SENIOR ADVISER ON GENDER-BASED VIOLENCE (REGIONAL, HORN OF AFRICA)
International Solidarity Foundation (ISF)
The International Solidarity Foundation (ISF) is a Finnish development organization, founded in 1970. ISF development programme 2022-25 aims to prevent harmful practices (particularly FGM/C) and violence against women and girls (VAWG) and improve women’s livelihood resilience in Kenya and Somaliland (at later phase, eventually also in Somali region, Ethiopia). The programme has the following expected outcomes:
- Judicial and moral duty bearers take action to mitigate VAWG
- Women and girls collectively claim their rights
- Women’s sphere of influence has expanded
- Women benefit from services and networks that support livelihood reform
- Improved capacity of farm systems to mitigate and adapt to climate change
ISF’s programme consists primarily of long-term development projects that are implemented by local partners who are local civil society actors such as NGOs, community-based organizations, and women’s businesses (e.g., cooperatives and other commercial networks).
ISF’s operating model is designed to strengthen local civil societies. For ISF, this means individual and collective empowerment of women and their organizations, capacitating judicial and moral duty bearers (such as traditional leaders and local police), and strengthening local CSOs.
Core Functions:
- Develop ISF programme work within thematic area of expertise (GBV, women empowerment).
- Identify funding opportunities and prepare funding submissions and donor reports within thematic area of
- Represent ISF in key thematic networks/forums and advocacy campaigns in ISF programme countries and regionally.
Main Duties:
Programme implementation and development:
- Lead the planning of GBV prevention in ISF Development Programme, together with ISF country teams and Programme Team at HQ (including background analyses, results chains, key activities, and indicators)
- Participate in selecting local implementing partners
- Support ISF country teams and partners in annual planning, monitoring, and reporting of the GBV prevention work, and Programme Manager in compiling the donor etc. reports
- Develop the GBV prevention and women empowerment work in ISF Development Programme by, for instance
- identifying lessons learnt, innovative solutions, and training needs to address GBV more effectively and rigid gender power relations
- following global trends and good practices within GBV prevention, gender transformative approaches, and women’s rights at large
- following the gender equality development in ISF programme countries
- mapping potential implementation, consortia partners and training providers regarding GBV prevention and women’s rights at large
- training ISF country teams and partners in areas of own expertise
- Support Programme Manager, ISF country teams, and partners in commissioning external evaluations, and ensuring that relevant evaluation recommendations are followed
- Support Country Directors in preparing the partnership agreements
- Ensure that ISF policies regarding gender equality and code of conduct are followed by country teams, partners, and other contracting
Institutional fundraising:
- Identify funding opportunities within GBV prevention and women empowerment
- Prepare funding submissions and donor
Representation and networks:
- Represent ISF in key thematic networks/forums and advocacy campaigns in programme countries and region.

Required education:
- Master’s Degree in the fields of development, social sciences, gender studies
Required professional experience:
- At least 5 years’ experience in GBV prevention, preferably from international NGOs as well as at grassroots level
- Experience in promotion of gender equality and women empowerment at large
- At least 5 years’ experience in project management including planning, implementation, monitoring, and reporting
- Profound knowledge of the critical gender issues and gender power dynamics in ISF programme areas
- Knowledge of up-to-date theoretical and practical approaches to gender equality (such as Gender Transformative Approach)
- Knowledge of ISF strategic priority theme, female genital cutting
- Knowledge of relevant regional, national, and local actors and networks in East Africa
- Pedagogical skills and ability to facilitate discussion, learning, and innovation
- Ability to take initiative and work well in a team, as well as independently
- Good planning and organizational skills
- Good skills in Office software packages (MS Word, Excel, PowerPoint, Teams )
Language Requirements:
- Excellent written and oral English working language
Terms and conditions:
- Hours: 40 hours per week
- Contract length: Fixed-term 12 months (renewable), including a 3-months’ probation
- Reporting to: Programme Manager (at ISF Helsinki HQ)
- Location: Hargeisa, Burao, Nairobi, or Kisii (alternatively Addis Ababa or Jijiga, subject to ISF registration process)
- Travel: The selected person is expected to regularly travel inside the country of employment as well as between ISF programme areas (Kisii/Kenya, Somaliland, and eventually later Somali region/ Ethiopia).
