Administration Officer
Position Objective
To
support in development, coordination and reporting on all matters FLLoCA
pertaining to the Committee and overall COG.
The
Officer will work under the Technical Lead in charge of the Water, Environment and
Climate Change and Forestry guided by the existing institutional instruments.
Terms of Reference
Specifically,
the FLLoCA administration Officer will deliver on the following duties and
responsibilities:
Strengthen
the coordination processes between National and County Governments to promote
consultations and cooperation on matters FLLoCA program
Provide
technical assistance to Counties in review and development of
County
climate change related policies, laws and regulations and any other statutory
instruments required for effective implementation of the Program
Facilitate
confirmations for participation of County Governments in capacity
building
trainings and workshop including follow-ups and availing relevant supportive
information in planning to the TNT&PIU and other relevant MDAs
Support
in data collection, research, and dissemination of necessary information to
relevant County Governments officials i.e. Climate change departments and
climate change units
Support
in documentation, monitoring, verification, reporting of county climate actions
information to support national and county planning, budgeting, decision making
and monitoring of locally level actions.
Develop
minutes, reports, articles, presentations, participants lists, to support in
implementation of the program
Follow
up on the implementation and reporting of key action points and resolutions
arising from County Governments engagements forum with the NT, PIU, CCD and
other relevant MDAs.
Provide
technical assistance to county Governments on any administrative and financial
requirements related work including queries and emerging issues pertaining
implementation of the FLLoCA program
Support
the Maarifa Center in mapping and documenting Climate change
related
knowledge management products including best practises to promote peer to peer
learning between County Governments
Steer
implementation of the COG FLLoCA work plan and budgets
Support
county governments in strengthening Climate Change established systems
including Climate Change Units
Support
Counties in Climate related processes i.e. local climate change impacts and
vulnerabilities, climate finance mechanisms and funding opportunities,
conducting Participatory climate change risk assessments and developing
adaptation plans
Support
the administration department of the Council in the program related operations.
Any
other task assigned by the Supervisor in supporting the Committee
Minimum required
qualifications and competencies for the Position
Bachelor’s
degree in Business Administration and Management, Economics, Project management
or a related field, Environmental Studies, Environmental Science, Natural
Resource Management.
At
least Six (6) years of experience in Project Management, Administration/Operations,
Environmental Management, or related field of study
Familiarity
with climate change policies, laws, mitigation adaptation strategies and
regulations.
Requisite
knowledge and experience in devolution space in Kenya
Experience
in working with Government both at National and County level in policy and
program level
Previous
experience working with the government and/or development partners on Water,
Forestry, environment, climate change or related field is an added advantage
Fluency
in oral and written English is required
Strong
analytical and problem-solving skills.
Experience
in Administrative work and knowledge management
Good
organisational and communication skills to undertake stakeholder consultations
and engagements
Excellent
verbal and written communication skills.
Competencies:
Ability
to develop, implement, and monitor Project plans and Programs at the county
level.
Familiarity
with monitoring and evaluation frameworks for Programs.
Ability
to coordinate and collaborate with various stakeholders, including county
government officials
Knowledge
of project management principles and tools.
Ability
to work independently and as part of a team.
Attention
to detail and ability to work under pressure and meet deadlines.
Strong
interpersonal skills, including the ability to work effectively with people
from diverse backgrounds.
Duration of the Assignment
The
duration of the engagement will be three (3) years renewable for a similar term
subject to performance and availability of funds
