Kenya: PROGRAMME OFFICER - DESIGNATED FUNDING

CBM is an international Christian disability and inclusive development organization whose primary purpose is to improve quality of life of the world’s poorest persons with disabilities and those at risk of disability, who live in the most disadvantaged societies. We are looking to recruit the following position.


Programme Officer (PO) – Designated Funding


Location: Nairobi, Kenya


Contract Duration: 2 years


Objective: provide support to programme implementation, monitoring and administration of Legally Contracted Designated funded Projects, with the guidance and supervision of the Chief Operations Officer/Programme.


Main tasks

• Act as the Regional Office’s primary entry point for programme partners implementation issues for LCDF (Legally Contracted Designated Funding) projects in Kenya, Tanzania, Uganda, Rwanda and Southern Sudan and provide Navision Support to Country Offices on LCDF projects;

• Strengthen linkages between partners and the RO through effective communication on programme implementation matters such as Financial and Programmatic Assessment; and onsite visits and mentorship of partners;

• Ensure timely execution of partner requests (call ups, one-time grants, approvals, re-designation of funds, utilization of savings, lapse of funds, etc.

• Project Reporting and Monitoring:

o Review of periodical reports to donors (narrative and financial reports) from partners, querying back to partners, update Navision and advise COO/P accordingly;

o Preparation of financial checklists for projects in consultation with the COO/P;

o Ensure implementation of programme support according to CBM standards and standards set by funding agencies;

o Review agreements ensuring compliance with established policies and procedures;

o Monitor the utilization of donor funds and ensure timely reporting to donors;

o Liaise with the relevant Member Association and the external auditors and consultants with regard to audit findings, recommendations and follow-up action;

• Prepare Terms of Reference (ToRs) and participate in project visits and meetings; generate required reports on discussion;

• Provide support to the Country Coordinators in programme planning with a particular focus on implementation issues;

• Support in post budget processes such as ADFs, utilization of savings and reallocations of funds;

• Contributing to the realization and improvement of monitoring systems for programme work by the Regional Office;

• Contributing to complementing implementation capacity (including finance and administration) at partner projects;

• Assist in capacity development activities for partners with particular focus on budget cycle management and implementation issues;

• Support evaluations and capacity assessments of partners and develop required reports;

• Technical supervision of staff assigned under his/her support including providing technical inputs to objective setting and performance reviews;

• Any other tasks as assigned by line manager.


Professional Profile and Requirement

• Degree in business administration and/or community development

• Professional qualification in Accounting (CPA/ ACCA)

• Previous experience in a similar position;

• At least 3 years’ experience in Project management including aspects of identification of new project ideas, project design, proposal development, budgeting, evaluation and documentation;

• Ability to build harmonious and productive relationships internally and externally with donors and with other development actors (INGOs, government, local authorities);

• Theoretical and practical knowledge of project cycle management;

• Experience (or demonstrable interest) in building capacity of projects and partners;


Personal Profile & Competencies

• Good, sound experience and knowledge of project management, procedures and systems;

• Strong Financial Management skills;

• Experience in planning, coordination and implementation of programs funded by institutional donors;

• Able to work independently and effectively as a member of a team;

• Understanding, interpretation and application of disability and development concepts at various levels;

• Ability to assist in facilitation using a participatory approach with project partners;

• Ability to learn, share and transfer knowledge to partners;

• Experience in applying Project Cycle Management (PCM) tools;

• Ability to orient, mentor and supervise staff;

• Able to work under minimal supervision;

• Ability to integrate into a multi-cultural environment;

• Ability to prioritize work, and meet deadlines;

• Computer literate, experience in common Microsoft Packages (Word, PowerPoint and Excel);

• Good written and verbal English and Kiswahili (both written and verbal);

• Willingness to travel to project sites within the region.
