Work Context: CESVI has been working in Congo RDC since 2001, with the double commitment of assisting the victims of the humanitarian crisis in the Eastern provinces and supporting the health & protection sector in Kinshasa

The on-going projects in the East of Congo focuses on rehabilitation of infrastructures, water and sanitation, and in general Building Resilience to Recurrent Crisis

Each project is coordinated by expatriate staffs
General coordination, logistics and administration is located in Bunia.

Job Description

The collaboration will start in April 2014.

The main duty station will be the Office in Bunia, with regular field visits for all programs, and in Kivu in order to expand the presence of Cesvi in that area.

The Head Of mission will be based in Bunia and will be responsible for the monitoring of the wash projects funded by ECHO and UNDP and S/he will represent the Organisation with the donors, local authorities and other stakeholders, both national and international, operating in the sector/area of intervention.

S/he will coordinate the emergency intervention with a specific attention to strategic planning of W&S activities in coordination with cluster and donor.

The Head of Mission will work under the direct supervision of CESVI HQ Desk Officer.

Main tasks:

S/He will represent CESVI vis-à-vis Donors, partners (including Alliance 2015), stakeholders, clusters and any other networks aiming at raise Cesvi's profile in the areaS/he will be responsible to set the strategic vision and direction of Cesvi in Easter RDC to serve more people with the highest quality programming possible, and secure the necessary resources to ensure its realization,  expanding Cesvi activities in KivuS/He will coordinate the PMs and support the Country Administrator and the Logistic responsible in managing the base. Special attention should be given to development of national staff capacities to build a cadre of skilled and committed personnelS/He will undertake monitoring mission to project activities in the fieldS/He will ensure operational excellence to achieve optimal efficiency and cost effectiveness in all functions and operations of the country office, whether quality/technical assistance, finance, material resource management, growth, administration, information technology, audit, etc..S/He will work in close in collaboration with the Country Administrator and the PMs in budgeting, forecast and control of financial flowsS/He will coordinate and actively participate in project proposal definition and preparationS/He will guarantee that all the activities are in line with Donors and CESVI procedures and rules (Security Manual, Overseas Offices Administration Manual, Logistics Manual, Visibility and Communication Manual).4 year experience in foreign countries and emergency projectsStrong experience with NGO procedures, approaches, and operationsDemonstrated experience in same position, preferably in Sub Saharian Africa in emergency and post emergency context.Good knowledge of procurement procedures of different donors and in particular of EUExcellent abilities in dealing with donors for presentation and negotiation of project proposalsProven experience in projects writing (from assessment to final presentation)Good communication skills with ability to work closely with CESVI local staff, beneficiaries and partnersDetail oriented, highly flexible and strong organizational and leadership skillsExcellent problem-solving and analytical skillsGood skills in staff managementAdaptability to hard living conditionsQualification in Water and sanitation/ Engineering/EnvironmentAbility to supervise Water and Sanitation programs challenges in rural areas and knowledge of the basic requirements for an effective and sustainable water and sanitation projectExcellent knowledge of French and English (written and spoken)Strong computer skills including Microsoft Word, Excel, accounting softwareKnowledge of RDC and/or other complex areas (previous experience is an asset)Experience in WASH (FS and protection sectors surplus value)Strong experience in M&E and capacity building of National staffPrevious experience as Country Representative/head of MissionExperience/knowledge of main Donors (ECHO, UE, UNDP, OFDA/USAID)
