Communication Consultant – UWIANO Platform for Peace Activities
In the lead-up to the 2010 National Referendum on Kenya’s Proposed Constitution, the National Steering Committee on Peace-building and Conflict Management (NSC), National Cohesion and Integration Commission (NCIC), PeaceNet Kenya, and UNDP came together to establish a Platform for Peace, dubbed UWIANO. UWIANO aptly championed a clarion call for Kenyans to “Choose Kenya and to Choose Peace”, a cry that many Kenyans embraced and owned. The interventions by Uwiano Platform for peace contributed significantly to the peaceful manner in which the referendum processes was conducted and its outcome.
The Consultant will offer communication expertise in developing of the communication strategy for the UWIANO Platform, media liaison work, media scenarios mapping, communication advisory role and development of key messages.

The Kenya Episcopal Conference-Catholic Justice and Peace Commission seeks to recruit a consultant to consolidate and develop an observation report on the Truth Justice and Reconciliation Commission activities. The Catholic Justice and Peace Commission having interest in Transitional Justice in Kenya, has been observing the TJRC processes and activities since 2008 when the Parliament enacted the Act of Parliament that spelled out the TJRC mandate to date.

Terms of Reference

The purpose of the consultancy is to lead in compiling the observation report of the TJRC activities for use by CJPC and its partners for information on how to engage in the Transitional Justice Process, beyond the TJRC. The overall aim of recruiting a Consultant is to:
Establish if the TJRC fulfilled its mandate as spelled out in TJRC Act of 2008 by evaluating their activities;
Find out if the Commission met Kenyans’ expectations in reference to  Agenda 4 of the National Accord, Recommendations by CIPEV (Waki) Report, Report of the Task Force on the Establishment of a Truth, Justice and Reconciliation Commission, and other recommendations that led to the establishment of TJRC.
To establish if the TJRC met the international standards of a truth commission
The Contract between the Consultant and KEC-CJPC will be signed for a period of 1 month within which the consultant is expected to deliver a report both in hard and soft copies.
 Review documents that informed the formation of TJRC; Review CJPC reports and data on TJRC, including analysing the observation questionnaires from the respondents on TJRC activities;Conduct Focused Group Discussions in sampled counties with different groups including women, men and children;The consultant will seek feedback from CJPC on various drafts and will present a final draft before; and Development of the final observation report Make a presentation at Validation meeting and at the Launch of the reportObservation report on the TJRC activities by July 27th  2012.The consultant  should demonstrate the following experience and competencies: Substantive knowledge and experience of transitional justice in Kenya and in particular understand the mandate of TJRC;Ability to develop documentation in the area of transitional justice, human rights or any other related field; andExcellent written and oral communication skills in EnglishApplication process

Overview:

The IGA Fellow reports directly to the Nuru Chief Financial Officer. He/she contributes to Nuru’s mission by managing the Income Generating Activities in Kenya, which include three main activities: agribusiness, a dairy farm, and health commodities sales. Income Generating Activities are critical to creating financially self-sustaining and scaling model. The IGA Fellow will manage Nuru's businesses on the ground and ensure their profitability and scalability.

Specific Responsibilities include:

Responsible for meeting goals of income generating actives of Nuru Kenya. Empower, train and mentor the Nuru Kenya IGA Manager to facilitate successful 5 year exit.
Facilitate third party evaluation of the IGA program as needed. Manage financial resources allocated to the IGA program to include: budget forecasting, sustainable revenue generation, and supervise and mentor the Nuru Kenya accounting team in conjunction with the Nuru International Controller.
Maintain effective relationship with government entities. Manage and coordinate all operations conducted by partners within IGA program. Conduct effective turnover to future IGA Fellow. Required Skills and Attributes:
Business degree (MBA desirable).Minimum 4 years of business experience. Prefer experience running a company or managing a P/L with $1m-$2m budget.Prior experience in developing world. Experience and / or interest in working with the poor. Strong work ethic. Strong leadership and team building experience. The missions of the consultant will be as follows:

(1) The consultant will support the conception of a tool to measure behavior changes in the framework of the program developed in Kenya.

The partner has been implementing a program with youth in street situation based on the associations’ model since 2006 (combination of peer support and self-helped groups). The NGO has started applying the same methodology with girls in situation of prostitution. The model is phased in 4 steps (formation, capacity building, empowerment and disengagement), providing youth with a 3 to 4 year support. Trainings are scheduled throughout the program: leadership, gender, rights, business management… The first objective is to identify together with the partner attitudes, knowledge or/and practices which are relevant for measuring impact and support them in the conception of a measuring tool.
Deliverable - A tool to measure changes in the behaviors of associations’ members

(2) The consultant will support the partner in the implementation of a first assessment and in the analysis of results.

The consultant will contribute to the implementation of a first evaluation between members of several groups at different steps of support. It will also include the baseline for the groups of girls in situation of prostitution. The consultant will process data and propose the restitution of findings.
Deliverables - Assessment of behaviors of members of association at different stages.

(3) The consultant will be in charge of modeling the tool in a participatory way to make it useful for other partners.

The consultant will adapt the tool developed for Kenya to make it a “standard tool” for assessing behavior changes. He/she will be able to consult senior managers of AFL and partners’ organization during a one-day seminar in Kenya. The standard tool may be finalized at a later date.
Deliverable:

A standard tool to measure behavior changes in psychosocial support programs to victims of exploitation.

TERMS & PROFILE Duration of the mission and payment

The field mission in Kenya will take place between from the 5th of December to the 14th of December. The consultation seminar will be on the 12th of December.

The candidate will estimate the workload and fee requirements, including ticket planes.

PHASE 1: (Two months) – Project setting up and feasibility study
• Induction and on-job training of Water Facilitator
• Training Induction of Water user committees and Community water workers on their expected roles and responsibilities.
• Water sites identification
• Environmental impact assessment - feasibility study in collaboration with Ministry of Agriculture on proposed sites for intervention approval
• Develop structures design and Bill of Quantities for the identified sites
• Construction plan reflecting community contribution and VSFG contribution
• Provide Internal order request for procurements of materials
• Submit a technical report on training and feasibility study conducted
• Provide a SMART action plan for the WUA (water User committee) to implement in his absence.
PHASE 2: (Four months) - Construction of water structures and strengthening of the
Natural Resources Management (NRM) activities

• Facilitate the Construction of 4 new Shallow Wells and rehabilitate 2 Shallow Well structures.
• On the job support to Water Worker (COWWs) and Water Users Association (WUAs)
• Support the Natural Resource Management Initiatives establishments
• Routine monitoring of water activities implementation and performances of WUAs and COWWs
• Develop community based (to be implemented by community) and VSFG monitoring and Evaluation too (to be implemented by Water facilitator, the Project Officer & Consultant).
• Develop an action plan for monitoring water community, VSFG and Ministry of water & KARI
PHASE 3: Two weeks (Monitoring & Evaluation)
• Conduct two monitoring visits to monitor and evaluate the quality of the activity progress and capacities of the water facilitator and WMCs.
• Submit final report.
