TERMS OF REFERENCE


RESOURCE AUDIT FIRM / CONSULTANT FOR MANI PROJECT HEALTH FACILITY UPGRADE, KENYA


Location: Bungoma County


Duration of assignment: December 2015 – March 2016


Background


The Maternal and Newborn Health Improvement (MANI) Project is run by an Options-led consortium of eight agencies (CARE Kenya, AMREF, Population Council, MannionDanniels, KPMG, IHPMR and MSI). The MANI Project is component three of a wider programme that looks at health systems strengthening and health financing targeting the poorest women in Bungoma County and implementation of an innovation challenge fund across six DFID-supported counties (Bungoma, Homa Bay, Garissa, Kakamega, Nairobi (slums) and Turkana).


The project’s strategy focuses on reducing the three common delays women face in accessing quality maternal and neonatal care, especially in Bungoma County. Project activities in Bungoma County fall under two integrated outputs:


Output 1: Strengthening health systems to manage and deliver quality maternal and newborn health (MNH) services, to ensure that women and newborns receive quality services (delay 3).


Output 2: Increasing demand for and uptake of MNH services to ensure that mothers and newborns seek and access the appropriate care (delays 1 and 2).


Objective of the Cost Extension


The MANI Project has received a cost extension to improve the functionality of selected health facilities in Bungoma by increasing their access to sustainable energy and water supplies. While the original project funding supports minimal infrastructure upgrading, equipment and improvements in communication in health facilities, the additional funding will ensure that the health facilities are energy-secure and adapted to environmental impacts in a way that is sustainable and economical to maintain. The MANI Project will prioritise green energy solutions at up to 60 health facilities that directly improve maternal and newborn health outcomes, including:



  • Attainment of regular electricity through solar solutions




  • Attainment of regular water supply through rain water harvesting, storage and piping




  • Improved client comfort amenities through availability of portable water and efficient toilets / sanitation facilities




  • Health care worker capacity building in sanitation, hygiene and waste management.



Resource Audit


The selected firm / consultant will conduct a resource audit at 60 priority health facilities in Bungoma County, both public and faith based sites. The audit will establish the baseline status of the energy, water, sanitation, waste management, infrastructure and design issues at each health facility. The audit report should detail the risks, gaps and a prioritised list of options for facility upgrades and efficiency improvements. The audit will also include consultation with facility management and note the upgrade priorities recommended by facility management.


Scope of the work


The selected firm will carry out a resource audit in 60 health facilities in Bungoma County. The consultant/firm will be required to:


  • Develop resource audit assessment tools in liaison with the MANI Project team and county health management team in both quantitative and qualitative formats;

  • Train research assistants on data collection; pilot the tools developed for data collection;

  • Carry out the facility resource audit in 60 health facilities; and

  • Produce a detailed resource audit report and submit to MANI Project Team Leader

Logistics, Planning and Support


The MANI Project will facilitate the consultant with the following:


  • Seeking approval and necessary introduction letters from the county health department to conduct the audit

  • Office Space for consultants and data entry clerks

  • Use of office printer

Reporting


At the end of the assessment the consultant will be required to submit the draft audit report to the MANI Project team and share the preliminary report with Bungoma County Department of Health and other partners in the MANI Project consortium for inputs as per the timelines stipulated above.


The report should detail the following:


  • Current energy consumption and WASH facilities being used at the facilities

  • Estimated energy and WASH needs and any improvements to infrastructure

  • Recommendations of energy and WASH upgrades for health facilities In order to cater to the needs of the facilities

The energy recommendations should include technical details on the power consumptions rate for each health facility, and water, sanitation and health care waste management needs as required as per Kenyan laws and regulations.

  1. Development of the audit assessment tools 8th January 2016

  2. Recruitment and training of Research Assistants ( including pre- testing of the tools) 22nd January 2016

  3. Data Collection 20th February 2016

  4. Data entry and analysis 4th March 2016

  5. Draft Report Submission 18th March 2016

  6. Final Report submission 31st March 2016 **

Experience


Extensive experience carrying-out resource audits on rural health centres Energy and water and sanitation audits


Knowledge and Skills


Up to date/working knowledge of health and safety regulations as stipulated in Kenyan law:


  • Solar energy requirements by the Solar Energy Regulation by Energy Regulatory Commission (ERC)

  • WASH in health facilities

  • Occupational health and safety requirements for health facilities (OSH Act)

  • Public Health Laws in health facilities

  • Health Care Waste Management Regulations

Up to date/working knowledge of Kenyan planning laws and regulations


Evidence of ability to interpret architectural drawings and have an appreciation of construction processes


Very keen attention to detail


Good communication, report writing and presentation skills


Initiative, innovation and results orientated Excellent command of oral and written English and Kiswahili
