Vacancy: Senior Program Officer – Care and Treatment (1 Opening)

Position summary and introduction: APHIAplus IMARISHA is an AMREF Kenya - led USAID-funded integrated health program in the Northern Arid Lands Region, implemented by five consortium partners.  

The program operates in 8 counties of Turkana, Isiolo, Samburu, Marsabit, Mandera, Wajir, Garissa and Tana River. BroadReach Healthcare works with other consortium members to strengthen and expand high quality integrated HIV care and treatment, MNCH and Nutrition services and Continuous Quality Improvement in the public and private sectors, as well as to coordinate, track and implement innovations for improving health outcomes.

The company has particular expertise in the management and scale-up of HIV/AIDS treatment programs in Africa.   BRHC is recruiting for a Senior Program Officer (SPO)-Care and Treatment to be based in Samburu County. The key role for the position is to provide leadership and technical support and mentorship of health care workers in both public and private health facilities as well as county health personnel to ensure provision of expanded high quality integrated HIV care and treatment, TB, MNCH and Nutrition services and Continuous Quality Improvement.

Key Responsibilities

Reporting to the BRHC Team Lead and the R3 Senior Technical Advisor; the Senior Program Officer shall be responsible to:Co-ordinate the planning, carrying out, analysis and dissemination of  results of site capacity assessments (using the TQA tool) at supported facilitiesEnsure that program annual service delivery targets for the county are achieved and develops a remedial plan where the targets are not achievedEnsure synergy with the county technical team in site level supervisionOutline mechanisms and a feedback loop for all activities that appear in the work plan when and how they were accomplished and any pending issuesWork with the team to collect and analyze agreed monthly Quality of service indicators (QOS) reports from health facilities and provide guidance and recommendations related to tracked indicators and outcomesSupport health facility teams to build local capacity for quality improvement activities by establishing Work Improvement teams at different departments that will identify gaps, analyze, prioritize and implement QI projectsMaintain thorough documentation of activities and track deliverablesCoordinate dashboard reviews of project clinical outcomes and utilizing project data to prioritize interventionsTake lead in compilation of the monthly activity reports and quarterly project performance reports in all the clinical areasRepresent the project as delegated in critical stakeholder meetings and activitiesMaintain current knowledge of medical practice standards and developmentsIdentifying, planning  and implementing interventions aimed at health systems strengthening for both public and private health service providersAdvocate for and promote private public partnerships in health service delivery within the regionUndertake any other duties as may be assigned   .Bachelor’s degree in medical, nursing or in a health related field with 7 years of relevant experience (Diploma in a related field and 10+ years’ experience will also be considered); an MPH will be an added advantage.Significant field experience in clinical and/or community-based care of persons living with HIV/AIDS,TB, reproductive, maternal, newborn and child health programmingExperience in Health Care programming at the field level and providing technical assistance to partner organizations; knowledge and experience of ART programmatic and technical issues highly desiredProgram management experience and experience in a supervisory role is a plusKnowledge and experience with Kenya HIV Quality Improvement FrameworkExperience with participatory planning and evaluation methods preferredExperience working with the private health sector and/or commercial business a plusWillingness and ability to work in Northern KenyaUnderstanding of key stakeholders, geography, culture, and institutions in Kenya, preferably Northern KenyaDemonstrated strong communication, interpersonal and diplomacy skills with the proven ability to foster good will and build consensus at all organizational levelsHigh level of computer literacy with Microsoft Office Suite (Outlook, Excel, Word, Power Point)Fluency in written and spoken EnglishStrong organizational, time management, computer and communicative skillsStrategic and analytical thinking skills with an ability to solve problems and make decisionsAbility to carry out multiple assignments and plan accordingly in order to meet scheduled deadlinesAbility to analyze, compare and interpret facts and figures and make sound judgments based upon this knowledgeAbility to work both in a team and independently and ability to transfer knowledge through formal and informal trainingAbility to cultivate team work and team spirit in order to strengthen and cultivate relationshipsAbility to clearly communicate results of work both orally and in writing to stakeholders and managementAbility to interface with multiple stakeholders, representatives, and partners in a professional manner on an ongoing basisComfortable in rapidly changing and uncertain environments, including multi-taskingAble and willing to travel extensively, as work demandsHigh level of professionalism and leadership combined with a passion for health issuesSelf-motivated with a strong entrepreneurial spiritProficiency with STATA or SPSS statistical software packages is a plus(PLEASE – NO PHONE CALLS)

APHIAplus IMARISHA, funded by USAID, is seeking individuals, who are organized, highly motivated and results oriented to join a dynamic team and help bring lasting health change in the Northern Arid Lands. The project supports integrated service delivery and addresses the social determinants of health in Turkana, Samburu, Isiolo, Marsabit, Garissa, Wajir, Mandera, and Tana River. Programmatic intervention areas focus primarily on HIV/AIDS, Tuberculosis, Malaria, Family Planning/Reproductive Health, MNCH, Nutrition, WASH, and the social determinants of health (household economic strengthening for specific target groups).
Monitoring & Evaluation Assistants The positions report to the County Health Coordinator and will be based in the respective sub-counties (Turkana, Samburu, Isiolo, Marsabit, Garissa, Wajir, Mandera & Tana River)
Job Purpose: To support the Health Ministries in strengthening the health information system.
 Assist the DHRIO and HRIOs to verify data from monthly reporting tools (Health Facility & Community) and support its entry into DHIS and KePMS; Jointly with DHRIO and HRIOs plan APHIAplus IMARISHA M&E supported activities; Raise field activity advances (FAA) for M&E related support to the ministry of health based on approved work plan and budgets; Ensure use of correct APHIAplus IMARISHA documentation during implementation of its supported activities (i.e. list of participants, reimbursements and claims); Monitor implementation of APHIAplus IMARISHA supported activities both by MOH staff and project staff, with regular updates to the project County Health Coordinator;Track monthly reporting rates of health facilities, Community Units and local implementing partners and give feedback to County Health Coordinator; Assist the DHRIO and HRIOs with filing and back-up of facility records and reports;Assist the DHRIO and HRIOs to conduct stock inventory of MOH data collection and reporting tools and report the status to M&E officer; Ensure adequate availability of tools for community based data (CBHIS, OVC, HBC, BCC, Gender) and their proper use by local implementing partners; Participate in APHIAplus supported assessments, surveys and evaluations.Qualifications and Competencies:The ideal candidate should have a Diploma in Health Records and Information Technology from a recognized Medical Training College plus experience working in a health facility, be a team player and a good communicator able to work under minimum supervision. Preference will be given to locals and female candidates are encouraged to apply.If you would like to join this dynamic team please e-mail your application letter, CV and contact details of three work-related referees, quoting the position and reference numbers in the subject, to the Human Resources Manager, AMREF Kenya - recruitment@amref.org or drop it at the nearest APHIAplus IMARISHA office in Garissa, Wajir, Lodwar or Isiolo, by Friday 28th September 2012. Please do not attach certificates and testimonials at this point.
