Request for Expressions of Interest (REOI) for Consultancy Services for Preparation of Typologies for Densification in 5 Counties
Contract No. MLHUD/KISIP/CS/003/2013-2014

1. This Request for Expression of Interest follows the General Procurement Notice for this project that appeared in Development Business; issue No. 803 of 31st July 2011.

2. The Government of Kenya has received a Credit from International Development Association (IDA) for the Kenya Informal Settlements Improvement Project (KISIP) and intends to apply part of the proceeds of this Credit to payments under this contract, Consultancy Services for Preparation of Typologies for Densification in 5 Counties (Contract No. MLHUD/KISIP/CS/003/2013-2014)
3. The study aims to develop city specific housing designs that can increase residential densities and ensure sustainable use of urban space. The focus will be in key themes like: Housing types, population trends and housing demand, land supply, housing financing, legislation, and implementation strategies.

4. Scope of Services comprise the reviewing of existing housing types, assessing availability of developable urban space, developing densification framework in specific urban areas, designing suitable development models/housing types, and making recommendations on strategies for implementation. The study will involve wide stakeholder consultation on thematic areas; propose financial viability of the designs.
The study will cover the following counties: Nairobi, Mombasa, Kisumu, Nakuru and Uasin Gishu. The survey should cover a broad spectrum of household types across the spectrum of income ranges.
5. The services are expected to be completed within seven (7) months upon signing the contract.
6. The Ministry of Land, Housing and Urban Development through the Kenya Informal Settlement Improvement Project (KISIP) now invites eligible firms to express their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills among staff)
7. Consultants may associate to enhance their qualifications.
8. Consultant(s) will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, Revised October 1, 2006, and May 2010). Interested firms may obtain further information at the address below from 0800 to 1700 hours from Monday to Friday excluding lunch hour (1300 to 1400 Hrs) and public holidays.
9. Expression of interest shall be delivered by 1st July 2014 using one of the following modalities: (i) deposit in the tender box located on 6th Floor, Ardhi House in Nairobi, and/or (ii) by email to: kisipproject@gmail.com.
