Commission for Higher Education Planning Officer, HRe & Admin Officer, Systems Administrator and ICT Technologist Jobs in Kenya.
The Commission for Higher Education is a regulatory agency charged with planning, advising, accreditation and quality assurance in higher education.
The Commission for Higher Education wishes to recruit self-motivated and qualified professionals for vacant positions as outlined here below.
1. Planning Officer (CH6) 1 Post Ref: CHE/HR/1PAF
Qualifications & Experience:
Honours first degree and a masters degree in economics or a related discipline from a recognized university.
At least Five (5) years working experience in an institution of higher learning, educational research or other large organization in any of the following areas:
Economic planning, modeling and data analysis;
Policy analysis and research;
Development planning, project implementation, monitoring and evaluation;
In addition to the above the applicant must be computer literate and competent in application of packages such as Project Management System, SPSS or any other related system.
Duties and Responsibilities:
The duties of Assistant Commission Secretary shall include:
Tracking the implementation and periodic review of the Commission’s Strategic Plan;
Advising on policy formulation, analysis and review;
Facilitating development, monitoring and evaluation of Commission’s programme of activity;
Development and update of statistical data bank on various aspects of university education in Kenya;
Analysis of statistical data and production of accurate forecasts for planning purposes.
Preparing and reviewing expenditure frameworks.
Terms:
The above position is initially for a 2-year contract. Renewal may be considered depending on satisfactory performance in addition to other considerations at the Commission’s discretion.
2. Human Resource and Administration Officer (CH6) 1 Post Ref: CHE/HR/2PAF
Qualifications & Experience:
Honours first degree and a masters degree in either human resource or administration from a recognized university; candidates with a postgraduate diploma in human resource will also be considered.
At least five (5) years working experience in an institution of higher learning or educational research, three of which should be at management level, dealing with both human resource management and, administration and central services.
Skills:
Thorough understanding of current labour laws and regulations;
Ability to serve interests of a wide range of employees and clients;
Well-developed interpersonal and communication skills;
Ability to work both as a team leader and as a team player;
Demonstrated leadership and management skills.
Duties and Responsibilities:
The duties of Human Resource and Administration Officer shall include:
facilitate the Commission in recruitment and selection of staff at various levels;
arrange for capacity building activities in line with the Commission’s policies;
Facilitate annual staff appraisal process;
maintain harmonious employee relations and effective communications systems;
administer employee benefits;
administer common/shared services across departments/offices in the Commission;
Terms:
The above position is initially for a 2-year contract. Renewal may be considered depending on satisfactory performance in addition to other considerations at the Commission’s discretion.
3. Systems Administrator (CH6) 1 Post Ref: CHE/HR/3PAF
Qualifications & Experience:
Honours first degree in either computer science, or information technology or computer engineering from a recognized university. Proficiency in ICT systems administration as demonstrated by relevant professional certification.
Excellent working knowledge of windows and Linux administration systems.
At least five (5) years working experience, with at least two (2) years in a supervisory role in systems administration in a busy environment having a LAN/WAN and data centre set-up; working knowledge of common database packages; proven experience in programming.
Skills:
Competence with diverse operating systems and network environments;
Ability to adapt new technologies and implement them successfully ;
Well-developed interpersonal and communication skills;
Ability to work as a team leader as well as a team player;
Demonstrated leadership and management skills.
Duties and Responsibilities:
To ensure effective support and maintenance of hardware, networks, and operating systems in the organization, and in particular:-
Analyzing technical requirements in all functional areas, designing and implementing appropriate solutions;
Planning and scheduling of activities in the Information Technology Department;
Management of CHE Network, Website, Internet, and mail service;
Developing and implementing procedures for disaster recovery to ensure high levels of systems resilience;
Monitoring the implementation of the organization’s ICT policy;
Monitoring hardware and network systems performance, ensuring that regular systems upgrades including system software upgrades are effected for optimum performance;
Managing software and hardware inventory
Terms:
The above position is on permanent and pensionable terms.
4. ICT Technologist Grade IX 1 Post Ref: CHE/HR/4PAF
Qualifications & Experience:
Honours first degree in information technology/computer engineering, from a recognized university and an accredited diploma in ICT; professional certification by a recognized authority will be an added advantage.
At least two (2) years relevant working experience in a reputable organization; working knowledge of common database packages; proven experience in programming.
Duties and Responsibilities:
The ICT Technologist will be responsible for general maintenance of defined computer equipment and for the resolution of identified technical problems, as well as understanding general tasks which will promote the use of ICT across the organization.
Specific duties will include:
Installing, testing and maintaining software and equipment in the organization;
Setting up and maintaining user e-mail accounts;
Assisting in maintenance and general management of the network and ICT services at the Commission;
Provide technical support to users including basic hands on training on computer use.
Skills:
Be self-driven and innovative;
Demonstrate high level problem solving skills;
Possess high level interpersonal and communication skills.
Terms:
The above position is on permanent and pensionable terms.

Most job seekers in Kenya tread carefully when it comes to asking for more pay. It’s understandable — after the relief of landing a job, negotiating a salary can be the last thing from your mind. I recently got an email question and frankly it has not been the first. So I thought about it and I have gone through the same where I felt I should be earning higher but I really didn’t know the steps.
It can even feel awkward as most Kenyan professionals not used to placing a value on the skills, knowledge and abilities we bring. Once in a while, asking for higher salary can even put you out of the running.
Still, delicately negotiating salary upon taking a job offer provides a significant boost in pay down the line and is well worth the complexities. Compiled over subsequent years a few thousand bob quickly adds up.
Considering a new role or job? Here’s how to excel in the art of negotiation:
Know your benchmark
Before you start speaking amounts with a Kenyan employer, it’s important to know how much others in similar positions earn. There are a variety of ways to find this information. Seek input from those in your network. When speaking to others casually bring up the topic and never put them on spot by asking for direct info.
One way to phrase the question is: “based on your experience, what kind of salary a person with my level of skill and knowledge would expect to make?’.
Set a minimum salary threshold
Before negotiating salary, it’s important to know the least amount you would feel comfortable earning. Setting a limit can help you negotiate a rate and be specific about your needs.
Don’t start too early
While some companies in Kenya inquire about salary on the first application, it’s best not to get into any negotiations until after the company is interested in hiring you. Stay somewhat flexible until you see real interest on behalf of a potential employer. Give them enough salary information so that they feel it’s not a waste of time to interview [you].
Then quit talking about it until you win the interview. If you’re pressed for a number early on, then it’s best to offer a range and stay flexible until the final negotiation.
Demonstrate your value
If you’re not switching jobs, it can be even more complex to negotiate a raise. The most surefire way is to convey your value to your supervisor is with specific examples. “Avoid terms like ‘I want’ and ‘I need’ — structure it like you would any deal: they give you a particular salary, and in return you’re prepared to do X, Y and Z. Give evidence of the value that you can provide, the more concrete the better, so that they can make a logical, dispassionate decision.”
Even if you have a great relationship with your boss, securing a raise involves a complex look into the quality of your work. Delving into how you can improve is a key step to moving up the pay scale. If you are doing the exact same thing you did six months ago, you don’t deserve a raise.
Be assertive
Rehearse what you’ll say beforehand and look out for some push back. Prepare and practice ways to address [objections]. This will make you feel more comfortable during the negotiation.
You may have a boss like mine who has an open door policy that is truly open door or you may have what I call the bosses from hell who value the silence in their employees but either way you will never know until you try it.

I went through the public university system and to a larger extent the Government through HELB funded my education. Obviously when i was given the cash i didn’t consider the implications and mostly just squandered it.
I have been painfully paying the loan through employer deduction but it looks like life will get real tough for the defaulters. HELB is seeking to enlist the services of debt collectors and the newly created credit reference bureau. and if your name features with any of the two it will be very very hard to access a loan anywhere else.
Debt collectors will be enlisted to track down defaulters of government university loans beginning this month.
This follows the expiry of a two-week ultimatum issued to the past loanees to present their details to the board to speed up repayment.
The Higher Education Loans Board is also preparing to for- ward names of defaulters to credit reference bureaus for action, including blacklisting them for credit access.
A notice issued last month to former beneficiaries who were not repaying their loans expired at the weekend.
In the notice, the board informed defaulters that it planned to engage the services of debt collectors to recover the amount owing. “To avoid the above, all beneficiaries currently not re-paying their loans are required to forward to the board their names, identity card numbers and current postal addresses,” said the notice.
“They should also forward their current employers’ names and postal address.” Loanees who are unemployed- or self employed were also required to provide all their details.
Those targeted are the ones who took up loans under the defunct Higher Education Loans Fund, the Education ministry and Helb.
