Job Title: Report Writing Consultants

International Business & Technical Consultants Inc. (IBTCI), Somalia Program Support Services (SPSS) is seeking the services of qualified and experienced consultants to provide support in data analysis and report writing. 

The report writers will be part of the IBTCI-SPSS verification team, helping to deliver, timely well written and soundly structured verification reports based on interviews conducted in Somalia by field monitors. The consultants will participate in internal review meetings and present written reports in a professional, easy to read and understandable manner.
The consultants will be hired part-time under Short Term Technical Assistance (STTA) contracts.The key deliverables under this consultancy contract shall be the individual, monthly and quarterly verification reports. The consultancy contract will be task based.
The consultants shall be assigned a specific number of reports to review upon which the payments will be calculated based on a reasonable estimation of Level of Efforts.Minimum Bachelor’s Degree in Social Sciences, Humanities or statistics with at least three (3) years’ experience in Program Development, Monitoring and Evaluation work. The Kenya Episcopal Conference-Catholic Justice and Peace Commission seeks to recruit a consultant to consolidate and develop an observation report on the Truth Justice and Reconciliation Commission activities. The Catholic Justice and Peace Commission having interest in Transitional Justice in Kenya, has been observing the TJRC processes and activities since 2008 when the Parliament enacted the Act of Parliament that spelled out the TJRC mandate to date.

Terms of Reference

The purpose of the consultancy is to lead in compiling the observation report of the TJRC activities for use by CJPC and its partners for information on how to engage in the Transitional Justice Process, beyond the TJRC. The overall aim of recruiting a Consultant is to:
Establish if the TJRC fulfilled its mandate as spelled out in TJRC Act of 2008 by evaluating their activities;
Find out if the Commission met Kenyans’ expectations in reference to  Agenda 4 of the National Accord, Recommendations by CIPEV (Waki) Report, Report of the Task Force on the Establishment of a Truth, Justice and Reconciliation Commission, and other recommendations that led to the establishment of TJRC.
To establish if the TJRC met the international standards of a truth commission
The Contract between the Consultant and KEC-CJPC will be signed for a period of 1 month within which the consultant is expected to deliver a report both in hard and soft copies.
 Review documents that informed the formation of TJRC; Review CJPC reports and data on TJRC, including analysing the observation questionnaires from the respondents on TJRC activities;Conduct Focused Group Discussions in sampled counties with different groups including women, men and children;The consultant will seek feedback from CJPC on various drafts and will present a final draft before; and Development of the final observation report Make a presentation at Validation meeting and at the Launch of the reportObservation report on the TJRC activities by July 27th  2012.The consultant  should demonstrate the following experience and competencies: Substantive knowledge and experience of transitional justice in Kenya and in particular understand the mandate of TJRC;Ability to develop documentation in the area of transitional justice, human rights or any other related field; andExcellent written and oral communication skills in EnglishApplication process

Telkom Kenya has embarked on a fresh round of business realignment that will see a fifth of its Kenyan workforce lose their jobs, significantly reduce the earnings of its agents and put up billions worth of assets for sale in different parts of the country.

People familiar with the plan told the Business Daily that the telecoms operator plans to terminate 400 job contracts in coming weeks, leaving it with 1,700 workers In Kenya.

The move is part of a wider cost-management plan that also comes with a Sh300 million cutback in the company’s marketing budget to Sh700 million.

Telkom Kenya’s dealers are also expected to record lower earnings following the reduction of their commissions from a high of 14 and 18 per cent to the range of 12 to 15 per cent.

Telkom reduced the commissions to protect its margins in a market that is in the grip of vicious price wars.

Though the company says the sale of large swathes of land spread across Kenya’s major towns is meant to boost its cash reserves that have been eroded by rising competition and fall in tariffs, analysts warned that it risked being seen as an asset stripping exercise coming barely three years after the company was sold to France Telecom.

Mr Mickael Ghossein, Kenya’s  chief executive, confirmed the turnaround efforts and attributed it to the vicious price war that has persisted in the telecoms market since mid last year.

“We are looking for a lean team and are in talks with the workers union to do it professionally before making a formal announcement,” said Mr Ghossein. “We are doing this because of the price war and won’t replace them even when things improve as our employee to customer ratio is still high.”

Kenya’s telecoms operators have seen revenues thin out since August last year during which the cost of airtime has fallen by more than 50 per cent, halving subscribers’ monthly airtime budget.

The price wars are expected to wipe out more than Sh6 billion in revenues this year.

“It was just a matter of when for the operators to start the laying off exercise and as I have said before, the drastic cut in tariffs were not going to be sustainable and Telkom’s Kenya move has just opened a lid into the whole issue,” said Information Permanent Secretary Bitange Ndemo.

He said the country should expect more job cuts.

Once this round of layoffs is completed, Telkom Kenya will have sent home about 15,500 workers in four years.

Background

This position is located in the Urban Development Branch. Incumbent will report to Head Urban Development Branch.

Responsibilities

Within delegated authority, the Database, Information Research and Collation, Report Writing Assistant will be responsible for the following duties: (These duties are not all inclusive nor are all the duties to be carried out by the Assistant).

United Nations Information Technology Officers, Telecommunications Officers and Assistants throughout the United Nations system, telecommunications Offices in Nairobi and Mobile companies in Nairobi. Technical personnel of hardware/software vendors and contractors.
Competencies

Technical requirements:

Good IT Skills is a requirement. For example incumbent should be have the ability to draw flow charts electronically; Able to use excel, databases, mobiles; Able to travel within Kenya; Minimum of IT experience required is to understand the basics of e-governance.

Qualifications

Preferred candidate will be enrolled in an IT course or studying administration or similar at university level.

This is primarily an administration role. The purpose is to assist the Urban Gateway and e-governance roles within the branch. The overall objective is to facilitate and increase citizen participation towards inclusive management and governance in cities.

The specific objectives are to identify the gaps in the utilization of ICT for governance, and to determine a course of response and action for UN-Habitat, given its mandate and resources. This is at the G5 level as it is mainly collation of large quantities of information already obtained.

Incumbent will review existing initiatives on the application of Information and Technology for improving local governance. By using internet facilities, and perusal of records, publications and other documents s/he will compile an inventory of applied technologies for improving all components of engagement in local governance processes from decision-making to implementing identified deliverables.
