ICAP Data Manager, Community Mobilization Officer and HTC Counselors Jobs in Kenya

ICAP
of Columbia University is working in partnership with the Ministry of
Health, Kenya to strengthen HIV Prevention, Care and Treatment services
at County and Sub County health facilities. 





This
program is part of a US Government initiative against HIV in Kenya that
receives funding from PEPFAR through the Centers for Disease Control
and Prevention (CDC). 





Applications are invited for the following positions:
 


1. Position: Data Manager  


Location: Kisumu with travel to ICAP sites in Nyanza
 

 

Overall Job Function: Under
the general guidance of the Director of Monitoring & Evaluation,
and the immediate supervision of the Senior Monitoring and Evaluation
Officer, the Data Manager will be responsible for the capture of all
ICAP data, on-going analysis of aggregate and patient level data, and
the timely reporting of ICAP data to all funding agencies and the ICAP
Program.



Key Responsibilities:

  • Manage
    data files of routine databases including the ICAP Reporting and
    Information System (DHIS) and validating data entered into the MoH DHIS
    database and DATIM

  • Ensure
    timely data collection, collation and reporting of program data on a
    monthly, quarterly and/or annual data reports to all funding agencies

  • Perform data cleaning and verify the accuracy of the data before reporting

  • Produce monthly data summaries that will help track and inform program performance

  • Assist in the preparation of data summary slides for presentations

  • Support the implementation of the ICAP patient level electronic medical records system (C-PAD).


Requirements

  • Masters degree or equivalent in statistics, epidemiology or mathematics

  • At
    least 2 years relevant experience and advance skills in statistical
    software SPSS, STATA and/or SAS as well as expert proficiency in
    Microsoft Office Excel; knowledge on MySQL and PostgreSQL scripting
    languages is a bonus.

  • Expert skill level in the use of MoH DHIS2 and DATIM aggregate databases.

  • Experience in working with MOH systems and PEPFAR HIV-related reports is strongly prefered

  • Strong data management and analysis skills.


2. Title: Community Mobilization Officer – Mobile Clinic (3 Months Temporary)
 


Location: ICAP sites in Nyanza
 


Overall Job Function: Reporting
to the Regional Prevention Advisor, Community Mobilization officer will
coordinate all advocacies, Communication and social mobilization
strategies and activities within the high risk populations (fisher folk,
MSMs, FSWs, Truck drivers, Sugarcane belt etc) so as to ensure the set
community testing targets are achieved within the expected time limits.



Key Responsibilities:

  • To ensure the set Sub–County community testing targets for the HTC counselors are met

  • To
    support program teams in development of a clear work plan for
    implementation of the targeted community testing strategies within the
    set time frames.

  • To facilitate linkage and follow-up of clients from the community to the facility.

  • To
    liaise with the opinion leaders in the communities in order to
    establish early rapport and stimulate full participation by community
    members

  • To
    provide mentorship support to the members of the community health
    committee (CHC) at the sub-location baraza’s and to encourage a
    participatory dialogue on how best to map out key and priority
    populations for community testing and referrals

  • To
    conduct mapping within the Sub County of operation together with the
    Prevention Officers in order to ensure that program mobilization
    resources are efficiently allocated with regards to the mapped out key
    populations

  • To
    ensure tracking and reporting of all mobilization activities in the Sub
    County, including number of IEC material supplied; targets set;
    challenges experienced and best practices noted.

  • To
    prepare monthly sub-County community testing and quarterly mobilization
    work plans on the social Mobilization strategies and activities in
    place within the sub –County and to capture success stories and lessons
    learned in each phase of program implementation.

  • To
    ensure follow ups on agreed mobilization activities/strategies are
    conducted and that mobilization monthly measurable indicators are
    strictly met.

  • Any other duty as assigned by the Regional Prevention Advisor


Requirements

  • Degree
    in sociology or anthropology. Those with Diploma in Community health
    and development, Diploma in Social Work or Higher diploma in counseling
    psychology with at least 3 years’ experience in HIV programs in rural
    settings.

  • At least two (2) years work experience with key populations.

  • An understanding of community strategy

  • Knowledge and experience in HIV interventions and counseling skills.

  • Ability to communicate well and create a mutual working relationship between the community members and health facilities


3. Title: HTC Counselors (3 Months Temporary)
 


Location: Designated sites in Nyanza
 


Overall Job Function: The
HTC Counselors will be responsible the provision of HIV testing,
Counseling and linkage of HIV positive clients to care and treatment. 





S/he will oversee quality of implementation of HTC services in the OPD, IN Patient and FP departments



Key Responsibilities

  • Provide quality HTC services to OPD, In patient and FP clients

  • Offer first adherence counseling services to newly positive clients before referral to care and treatment

  • Fill the patient profile part of the blue cards for patients who test HIV positive

  • Refer and enroll all patients who test HIV positive

  • Maintain high standards of HTC service provision according to the NASCOP guidelines

  • Refer all negative men who are not circumcised for VMMC

  • Identify and link all discordant couples in the discordant couples program

  • Maintain a well documented HTC registers

  • Store and use the HTC commodities according to the national guidelines

  • Update data on the wall charts monthly

  • Promote HTC services among clients who visit the health facility by giving health talks and by using IEC materials

  • Participate in pediatric testing days and testing in the children homes.


Requirements

  • At least form four with mean grade of C

  • NSACOP certified HTC certificate mandatory. Candidates with Nursing background will have an added advantage

  • At least two (2) years relevant work experience

  • Experience in handling HIV clients
