Applications are invited from suitably qualified persons for the position of Chairperson in the Kenya National Commission on Human Rights:
A. Requirements for Appointment
A person shall be qualified for appointment as the Chairperson of the Commission if the person:
(i) Has knowledge and at least fifteen years experience in matters relating to law and human rights;
(ii) Holds a degree from a university recognized in Kenya; and
(iii) Meets the requirements of Chapter Six of the Constitution.
B. A person shall not be qualified for appointment as the Chairperson if such person:
(i) Is a Member of Parliament or a County Assembly;
(ii) Is a Member of a Local Authority;
(iii) Is a undischarged bankrupt; or
(iv) Has been removed from office for contravening the provisions of the Constitution or any other law.
C. Tenure of Office for Chairperson
The Chairperson of the Commission shall be appointed for a single term of six years and is not eligible for re-appointment.
 D. Terms of Service for Chairperson
(ii) Shall not hold any other office or employment for profit whether public or private; and
(iii) Remuneration and benefits will be as set by the Salaries and Remuneration Commission.

(iii) The Credit Reference Bureau Africa Limited or Metropol Credit Reference Bureau Limited ;

The Selection Panel for Chairperson and Members of the Board of the Independent Policing Oversight Authority

Declaration of Vacancies

Pursuant to the provisions of Sections 8, 9 and 10 of the Independent Policing Oversight Authority Act, 2011 (No. 35 of 2011), the Selection Panel invites applications from suitably qualified persons for the positions of Chairperson and seven (7) Members of the Board of the Independent Policing Oversight Authority.

The functions of the Chairperson and Members of the Board shall be, among other things, to:-

(i) Investigate any complaints related to disciplinary or criminal offences committed by any member of the Service and make recommendations to the relevant authorities;

(ii) Receive and investigate complaints by members of the Service;

(iii) Monitor and investigate policing operations affecting members of the public;

(iv) Monitor, review and audit investigations and actions taken by the Internal Affairs Unit of the Service in response to complaints against the Police;

(v) Conduct inspections of Police premises, including detention facilities under the control of the Service;

(vi) Co-operate with other institutions on issues of Police oversight, including other State organs in relation to services offered by them;

(vii) Review the patterns of Police misconduct and the functioning of the internal disciplinary process;

(viii) Present any information it deems appropriate to an inquest conducted by a court of law;

(ix) Take all reasonable steps to facilitate access to the Authority’s services for the public;

(x) Subject to the Constitution and the laws related to freedom of information, publish findings of its investigations, monitoring, reviews and audits as it sees fit, including by means of the electronic or printed media;

(xi) Make recommendations to the Service or any State organ;

(xii) Report on all its functions under this Act or any written law; and

(xiii) Perform such other functions as may be necessary for promoting the objectives for which the Authority is established.

A. Vacancy for the position of Chairperson of the Board of the Independent Policing Oversight Authority

Number of Vacancies: 1

For appointment as Chairperson of the Board of the Independent Policing Oversight Authority, a person should:

(i) possess a degree from a university recognized in Kenya;

(ii) be qualified to be appointed as a Judge of High Court in Kenya pursuant to the provisions of Article 166 (5) of the Constitution; and

(iii) meet the requirements of Chapter Six of the Constitution.

NB: Good knowledge of Government systems will be an added advantage.

B. Vacancy for the Position of Member of the Board of the Independent Policing Oversight Authority

Number of Vacancies: 7

For appointment as a Member of the Board of the Independent Policing Oversight Authority, a person should:

(i) be a Kenyan citizen;

(ii) possess a degree from a university recognized in Kenya;

(iii) meet the requirements of Chapter Six of the Constitution;

( iv) have knowledge and experience of not less than ten (10) years in any of the following fields:-

(v) have had a distinguished career in his/her respective field; and

(vi) is fit and proper to serve as a member of the Board charged with upholding and protection of ethics, professionalism, accountability and lawful conduct.

NB. Good knowledge of Government systems will be an added advantage.

The Independent Electoral and Boundaries Commission Selection Panel

Vacancies in the Positions of Chairperson and Members of the Independent Electoral and Boundaries Commission

Pursuant to Articles 88, 166(3), 250 of the Constitution and Section 28 of the SIXTH Schedule thereto, and Sections 5, 6 and 35 of the Independent Electoral & Boundaries Commission Act, 2011 (IEBC Act) and the FIRST Schedule thereto, the IEBC Selection Panel seeks to recruit a chairperson and eight members to the Independent Electoral and Boundaries Commission (IEBC) who satisfy the provisions of the Constitution and that of the IEBC Act, and the additional criteria below.

Qualified persons are requested to apply for and to submit an application indicating the position to which they are applying for as follows:

1. Qualification for Chairperson of the IEBC

The Chairperson of the IEBC shall be a person who is qualified to hold the office of Judge of the Supreme Court as per Article 166(3) of the Constitution; the applicant must be a citizen of Kenya; must hold a degree from a recognized University; have proven relevant experience in any of the following: Electoral matters, Management, Finance, Governance, Public Administration, Law and meets the requirements of Chapter Six of the Constitution.

The applicant must further satisfy the IEBC Selection Panel of suitability to the position description below.

2. Qualification for a Member of the IEBC (Ref. V.NO/IEBC/2/2011)

The applicant must be a citizen of Kenya; must hold a degree from a recognized University; have proven relevant experience in any of the following: Electoral matters, Management, Finance, Governance, Public Administration, Law, and meets the requirements of Chapter Six of the Constitution.
The applicant must further satisfy the IEBC Selection Panel of suitability to the position description below.

3. Positions Description

As provided for by the Constitution, the IEBC Selection Panel will be looking for applicants who will satisfy and meet the role of the IEBC that "is responsible for conducting or supervising referenda and elections to any elective body or office established by this Constitution, and any other elections as prescribed by an Act of Parliament and, in particular, for-

(a) The continuous registration of citizens as voters;

(b) The regular revision of the voters' roll;

(c) The delimitation of constituencies and wards;

(d) The regulation of the process by which parties nominate candidates for elections;

(e) The settlement of electoral disputes, including disputes relating to or arising from nominations but excluding election petitions and disputes subsequent to the declaration of election results;

(f) The registration of candidates for election;

(g) Voter education;

(h) The facilitation of the observation, monitoring and evaluation of elections;

(i) The regulation of the amount of money that may be spent by or on behalf of a
candidate or party in respect of any election;

(j) The development of a code of conduct for candidates and parties contesting
elections; and

(k) The monitoring of compliance with legislation required by article 82(1 )(b)
relating to nomination of candidates by parties"

4. Additional Criteria for Selection

The IEBC Selection Panel will further be seeking evidence of a candidate's suitability in the execution of the mandate of the IEBC.

4.1. Applicants SHOULD attach their Curriculum Vitae, testimonials; samples of their three top writings; or supervised projects or any other evidence of proven relevant expertise herein being sought.

4.2. All applicants must complete the IEBC Application Form available at

4.3. In addition to the qualifications set out in the Constitution, the enabling Statute and the Schedules thereto, applicants must further meet and evidence the following :

Clearance Certificates from:

(a) Director, Kenya Anti-Corruption Commission (KACC);

(b) Director, Criminal Investigations Department (CID);

(c) Commissioner General, Kenya Revenue Authority (KRA);

(d) Director of Public Prosecutions (DPP);

(e) Chief Executive Officer, Higher Education Loans Board (HELB);

(f) Professional bodies (where applicable) to which the applicant belongs such as LSK, ICPAK, AAK, IEK etc.,

Security Clearance

In addition, all short-listed applicants may be subjected by the IEBC Selection Panel to security clearance by National Security and Intelligence Service (NSIS) before their interviews.

Disqualification Criteria

The following persons are and/or will be excluded;

(a) Any person who has at any time within the preceding five years, held office, or stood for election in Parliamentary, civic or political party;

(b) Any person who has been a member of a governing body of any political party or affiliated groups to those political parties in the last five years;

(c) Any person adversely mentioned in any report by a Commission of Inquiry or any Parliamentary Committee Report;

(d) Any person who canvasses directly, indirectly, by proxy, by emissary, by tribal or clan whipping, by pressure groups, by other associations or in any other way;

(e) Any person who, knowingly, willingly and blatantly lies, misrepresents, cheats and fails to disclose material facts.
