Background: Handicap International (HI) is a Non-Governmental Organization specialized in the field of disability with the aim of improving the capacity of people with disability to satisfy their basic needs and to exercise their fundamental rights. 

A strong emphasis is placed on empowering people with disabilities through their integration into mainstream development activities and the provision of appropriate health and rehabilitation services to ensure equal opportunities for all.
 

Justification: Keeping children safe is everyone’s responsibility. Parents, guardians, schools, drivers, planners, manufacturers and policy makers alike. Road crashes are a major cause of death and injury to children. 

According to WHO, globally 300,000 children die in road crashes each year, and half of them die in Africa and South East Asia. Young children are at risk as passengers in motor vehicles, as pedestrians, pillion passengers and as cyclists. 

They are particularly vulnerable because of their small size and the fact that their cognitive and perceptual skills are still developing. The law should have provisions that safeguard children to ensure that risks are minimized.

Handicap International intends to contribute to the development of the Integrated Children’s Policy for Kenya with focus on road safety as an area for child protection. 

The Integrated Children’s Policy should include specific strategies and targets for improving child protection road users. The consultant for this role is expected to conduct a desk review and analysis of children and road safety in Kenya.
 

Consultants Profile

• This call is opened to Kenya-based consultants.


• Minimum Master’s degree holder with background in policy development


• The ability to foresee, analyze and interpret internal and external issues likely to impact policy effectiveness


• Excellent understanding of legislation relevant to the role including the Children Act 2001 and Traffic Act , Cap 403


• Excellent research, analysis and writing skills

Deliverables

• A prepared report on the outcomes of the desk review and analysis in the format of a policy brief


• The policy brief should clearly outline the urgency of and need for protection for children as road users.


• Its recommendations should highlight reasons to and the need to adopt the preferred alternative or course of action outlined and therefore, serve as an impetus for action

Service Duration: The Start date for this consultancy will be 19th December 2016 and it is expected to end on 20th January 2017. 

The consultancy is planned to take a total of 20 days (exclusive of weekends and holidays) as shown in the following mission timetable:
 

Work Schedule: Based on the proposed timetable laid down in these Terms of Reference, the consultant must set up a work schedule for the performance of the service. 

The work schedule must clearly specify the manner in which the consultant will approach the activities required to perform the service. 

The schedule must indicate the progress and/or the standard of service performance, including
the criteria and/or indicators to check that the service provision is proceeding smoothly.

Report: For the duration of the contract, the consultant will report every 5 days to the Road Safety
Project Manager. 

The policy brief should be more action-oriented, advocacy end of the continuum. Elements of the policy brief that are expected are as follows:

• Title of the paper


• Executive summary


• Context and importance of the problem


• Critique of policy option(s)


• Policy recommendations


• Appendices


• Sources consulted or recommended

Resource Person: Within the framework of the service provision, the consultant will be asked to collaborate with Handicap International’s team and in particular, with the Road Safety Project Manager who will be the point of contact.

• Pay for consultancy services as follows; 50% down payment and 50% upon completion of the service.

• Make changes following subsequent reviews of submitted report
