017 when the current plan of action expires. 





Specifically, the programme mobilises decision–makers on CSEC issues via the support of the National Plan of Action.

The review of progress in the implementation of the plan of action will culminate in the development of a follow up plan of action before the end of 2017 when the current plan will expire.

2. Task

ANPPCAN is looking for a consultant to take part in national consultative forums and technical working groups meetings between April 2016 and December 2017 specifically to guide discussions, consolidate views on the review of the implementation of the plan of action and facilitate the development of a follow up plan of action by December 2017.

3. Objectives for the consultancy
 


The overall purpose is to track the implementation of the current plan of action through the scheduled national forums, gaps and opportunities and recommendation on the follow-up plan of action.



Specifically, the evaluation will:

  • Asses the  extent to which the  current plan of action on sexual exploitation of childn has been implemented

  • Asses the gaps, opportunities and make recommendtions on the follow-up plan of action

  • Develop and consolidate a follow-up plan of action on sexual exploitaiton of children based on the gaps, opportunities and recommendaions emerging from the national forums held.


4.  Work Plan
 


ANPPCAN and the Consultant will agree on a joint work plan that will be used in the entire period. 





The work plan will describe how the consultative forums will be carried out and the production of the draft schedule of the plan of action on sexual abuse and exploitation of children in Kenya with input from stakeholders.
 


5. Deliverables
 


The Consultant will prepare:

  1. An inception /technical report with a detailed outline and work plan

  2. A draft schedule of the plan of action in accordance with this Terms of Reference

  3. A final plan of action on sexual exploitation of children


6. Time Frame
 


The consultancy will run as per the six stakeholder forums to be held in Nairobi as shown in the table below:

7. Consultant Skills and Experience 

  • A minimum of Masters Degree in Social Sciences, Education, Development Studies, Political Science or related discipline.

  • Extensive experience in evaluation of projects, surveys, organisational assessment, and knowledge management

  • Broad knowledge and understanding of child protection programmes, evaluation and research

  • Prior experience of working with national organizations, teams, committees on similar issues


Highly Desirable

  • Knowledge and interest on the national and international provisions on child protection as well relevant policies on child protection

  • Experience of working with partners at international, regional and national levels.
