Location: Moroto, with frequent field visits.
Reporting to: Area Coordinator and M&E Manager
Duties and Responsibilities
Design and implementation of needs assessments and baseline surveys to establish and track indicators;Monitoring indicators to ensure that the program meets its goals and objectives;Design and implementation of impact assessments;Facilitate quick and accurate reporting of monitoring results to ensure that ACTED, donors and other organizations can build upon successes and lessons learnt during the program;Train staff in the fields of appraisal and baseline data collection and process, impact and indicator monitoring.University degree in Monitoring and Evaluation, Social sciences, demography, development studies.3 to 4 years experience in Programme Appraisal, Monitoring and Evaluation.Impartiality, objectivity and confidentiality are imperative; without prior authorization assessment reports should not be shared and kept within the AMEU unit;Flexibility and adaptability are essential, as well as the ability to plan, take initiative and organize work independently.Understanding the nature of the work carried out by programs is necessary for ensuring the relevancy and usability of the reports produced. Therefore a proactive and self-motivated attitude towards gaining a good understanding of ACTED programs is essential;Willingness to learn and capacity to innovate: the AMEU Officer must be inventive and eager to improve his or her own skills, and be capable to adapt, shape and develop tools best suited for ACTED’s activities; Diplomacy is required for all interactions as well as good organizational and communication skills with international and national staff and rural communities. Ability to travel and work in difficult conditions and under pressure; Knowledge of local language (Karimojong/Pokot) and/or past regional experience is an added advantage.Advanced knowledge of computer software and hardware operation is an added advantage.Resume and cover letter (Only) should be emailed to uganda.jobs@acted.org not later than 16th May 2014.
