Economic Justice Programme Officer

The Role

You will facilitate coordination with regional and national teams, develop and implement Pan African advocacy initiatives on key economic justice priorities, especially sustainable agriculture, land rights and climate change. The post holder will initiate and develop research and analysis related to economic justice issues, regional and national Economic Justice Leads and livelihoods advisers, and research, programme and public policy teams in affiliates. You will collaborate with other campaign actions including popular mobilisation. Travel will involve lobby visits to key capitals globally in coordination with Oxfam and affiliate colleagues, to build relationships with key delegations.

The Person

To be successful in this role, you will have a first degree in economics, political science and/or relevant social science subject from a recognised institution. A Masters degree relevant to economic or social rights is an added advantage. Expertise on Sustainable Agriculture, Land Rights and Climate Change issues is essential. Knowledge of African Union organs, structures, processes and policies is needed. In-depth experience in developing and driving strategy, particularly on advocacy, working with and/or understanding of African governments and civil societies is needed in this role. You will be a strategic thinker with good decision making skills. You will be required to have excellent written and verbal communication skills, and be able to speak and write in English.

What will the role include?

In January 2012 the ISS launched the Transnational Threats and International Crimes Division (TTIC), with the International Crime in Africa Project (ICAP), originally established in 2008, forming part of this Division. ICAP works to improve the awareness and capacity of African countries to end impunity by responding effectively to international crime, including war crimes, crimes against humanity, genocide and terrorism.

The successful candidate will be responsible for facilitating and supporting senior staff with the planning, coordination and delivery of high-level training and specialised technical assistance to a wide range of law enforcement, criminal justice officials and civil society actors working in the field of international criminal justice and counter-terrorism in Africa. He/she will also be required to support the implementation of various awareness-raising and advocacy projects, initiate and maintain regular communication with key partners, represent ICAP at regional and international events and meetings, and maintain a rolling work plan. Technical assistance will include legislative drafting, policy development and production of training materials at national and regional levels. The position also entails research and report writing in relation to the programme’s work on international criminal justice and counter-terrorism.

Requirements: The candidate should have a Master’s degree in international law, international relations, or African politics

At least four years of relevant legal and criminal justice experience within a civil society, government, policy, research or international environment, including demonstrated experience in delivering training and technical assistance in the areas described above

Excellent research and writing skills

Excellent communication skills, both written and verbal

Job Title: Registrar of the COMESA Court of Justice
Duty Station: The Court is to move to Khartoum, Sudan, its permanent location in due course. Currently, it is temporarily located at COMESA Centre, Lusaka, Zambia
 Under the overall supervision of the President of the Court of Justice, the Registrar shall perform the following duties and be responsible for the day to day administration of the Court:
a) Preparation of the budget of the Court;
b) Carrying out all the public relations of the Court;
c) Keeping all the accounts of the Court;
d) Having custody of the seal and official stamp of the Court;
e) Having custody of all the records and archives of the Court;
f) Examine documentation submitted to the Court to establish authenticity and adequacy;
g) Transmit documents to the members of the Court, to other member States and to the Secretary-General;
h) Be responsible for the interpretation from one language to another of speeches and statements made before the Court and for the preparation of shorthand notes of oral proceedings;
i) Be present at all sittings of the Court and be responsible for drawing up the minutes of the hearing;
j) Prepare and keep up-to-date the Cause List or Advisory Opinion;
k) Prepare the draft Rules of Court or any subsequent amendments thereto for consideration and adoption by the Court; andl) Carry out any other duties that may be assigned to him/her by the Treaty, the Rules of Court, the President or any other Judge of the Court.
 A person who qualifies in his/her respective Member State to hold high judicial office and who is a national of a Member State.Hold a minimum of a first degree in Law (such as LLB) from a recognized University and is a registered legal practitioner in any member State.A postgraduate degree in Law shall be an added advantage.The person should have at least 15 years experience in law;Experience in performing administrative functions shall be an advantage.Experience or familiarity with international law and international trade law and in advising on economic integration, will be an advantage.Working Language: Must be fluent in English and/or French and/or Arabic (speaking and writing). The Institute seeks to appoint a Head for its Crime and Justice Division based at the ISS office in Nairobi. Applicants should have strong management skills as well as a sound knowledge of crime, criminal justice and crime prevention issues on the African continent. As Division Head, the successful candidate will also oversee the ISS Nairobi office and serve as part of the senior management of the ISS reporting to the Deputy Executive Director. The Pan African Climate Justice Alliance is a coalition of around 300 Civil Society organizations with diverse membership from 45 African countries drawn from Non-governmental organizations, Foundations, Trusts, Community-based organizations, faith-based networks, national platforms and regional/sector-based networks.

The Kenya Episcopal Conference-Catholic Justice and Peace Commission seeks to recruit a consultant to consolidate and develop an observation report on the Truth Justice and Reconciliation Commission activities. The Catholic Justice and Peace Commission having interest in Transitional Justice in Kenya, has been observing the TJRC processes and activities since 2008 when the Parliament enacted the Act of Parliament that spelled out the TJRC mandate to date.

Terms of Reference

The purpose of the consultancy is to lead in compiling the observation report of the TJRC activities for use by CJPC and its partners for information on how to engage in the Transitional Justice Process, beyond the TJRC. The overall aim of recruiting a Consultant is to:
Establish if the TJRC fulfilled its mandate as spelled out in TJRC Act of 2008 by evaluating their activities;
Find out if the Commission met Kenyans’ expectations in reference to  Agenda 4 of the National Accord, Recommendations by CIPEV (Waki) Report, Report of the Task Force on the Establishment of a Truth, Justice and Reconciliation Commission, and other recommendations that led to the establishment of TJRC.
To establish if the TJRC met the international standards of a truth commission
The Contract between the Consultant and KEC-CJPC will be signed for a period of 1 month within which the consultant is expected to deliver a report both in hard and soft copies.
 Review documents that informed the formation of TJRC; Review CJPC reports and data on TJRC, including analysing the observation questionnaires from the respondents on TJRC activities;Conduct Focused Group Discussions in sampled counties with different groups including women, men and children;The consultant will seek feedback from CJPC on various drafts and will present a final draft before; and Development of the final observation report Make a presentation at Validation meeting and at the Launch of the reportObservation report on the TJRC activities by July 27th  2012.The consultant  should demonstrate the following experience and competencies: Substantive knowledge and experience of transitional justice in Kenya and in particular understand the mandate of TJRC;Ability to develop documentation in the area of transitional justice, human rights or any other related field; andExcellent written and oral communication skills in EnglishApplication process

The Commission on Administrative Justice (Office of the Ombudsman) is an Independent Constitutional Commission established under section 59 of the Constitution of Kenya.

Its core mandate is to investigate any conduct in state affairs, maladministration, complaints of abuse of power, unfair treatment, manifest injustice or unlawful, oppressive, unfair or unresponsive official conduct within the Public Sector, and to generally ensure compliance with the tenets of integrity, good governance and responsiveness.

The Need

International Justice Mission (IJM) is seeking a talented accounting manager to provide accounting oversight of field offices in Africa by developing and training staff, ensuring appropriate internal controls of the field offices in Africa and liaising closely with the United States (US) headquarters.

We are looking for someone passionate for this mission and passionate about using their financial skills and experience to ensure stewardship and accountability.

This position is a key member of a global team of high caliber professional finance staff. This position can be based in any of IJM’s Africa field offices (Kenya, Rwanda, Uganda or Zambia) and reports to the International Finance Officer who is based at IJM headquarters in the US.

Responsibilities

Lead and develop accounting staff

Assist in recruiting field office finance staff including reviewing CV’s, interviewing and providing input as to the final decision;
Provide input on job descriptions;
Train and provide orientation to new field office finance staff;
Provide ongoing technical and management leadership and mentoring to field office accountants through weekly phone calls and office visits; and
Assist field office accountants in creating and monitoring a development plan in collaboration with Field Office Directors.Provide training to field office accountants and other staff on needed areas including policies & procedures, stewardship, grant compliance, QuickBooks, audit compliance, etc.

Oxfam’s new Economic Justice Campaign – otherwise known as GROW - marks the start of a global movement for better ways to grow, share and live together. It’s all about addressing the broken food system so we can put enough food on the table for everyone. It’s about land grabs, food prices, climate and small-scale farming. It’s about the food on your table; today and tomorrow.

The Campaign will be Oxfam’s “most ambitious campaign ever”. It is bigger, more complex and challenging than ever before.

The Drought situation that we are currently experiencing in the Horn of Africa is being driven by the key issues of the GROW campaign such as climate change, investment in agriculture and food price volatility. As part of the current Humanitarian scale up in this area therefore, Oxfam's campaigning, Policy and Media response will seek to achieve impact at national, regional and international levels for long-term solution orientated messaging, and to integrate drought response messaging and interventions within the overall GROW campaign messaging and strategy.

For this work, we are looking for a really talented individual to work closely with campaigners in the Region and members of the Oxfam International Global GROW campaign for 6 months to represent Economic Justice and GROW positions within the drought response policy messaging and interventions .

You will have excellent policy analysis, lobbying and policy writing skills and you will have an appreciation of the role of policy work within campaigning and in particular an understanding of the Horn of Africa context'

Salary: £23,090 - £29,954 net per annum pro rata to the period of the contract (Net = take home pay. Oxfam will meet the post-holder's tax and social security liabilities in addition to their net salary)

Hours: full time

Contract type: fixed term for 6 months (with possible extension)

Senior Legal Counsel

(to be based in the Mombasa Office)

FIDA Kenya seeks to recruit a Senior Legal Counsel, who will be responsible for the day to day running of the Mombasa office.

Duties:-

Analyzing proposed laws and policies for gender responsiveness.Commissioning, supervising, editing and managing researches undertaken by consultants.Preparing position papers and making presentations in forums on gender and women's rights.Organizing and facilitating in workshops on constitutional, transitional justice, legislative and policy advocacy.Preparing memoranda to different authorities on policy reform.Developing policy briefs and other I.E.C materials on gender related subjects.Internal and external reporting to donors and other partners.Maintaining FIDA Kenya networks related to the program.Undertake any other tasks as commensurate with the post.Minimum Qualifications and Attributes:-

Duties:-

Manage incoming and outgoing telephone calls.Manage the reception.Manage incoming and outgoing mail including courier.Create and maintain an effective filing system.Deal with correspondence, reports and pleadings including drafting, typing and ensuring follow-up.Coordinate provision of utilities and stationery.Provide financial budgeting and requisitions.Maintain proper financial records.Assist in the planning and preparation of meetings, conferences and workshops.Oversees service and maintenance of office furniture/ equipment.Maintain efficiency of operations at the office through prompt payment of bills.Responsible for ensuring a clean working environment for all staff and clients through adequate supervision of office cleaning.Minimum Qualifications and Attributes:-

FSD has been working in international development for over 15 years, bringing the resources for sustainable, community-driven development to those who need it most. In Kakamega, Kenya, FSD brings this experience to the field, working with local organizations to implement meaningful, long term solutions to the biggest obstacles to development. Political corruption and human rights abuses have in part defined Kenya as an independent nation, A large portion of Kenyan citizens are left impoverished in a failing system of social infrastructure with very little access to education, healthcare, and natural resources. In addition to human rights violations on part of the nation’s leaders, the large number of people living with HIV/AIDS suffer further abuses. The stigma associated with the virus often prevents people from seeking proper testing and care, and those that contract the disease become part of one of the most marginalized sectors of Kenyan society, with AIDS orphans at the bottom of the hierarchy. These children, often concentrated in slums, not only have to run a household, make a living, and raise other orphaned children, they are the most vulnerable to other human rights violations such as exploitative labor, trafficking, sexual abuse, disinheritance, and violation of legal rights and access to public services.

To help the people of Kakamega overcome these obstacles to development, FSD works with community-based organizations to address the environmental, economic and social issues that affect them the most.

As an FSD Intern in Kakamega you will…

Work side-by-side with a Community-Based Organization specializing in one more of the following development sectors: health, youth and education, women’s empowerment, microfinance, human rights, community development and/or environmental issues Receive intensive training in skills essential to sustainable development, such as: community asset mapping, needs assessments, collaborative project design, grant writing, and project monitoring and evaluation. Gain grant writing and project management experience by practicing your new skills through the design and implementation of a community-driven development project in partnership with your host organization. Access the FSD Alumni Network upon your return home to connect with like-minded individuals who help one another to reach their academic and professional goals through networking and regional events. Provided legal consulting and services within marginalized communities, and designed and implemented campaigns working within local education systems to raise social, political and environmental awareness to fight injustice and defend citizen’s rights, and developed best practices within human rights organizations. Produced and distributed informational resources and publications, and conducted campaigns in the prosecution of human rights violations concerning fair trade, political rights, and environmental exploitation. Worked directly in schools to educate young women on their rights, HIV/AIDS, and reproductive health, and provided counseling, tutoring and recreational activities to at-risk children and orphans.*
