II. Organizational Context and Scope


Background


Increasing new arrivals from neighbouring countries and access to newly liberated areas as well as protracted displacement and forced evictions in Somalia have ever more increased the humanitarian needs of the population. To that end, IOM has an increasing demand and responsibility to engage in supporting the Federal Government of Somalia, regional and local administrations in delivering peace and dignified life to the Somali population including vulnerable migrants and mobile populations such as internally displaced persons (IDPs).


With approximately 3.1 million people requiring humanitarian assistance and a lack of access to basic services for significant parts of the population, delivering humanitarian aid under complex political, economic, social and cultural environment, while also increasing the local, regional and federal governments’ capacity in service delivery and community-based recovery are essential to continue supporting Somalia in its transitional phase.


In this context, IOM Somalia has embarked on expanding its migration health profile, enhancing the field presence, exploring the new funding sources and schemes, and instituting a robust monitoring and evaluation framework; therefore seeking for a consultant to contribute to the project development, reporting and monitoring and evaluation for Migration Health Programme (MHP) consisting of projects for primary healthcare, water, sanitation and hygiene (WASH), gender-based violence prevention, psychosocial support, and public-private partnership.


III. Responsibilities and Accountabilities


Under the overall supervision of Chief of Mission of IOM Somalia and under the direct supervision of the Health Programme Coordinator of Migration Health Division (MHD), in close collaboration and consultation with Project Development and Monitoring Unit (PDMU), Public Information Unit (PIU), Coordinators of Departments of Migration Management and Operations and Emergencies, and other relevant colleagues and Cluster members, the incumbent will be responsible for the following specific tasks to be performed:


  1. Draft concept notes and full proposals for potential donors and funding opportunities, such as European Commission (EC), the United States Agency for International Development Office of U.S. Foreign Disaster Assistance (USAID/OFDA), Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), the African Development Bank, Common Humanitarian Fund, Central Emergency Respond Fund, United Nations Trust Fund for Human Security (UNTFHS), other bilateral donors, etc.;

  2. Develop resource mobilization and visibility materials, such as fact sheets, briefers, press briefing notes and infographics to address urgent needs and highlight success stories on catalytic and innovative approaches to appeal to potential donors, closely liaising with the IOM Somalia PIU;

  3. Identify funding opportunities by collecting donor information, building relationship with potential donors, and attending coordination meetings;

  4. Conduct multi-sectoral rapid needs assessment in potential programme area, including South Central Somalia using mobile data collection technologies;

  5. Analyse the collected data and develop assessment reports to develop evidence- and needs-based project proposals;

  6. Develop monitoring and evaluation tools and assist participatory monitoring for projects in collaboration with the M&E Assistant and the IOM field team;

  7. Pilot Public-Private Partnership (PPP) cases to assess opportunities in new funding areas;

  8. Draft donor reports for the projects under MHD, compile technical inputs and coordinate with PDMU for submission;

  9. Coordinate with PDMU, and actively assist mission requirements for Project Development, reporting and M&E as requested by CoM.

  10. Perform any other relevant tasks as assigned by the Health Programme Coordinator.

Deliverables and estimated schedule


  1. An average of at least one concept note or proposal per month

  2. An average of at least one donor report per month

Payment schedule will be installed monthly upon submission of the brief report on deliverables.


Reporting – The incumbent will report to the Health Program Coordinator on weekly basis to assess the progress of the tasks.


Fees – All-inclusive fee of USD 3,913 per month (plus DSA when travelling to Somalia)


Note:** Any cost including work permit and visa fee to enter Kenya for this consultancy has to be covered by the Consultant.

V. Education and Experience



  1. Postgraduate degree in relevant field including international development, public health, social sciences, political science, communications




  2. At least three years’ experience in international development;




  3. Proven track record in fundraising for UN agencies or non-governmental organisations;




  4. Good understanding of public health, WASH as well as gender-based violence issues;




  5. Experience in working for or with bilateral and multi-lateral donors, funds and foundations in relation to the field of migration health;




  6. Work experience in private sector, an asset




  7. Excellent written and oral communication skills;




  8. Excellent inter-personal skills to work with internal and external stakeholders;




  9. Experience with public, private and not-for-profit organizations;




  10. Experience in working under high pressure and meets tight deadlines;




  11. Experience in developing mobile data collection tools and conducting assessment;




  12. Experience in working in Somalia or working with Somalis.



VI. Languages


Required


Excellent spoken and written English


Advantageous


Knowledge of Somali and Japanese, an asset
