Kenya Cereal Enhancement Programme
Recruitment of Programme Coordination Unit Staff

Background: The Ministry of Agriculture, Livestock & Fisheries, State Department of Agriculture, is rolling out the Kenya Cereals Enhancement Programme (KCEP) whose objective is to contribute to National Food Security. 

The programme is funded by European Union through IFAD. The Ministry wishes to recruit competent and qualified persons to the following position:Financial Services Specialist (FSE) – Nairobi
Ref: FSS06

The Financial Services Specialist will report to Programme Coordinator.S/he will coordinate the implementation of Financial Inclusion in collaboration with the Programme for Rural Outreach of Financial Innovations and Technologies (PROFIT).
Duties and Responsibilities include:-
(a) Liaising with the Value Chain Development Specialist and the Agri-business Officers to ensure adequate synergies between Postharvest Management and Market Linkages and Financial Inclusion;
(b) Monitoring the performance of the partners and service providers intervening in the implementation of the Component;
(c) Monitoring the performance of limited liability companies set up by the project;
(d) Developing knowledge management on innovative financial instruments in collaboration with the Knowledge Management, Communication and Visibility Officer and partners/service providers of Financial Inclusion; and
(e) Contributing to the preparation of the AWPB and progress reports;
 For appointment to this position, applicants must have:-
(a) Bachelor’s degree in either Commerce (Finance Option) or Business Administration with Finance or Agricultural sciences or any other relevant/equivalent field from a recognized institution; a relevant post graduate qualification will be an added advantage;
(b) Eight (8) years’ experience in the financial sector on financial sector development, microfinance, rural finance or banking, three (3) of which must have been at a senior management level and preferably in an international development project setting;
(c) Demonstrated experience in training and capacity building of rural clients on financial services ; and

The Agronomist will report to the Value Chain Development Specialist (VCS), and will be deployed in either Nakuru or Siakago town, focussing on the Maize and Sorghum/Millet and associated pulses value chain respectively.(a) Interfacing between Kenya Agricultural Research Institute (KARI) and KCEP in the adaptation of technologies for smallholder application; (b) Facilitating the technology dissemination activities undertaken by KARI, the country advisory services and other partners;(c) Facilitating the capacity building activities of agrodealers by various partners on technical issues.For appointment to this position, applicants must have:-(a) Bachelor’s degree in Agriculture with specialization in Agronomy. A relevant post graduate qualification will be an added advantage;(b) Four (4) years experience as an Agronomist in a research station, public or private firm;(c) Experience in providing advisory services in a public or private sector setting;(d) Strong computer application and communications skills (oral, written, presentation); and(e) Fluent in English and Kiswahili.i. The Programme Assistant (PRA) will report to the Finance and Administrative Manager. S/he will provide administrative support to the Office of the Programme Coordinator and the Central PCU office.
(a) General office administration, including the receiving and directing clients and correspondence and the management of calls and appointments;
(b) Ensuring proper custody, filing and retrieval of documents;
(c) Preparing relevant documents for the programme;
(d) Day-to-day administration of supplies, utilities, maintenance, drivers and other services.
For appointment to this position, applicants must have:-
(a) Bachelor’s degree in either Social Sciences or higher diploma from a recognized institution;
(b) 2 years’ experience as a programme assistant or similar position, preferably in a donor-funded project;
(c) Strong computer application and communications skills (oral, written, presentation);
(d) Fluent in English and Kiswahili. Working knowledge of French will be an advantage.

The programme is funded by European Union through IFAD. The Ministry wishes to recruit competent and qualified persons to the following position:Knowledge Management, Communication and Visibility Officer (KCV) – Nairobi Ref. KCV04

The Knowledge Management, Communication and Visibility Officer (KVCO) will report to the Programme Coordinator.
S/he will be working very closely with the VCS and the M&E Officer; the KMCO will coordinate the establishment and operation of an integrated Programme Learning System.
The system will link five functions: learning and adaptation for continuous improvement of performance; learning oriented M&E; internal (Programme Coordination Unit (PCU) and external (stakeholders) communication; innovation and experimentation; and information management.
Duties and Responsibilities include:-
(a) Developing and implementing KCEP Learning System;
(b) Developing and implementing processes and guidelines to ensure that lessons learnt and good practices are systematically captured, shared with stakeholders and used to improve programme implementation, including the development of AWPB;
(c) Ensuring documentation and wide sharing of results;
(d) Conducting training of counterpart staff at central and county levels and in partners and service providers teams and provide assistance/guidance in implementing the Learning System.
(e) Supporting advocacy efforts through providing evidence of programme impact gathered through the M&E system;
(f) Coordinating the development and implementation of capacity building programmes for PCU staff, the counties and implementing partners;
(g) Providing assistance/guidance in implementing the Programme Learning System;
(h) Coordinating surveys and case studies to assess achievements and outcomes of KCEP activities;
(i) Coordinating the implementation of impact assessments;
(j) Fostering partnerships for broader knowledge-sharing and learning; and
(k) Contributing to the preparation of the AWPB and progress reports;
 For appointment to this position, applicants must have:-
(a) Bachelor’s degree in either Agricultural Economics, Rural Development, Computer Science, Statistics, Communications or any other relevant/equivalent field. A post graduate qualification in monitoring & evaluation, knowledge management or related field will be an added advantage;
(b) Eight (8) years relevant work experience, three (3) of which must have been in a senior management position facilitating learning processes;
(c) Proficiency in the use of databases, modern information and communication technology (ICT), and other computer applications;
(d) Demonstrated skills in quantitative and qualitative analysis and data management;
(e) Demonstrated experience in designing and implementing successful communication and knowledge management strategies for sustainable development, or in planning and implementing strategies at management level; (f) Experience in analysing complex programmes or policies;
(g) Ability to write reports, articles and or pamphlets depicting programme interventions and results;
(h) Strong computer and communications skills (oral, written, presentation); and

The programme is funded by European Union through IFAD. The Ministry wishes to recruit competent and qualified persons to the following position:Procurement Officer (PRO) – Nairobi Ref. PRO08

The Procurement Officer will report to the Finance and Administrative Manager
(a) Procuring of prog ramme works, goods and services at the central level and assist/supervise decentralised procurement as appropriate;
(b) Ensuring proper use and maintenance of programme assets;
(c) Preparing of annual and quarterly procurement plans in collaboration with members of the PCU and implementing partners, and submitting them for approval by the PSC and IFAD along with the AWPB;
(d) Guiding the preparation and advertisement of TORs and tender and contract documents for specific procurements according to GOK and IFAD guidelines;
(e) Participating in relevant tender committee meetings at the Lead Agency and assisting with the preparation of committee reports;
(f) Reviewing and advising on tender evaluation reports prepared by the Counties and other implementing agencies and making necessary follow-up;
(g) Maintaining high quality procurement files, contract registers and inventory for review by supervision missions and auditors; and
(h) Preparing regular financial and procurement progress reports.
For appointment to this position, applicants must have:-
(a) Bachelor’s degree in either Supply Chain Management, Purchasing and Supplies Management or Commerce, Public Administration, Law, Accounting plus a post graduate qualification in Supplies Chain Management or any other relevant/equivalent field from a recognized institution;
(b) Five (5) years’ experience in procurement of civil works, goods and services for GOK/donor funded projects;
(c) Experience in preparing tender and contract documents for national and international competitive bidding will be an added advantage;
(d) Comprehensive knowledge of Public Procurement Regulations, as well as procurement guidelines for IFAD, the World Bank and EU;
(e) Strong computer application and communications skills (oral, written, presentational); and
