Our client, the Kenya Ports Authority (KPA) is a statutory body under the Ministry of Transport established by an Act of Parliament in 1978.KPA’s mandate is to maintain, operate, improve and regulate all scheduled sea ports situated along Kenya’s coast line. The focus areas of KPA include capacity expansion, productivity improvement, growth in market share as well as safety and security.
In line with its growth and expansion strategy, KPA is seeking highly organized, analytical and self-driven
individuals to fill the following key positions:
 Reporting to the General Manager - Infrastructure Development, the Project Manager - Lamu Port will oversee a team of consultants supervising the works on site and will be responsible for management and coordination of the construction of the first three berths and associated infrastructure of the Lamu Port.
 Key responsibilities will include:Coordination of all activities relating to the construction of the first three berths and associated infrastructure of the Lamu Port;Ensuring that the time and cost budgets are adhered to;Managing all contracts and ensuring any contractual disagreements between the various parties are addressed in a timely manner;Ensuring that all set standards and specifications are complied with and met;Developing and submitting periodic reports to KPA, highlighting important milestones and events within agreed timelines; andEnsuring all statutory governmental requirements are complied with.Bachelors of Science degree in civil engineering or recognized equivalent qualification;Registered Engineer by the Engineers Board of Kenya (EBK);Minimum post graduate experience of 15 years in design and or supervision of construction of berths, dredging and/or reclamation works or other equivalent construction work of similar complexity and size;Knowledge of and experience in projects dispute resolution procedures;Proficiency in the use of MS Project as well as Civil/Structural Engineering software, e.g. AUTOCAD, STAAD;andExperience in heavy duty pavement yards, building and road works would be an added advantage.Reporting to the Head of Projects Development and Management, the Projects Engineer will be responsible for planning and design of the infrastructure related to Projects Development and Management under KPA.
Key responsibilities will include:Undertaking studies, designs and preparation of tender documents for Civil Engineering related projects;Undertaking safety audits for infrastructural designs and implementation of associated safety measures;Assisting in preparation of departmental budget and procurement plans;Assisting in preparation of monthly, quarterly and annual reports for the department;Assisting in implementation of policies for the efficient planning, survey services, monitoring, evaluation and socio-environmental management for the infrastructure under the Authority; andAssisting in carrying out planning, collection and management of traffic data.Bachelors of Science degree in civil engineering or equivalent qualification;Registered Graduate Engineer or equivalent recognized by the Engineers Board of Kenya (EBK);Minimum 3 years post graduate experience in pavement design (rigid and flexible) and construction supervision; materials testing, soils, aggregates, binders; structural designs and construction supervision; and. Intergovernmental Standing Committee on Shipping (ISCOS) Secretariat, Mombasa, Kenya

A) Secretary General (Chief Executive Officer of the Organization)

The Intergovernmental Standing Committee on Shipping (ISCOS) was established in 1967 by the Governments of Kenya, Tanzania, Uganda and Zambia to take care of their maritime interests in the region.

A permanent secretariat was established in 1974 and has since been headquartered in Mombasa, Kenya.

Since its inception, ISCOS has been at the fore front of representing the interests of Governments and Shippers in the region especially in mitigation of challenges in ports, unfavourable transport costs and other surcharges, research, and the provision of timely advice to Member states on maritime matters affecting the region.

In 2006, Member Governments through a protocol amending the 1987 Agreement transformed ISCOS into an institution capable of serving the region and the International community, as a one stop center of excellence for regional maritime matters and total logistics.

The organization’s mandate was expanded, among others, to matters affecting inland water ways and ports, as well as the private sector, and its possible membership was opened to the states of East and Central Africa.

ISCOS is a main point of reference for maritime and sea transportation matters affecting the region and continues to be the main interface between the region’s cargo owners and the greater shipping world. The Organization is mainly Government funded, and employs its staff from all ISCOS member states.

Applicants are invited from suitably qualified Kenyan, Ugandan and Zambian nationals to fill the Post of Secretary General. The Secretary General is the Chief Executive Officer of the Organization.

The particulars of the position are as follows:

Qualifications:

He/She should be a holder of a university degree in law, Engineering, Transport Economics, Maritime Transport Studies or any other related fields. Post graduate qualification in any of the aforementioned fields or any other related maritime transport will be an added advantage:-Be a mature and respectable professional with profound skills in financial, port and shipping management.Have ability to take leadership of a professional team and to promote the corresponding team spirit in all aspects of result oriented work.Posses an aptitude for interpersonal communication within the team and the clientele including respectable art of negotiation.Have excellent communication skills and public relations.Have knowledge and competence in Information and Communication Technology (ICT).Be fluent in English.Applicants should posses a minimum of 10 years practical management experience at a senior level in a reputable Organization.Experience in networking with senior officials in Government, Private Sector and Regional Organizations.Experience in Shipping and Port Management will be an added advantageDuties:

The Secretary General is the Chief Executive Officer of the organization and shall represent the organization in the exercise of its legal personality.

He/She shall be responsible among others for:

Acting as Secretary to the Assembly and the Co-ordination Committee;Submitting reports in consultation with the Technical Committees on the activities of the organization to the Co-ordination Committee and the Assembly;In charge of the overall administration and finances of the organization, subject to the provisions of the Agreement;Submitting the budget of the organization, to the co-ordination Committee through the Technical Committee on Finance, Administration and Resource Mobilization;Ensuring that the objectives set out in the Agreement are attained and shall either on his own initiate or on the basis of a complaint, investigate a presumed breach of the provisions of the Agreement and report to the Committee in accordance with an investigative procedure to be determined by the committee;Keeping the functioning of the organization under continuous assessment and may act in relation to any particular matter which appear to merit assessment either on his/her own initiative or upon the request of contracting parties where appropriate and report the result of his assessment to the contracting parties or the organs of the organization;Appointing/dismissing of junior staff; in accordance with staff service regulations;Developing a linkage between the organization, the Governments, maritime stakeholders and the general public on the affairs of the organization; andPerforming any other functions as contained in the Agreement or as the Assembly may determine, subject to the provisions of the Agreement.Salary and benefits:

Basic salary of US $ 39,360 X 1,800 - 46,560 per annum

Housing Allowance of US $ 1,500.00 per annum

Spouse allowance: US $ 263 per annum

Airtime Allowance: US $ 200 per annum

Director of Shipping, Ports, and Freight Services

Qualifications:

He/She should be a holder of a university degree in law, Economics, Statistics, Maritime Transport Studies or any other related fields. Applicants should posses at least 5 years practical experience at a senior level in a reputable transport related organisation,Wide knowledge in the application of a wide variety of computer packages,Experience in port operations or shipping management will be an added advantage.Promoting and coordinating the development and growth of a viable and efficient regional and coastal shipping industry;Promoting effective partnerships between governments and private sector in investment and management of deep sea shipping, coastal shipping, multimodal transport, river and lake shipping services;Undertaking feasibility studies/investments appraisals on maritime/shipping related projects for financial assistance by development partners, etcCoordinating the development and growth of a viable regional maritime servicesMonitoring port performance, freight charges and surcharges and other levies on the trade,Assisting shippers, commodity organisations and other shipper interest in freight consultations/negotiations and lobbying for favourable policies and regulations on the movement of goods by sea,Providing technical support to technical committees,Supervising staff under the directorate in accordance with staff regulations.Performing any other functions that may be assigned to him/her by the Secretary General.Age-limit: The applicant should not be more than 54 years of age.

TradeMark East Africa (TMEA) is an initiative funded by a range of development agencies to promote regional trade and economic integration in East Africa.

TMEA works closely with national governments, business and civil society and East Africa Community (EAC) institutions.

It supports East African economic integration by unlocking economic potential through

* a reduction in transport and related costs along the key corridors in East Africa;
* engaging private sector and civil society to positively influence regional integration policies and practices for growth in trade;
* supporting partner states to substantially increase the implementation of a comprehensive framework for regional integration; and
* supporting EAC institutions to develop a comprehensive framework for regional integration.

TMEA, in liaison with the COMESA-EAC-SADC Tripartite, IGAD and TradeMark Southern Africa (TMSA), is organising a High Level Investment Conference scheduled for 28 and 29 September 2011, where bankable projects and a project pipeline that will deepen regional integration will be presented for financing considerations, under the direction of the Tripartite.

The objectives of this conference will be to agree and endorse at a high level the action plan for the development of the Northern, Central, Djibouti and Lamu Corridors; avail resources to develop a list of indicative projects for infrastructure investments on the Northern, Central, Djibouti and Lamu Corridors; undertake to have a smaller number of near-bankable or bankable projects that will be highlighted for public and private investment; and avail resources for regulatory reform and trade logistics technical assistance projects required to support
investment in infrastructure for the Northern and Central Corridor.

We seek to recruit a high calibre, results-oriented and self-driven professional to provide leadership, direction and technical expertise in support of the infrastructure investment conference in the position detailed below.

Ports Adviser

Reporting to the Deputy Chief Executive Officer – Regional Programmes, the Ports Adviser will lead the strategic analysis of the current operational efficiency of the Ports of Mombasa and Dar es Salaam and their capacity to effectively support trade facilitation and competitiveness within East and Central Africa regions.

S/he will work with the TMEA Infrastructure Adviser to design strategic investment proposals
geared towards improved port performance, in infrastructural and procedural competency in East Africa for the purpose of increasing trade and economic performance.

The Ports Adviser will liaise with the TMEA Infrastructure Adviser to coordinate port infrastructure project development and packaging ahead of the infrastructure investment conference.

This will include supporting the development and packaging of specific sequenced port investment projects that combine heavy infrastructure development with complementary Information and Communications Technology (ICT) projects for a holistic improvement of East African ports.

The successful candidate will work closely with the Kenya and Tanzania Port Authority officials.

In addition, s/he will work closely with the TMEA Economic Corridor team in Nairobi, Port Specialists in Dar es Salaam, as well as the TMEA Kenya and Tanzania Country Directors and their respective teams.

This position requires an individual with high personal drive, initiative and leadership. The ideal candidate will possess an undergraduate degree in Ports Management, Engineering, Economics, or a related discipline. A Masters’ degree in a relevant field is an added advantage.

The successful candidate must have at least 10 years of ports and infrastructure related experience preferably gained within East Africa including demonstrable skills and experience in ports development and management particularly related to improving cargo handling at ports, modernising port equipment and increasing port utilisation and efficiency.
