The Kenya Episcopal Conference-Catholic Justice and Peace Commission seeks to recruit a consultant to consolidate and develop an observation report on the Truth Justice and Reconciliation Commission activities. The Catholic Justice and Peace Commission having interest in Transitional Justice in Kenya, has been observing the TJRC processes and activities since 2008 when the Parliament enacted the Act of Parliament that spelled out the TJRC mandate to date.

Terms of Reference

The purpose of the consultancy is to lead in compiling the observation report of the TJRC activities for use by CJPC and its partners for information on how to engage in the Transitional Justice Process, beyond the TJRC. The overall aim of recruiting a Consultant is to:
Establish if the TJRC fulfilled its mandate as spelled out in TJRC Act of 2008 by evaluating their activities;
Find out if the Commission met Kenyans’ expectations in reference to  Agenda 4 of the National Accord, Recommendations by CIPEV (Waki) Report, Report of the Task Force on the Establishment of a Truth, Justice and Reconciliation Commission, and other recommendations that led to the establishment of TJRC.
To establish if the TJRC met the international standards of a truth commission
The Contract between the Consultant and KEC-CJPC will be signed for a period of 1 month within which the consultant is expected to deliver a report both in hard and soft copies.
 Review documents that informed the formation of TJRC; Review CJPC reports and data on TJRC, including analysing the observation questionnaires from the respondents on TJRC activities;Conduct Focused Group Discussions in sampled counties with different groups including women, men and children;The consultant will seek feedback from CJPC on various drafts and will present a final draft before; and Development of the final observation report Make a presentation at Validation meeting and at the Launch of the reportObservation report on the TJRC activities by July 27th  2012.The consultant  should demonstrate the following experience and competencies: Substantive knowledge and experience of transitional justice in Kenya and in particular understand the mandate of TJRC;Ability to develop documentation in the area of transitional justice, human rights or any other related field; andExcellent written and oral communication skills in EnglishApplication process

The Africa Centre for Open Governance (AfriCOG) is an independent, non-profit making organisation with a mandate to provide cutting edge research on governance and public ethics issues and, monitor governance fundamentals in both the government and the private sector.

AfriCOG's governance and anti-corruption reform initiative are aimed at addressing the structural causes of Kenya's governance crisis by a knowledgeable citizenry.

AfriCOG facilitates the Kenyans for Peace with Truth and Justice (KPTJ) initiative, which is a coalition of over 30 Kenyan and East African legal, human rights, and governance organizations, ordinary Kenyans and friends of Kenya, convened in the immediate aftermath of 2007's presidential election debacle.

The primary aim of the KPTJ Coalition is the achievement of truth, justice and accountability for the failed elections and the violence that followed, and the institution of credible transitional justice and political and constitutional reform as a means to a just, sustainable peace.

AfriCOG seeks to recruit a motivated, energetic professional to lead the development and coordination of KPTJ Programmes.

Scope of the position

Effectively and independently manage the implementation of research, advocacy and mobilisation activities and work plans whilst ensuring compliance with the budgetary provisions.

Provide efficient overall coordination for the KPTJ and direction for the secretariat. Manage partner relations and promote growth, impact and influence of the network.

Reporting to the Director of Investigations, the Commission seeks to appoint investigators in with expertise in the following areas; Criminal Investigations, Human rights, Forensic accounting, Corporate Structures, land transactions and records.

The investigators will
assist in the conduct and management of investigations of civil and political rights violations, including assassinations, massacres, illegal detentions, torture, disappearances, forensics, fiscal and economic crimes, social and cultural rights violations, including alleged misconduct, malfeasance, mismanagement, fraud, corruption, waste of public, natural and national resources, abuse of authority and all violations that fall within the TJRC mandate;
gather evidence;
prepare evidence for hearings, obtain and review relevant documentation, conduct interviews and take statements;
