The Role

This position involves supporting and carrying out influencing work that draws on national work and grassroots women’s experiences and leads to greater attention to women’s land and property rights in international policy arenas, including, but not limited to, the African Union, The World Committee on Food Security (CFS) and the World Bank.

Key areas of work to be carried out include:

Facilitating the increased level and quality of debate on women’s land and property rights among opinion shapers, civil society and the public.Influencing, with clear propositions and strong arguments, international agreements and multilateral institutions to give greater attention to women’s land and property rights.Ensuring the development and implementation of indicators and monitoring systems to track progress on women’s land rights within land policies and their implementation.

The Person

To be a successful candidate you will need a proven commitment to advancing the rights of women, have extensive experience in land policy work and policy advocacy at national and international levels. You will also need: a high level understanding of land and property rights, land reforms and land policy; relevant Master’s degree, or equivalent, or higher qualification; in-depth experience in development and/or human rights work; lived and working experience in Africa; previous experience of high level policy influencing work at national as well as international levels; you must have excellent presentation and representation skills; excellent writing skills; high level command of spoken and written English (Fluency in French and/or widely used African language/s would be an advantage).

The Project Manager will be responsible for implementation of all aspects of HSNP Social Protection Rights Component and for the day-to-day management of all programme human, capital and financial resources. This project manages the accountability framework for the Government of Kenya run HSNP. HSNP is an unconditional cash transfer (CT) programme, geographically focused in the 4 poorest counties of the Arid and Semi-Arid Lands (ASALs): Turkana, Marsabit, Mandera and Wajir. It offers an alternative to food aid and aims to reduce poverty, food insecurity and promote asset retention and accumulation in poor households. Independent evaluations of HSNP Phase I shows it works effectively as a safety net, particularly for the very poorest.

S/he will actively engage with other agencies involved in the implementation of the wider HSNP and will represent HelpAge in national-level programme coordination meetings. S/he will engage in wider social protection learning and spearhead reporting and donor engagement on behalf of HelpAge in Kenya.The post-holder should possess a degree in social sciences, development studies or related field. An understanding of social protection and right-based programming as well as strong facilitation, community level communication, mobilization and mediation skills.

Background

Provision of ICT Audit Services for Kenya Human Rights Commission
The objective of this audit is to review the general ICT infrastructure of KHRC, system security employed, controls and policy decisions required to ensure the protection of all internal information systems and data.
The expected output of this audit will be a report that details the dependability of existing systems at the commission, recommends improvements to these systems and provide a basis for the formulation of an ICT policy.
The scope will entail conducting an assessment of ICT systems as per Section C: Audit Services Required. This includes: identification and evaluation of both hardware and software of the commission and recommending/assist in implementing a set of best practices and tools governing the ICT systems within the commission.
The Auditor will inform the Commission as soon as possible of any limitations in the scope of work he/she may find prior to or during the audit.
The IT Audit shall include, but not be limited, to the following:-
I. Operating System (OS) for servers, Databases, network equipment, Security Systems and Storage Area Networks.
a. Set up and maintenance of system parameters
c. Change Management Procedures
g. Performance, Scalability and Availability
II. Review of IT Processes and ICT Management Tools
b. Enterprise Management System

V. Review the existing policy documents of the commission such as IT Policy, IT Procurement Policy, IS Security Policy etc., and suggest required changes.
VI. Review of installed applications and web portals at the commission, with emphasis on security. Though these systems have already been tested by the developers and end-users, an audit is required as a measure to enhance quality and assurance on adequacy, security, appropriate internal checks and controls in the systems. A list of the applications to be audited will be provided to the Auditor prior to engagement.
D. Audit Planning & Reporting:
The consultants/consulting firms should deliver at the end of the Audit exercise, a complete Audit Report comprising an Executive Summary, Findings and Recommendations which should include, but not limited to, System Vulnerabilities, Security Program Management of Information Technology Resources and Application Life Cycle Controls.
The Auditor should in accordance with ISAE 3000, prepare audit documentation and obtain sufficient appropriate audit evidence to support audit findings and to draw reasonable conclusions on which to base the audit report. The Auditor should use professional judgment to determine whether audit evidence is sufficient and appropriate.
This report should be submitted to the Director, Finance & Administration. Any significant deviation from the formally approved work schedule shall be communicated to the director through periodic activity reports.
E. Knowledge & Skills requirements
The consultant/ consulting firm should have a minimum of 5 years work experience in computer systems audit. The key personnel who will be handling this assignment should be graduates in Computer Science, Computer Technology or its equivalent. They should also include their resumes in the proposal which will be considered during the initial evaluation process. They must also be members of professional bodies such as CISA, CISCO and ISACA. The consultant/ consulting firm should have undertaken similar engagements previously and have ready references to corroborate.
The Auditor will provide the Commission with CV's of the partner or other person in the audit firm who is responsible for the audit and for signing the report together with the CVs of the other audit team members. CVs will include appropriate details on the type of audits carried out by the staff indicating capability and capacity to undertake the audit as well as details on relevant specific experience. The Commission will examine the CV's before it signs an order form or other applicable contractual document for this engagement and reserves the right to reject them if they are not considered suitable for the requirements of the engagement.
The Auditor who performs this systems audit is governed by: The IFAC International Framework for Assurance Engagements and International Standard on Assurance Engagements ('ISAE') 3000 for Assurance Engagements other than Audits or Reviews of Historical Financial Information insofar as these can be applied in the specific context of a systems audit intended to provide assurance that risks to the achievement of the objectives of the Project are properly managed and controlled. The IFAC Code of Ethics for Professional Accountants (issued by IFAC's International Ethics Standards Board for Accountants (IESBA), which establishes fundamental ethical principles for Auditors with regard to integrity, objectivity, independence, professional competence and due care, confidentiality, professional behaviour and technical standards; though the auditor needn’t be an accountant, adherence to these fundamental ethical principles is paramount during the audit. The IFAC International Standards on Quality Control (ISQCs), which establish standards and provide guidance on an Auditor's system of quality control.The duration of the IT Audit exercise is expected to take around 10 weeks. The end of the contract will be determined as the audit progresses.

To provide comprehensive Human Resource management advisory services to KHRC. The consultant will be expected to advice on human resource related issues including reviewing of the HR policies and other policies that have a direct impact on the HR function.

KHRC seeks to recruit a consultant to perform an evaluation of management and internal controls, policies and procedures in place to ensure that the assets of the organization are safeguarded and ensure efficiency of information generated to allow management and board to execute their mandate.
 The scope encompasses the examination and evaluation of the adequacy and effectiveness of the organization’s governance, risk management process, system of internal control, and the quality of performance in carrying out assigned responsibilities to achieve KHRC’s stated goals and objectives.
B. Consultancy Services Required
The scope of consultancy service shall cover the overall scope of KHRC’s finance and administration. To this effect, the scope of the assignment shall cover the following areas:
 I. Finance and project costing
The review shall cover the adequacy of the accounting and financial operations and reporting systems. These include: budget control, cash management, certification and approving authority, receipt of funds, and disbursement of funds, recording of all financial transactions in expenditure reports, records maintenance and control, among others.
Review the current project costing structure, make recommendations and implement an effective project costing structure.
Make recommendations of the chart of accounts to be adopted during the implementation of the new financial system.

II. Procurement

The review shall cover the competitiveness, transparency and effectiveness of the procurement activities of the project in order to ensure that the equipment and services purchased meet the requirement of KHRC and include the following:
As applicable, delegations of authorities, procurement thresholds, call for bids and proposals, evaluation of bids and proposals and approval/signature of contracts and purchase orders;
Receiving and inspection procedures to determine the conformity of equipment with the agreed specifications and, when applicable, the use of independent experts to inspect the delivery of highly technical and expensive equipment
Evaluation of the procedures established to mitigate the risk of purchasing equipment that do not meet specifications or is later proven to be defective;
Management and control over the variation orders.
Budgetary and expenditure control (including procurement process and procedures)
The review shall cover equipment (typically vehicles and office equipment) purchased for KHRC. This section will also include procurement processes and procedures. It will also entail procedures for receipt, storage, and disposal.
IV. Cash and Bank Management (Treasury)
The review shall cover all cash funds held by the KHRC and review procedures for safeguarding of cash. The consultant will also be tasked with providing suggestions about how to invest and build financial liquidity.
The review shall cover travel activities, vehicle management, office premises and lease management, office communications, and records maintenance.
This is being done by an independent consultant.
The review shall cover the competitiveness, transparency and effectiveness of the recruitment and hiring of personnel and include performance appraisal, attendance control, calculation of salaries and entitlements, payroll preparation and payment, and management of personnel records.
VIII. Review of Finance , procurement and Human Resources policies
The consultant will undertake a review of the Finance and procurement policies and further propose amendments to the Human resource policies.
The Consultant shall regularly submit to the Director, Finance & Administration an up-to-date summary of the work schedule. The audit work schedule is developed based on a prioritization of the consultancy universe using a risk-based methodology. Any significant deviation from the formally approved work schedule shall be communicated to the Director periodic activity reports.
A written report will be prepared and issued following the conclusion of each review and will be distributed as appropriate. A copy of each report will be forwarded to the Executive Director and the Director, Finance and Administration.
The report will contain the reviewee’s response and corrective action (to be) taken in regard to the specific findings and recommendations, including a timetable for anticipated completion and a justification for any recommendations not addressed.
E. Knowledge & Skills requirements The consultant/ consulting firm should have at least 8 years of professional experience as professional Auditors or accountants in non-governmental audit practice. They should also have relevant professional qualification and have assumed senior and managerial responsibilities. They should also be a member of a professional body, for e.g. ICPAK and should have the appropriate authority from the regulatory body to certify accounts in which the audit firm is.

Main Purpose and Scope

To support effective delivery of programmes delivery of AAIK CSP Strategic Objectives aimed at building the capacity of communities living in poverty and exclusion to hold the State to account for delivery of basic rights to food, health, education and social protection through conceptualizing, designing, mobilizing resources, implementing and reporting on initiatives under the Strategic Objective.

The International Rescue Committee (IRC) in Kenya serves vulnerable populations in the Turkana and Garissa regions as well as in Eastleigh, Nairobi.
The IRC implements programs in the areas of comprehensive primary health care, nutrition, protection, peace building, water and sanitation and hygiene (WASH), HIV/ AIDS prevention, response to gender based violence, disaster risk reduction (DRR), livelihoods and governance.

1. Health Team Leader - Hagadera
Under the supervision of the Field coordinator, the Heath Team Leader shall be responsible for the overall designing and implementation of the health program that encompasses Nutrition, HIV, CHP, BCC and Clinical Services sectors.
S/he will also be responsible for implement evidence based primary health care service delivery.

He/she shall be expected to monitor and ensure improvement and maintenance of the entire health indicators as per SPHERE/UNHCR/WHO standards at the Camp.
Required qualification /experience & Competencies
University Degree in Medicine/ Public Health
Minimum three years of field work experience on comprehensive primary health programs in resource poor settings.
Experience in refugee camp settings will be an added advantage.
Strong management, assessment, project planning, organizational, interpersonal, and communication skills
Skills in program and budget management
Demonstrated proposal writing and reporting skills – Fluency in English and Kiswahili
2. Deputy Field Coordinator - Hagadera
Under the supervision of the Field Coordinator, the Deputy Field Coordinator is responsible for overseeing the overall management and program implementation in IRC programs in Dadaab/Hagadera Refugee camp.
The Deputy Field Coordinator serves as the official IRC representative in the Field office when
the Field Coordinator is not on ground and will be the senior management and security management team member of the field office, upholding the mission, mandate and policies of IRC.
Required Qualifications:
At least five years relevant work experience in a senior management post.
Proven senior level management experience and skills.
At least two years five years in NGO management.
Ability to work under pressure and stressful situations
Excellent English report writing skills – donor standard and excellent representational skills.
Must be computer literate.

3. Medical Officer - Hagadera
Working under the guidance and supervision of the Clinical Services Manager, the Medical Doctor is directly responsible for the provision of curative services to the beneficiaries in Dadaab
Refugee Camps.
Required Qualifications:
Degree in Medicine and Surgery from a recognized institution
Licensed with the Kenya Medical Practitioners and Dentists board
Previous experience working in a refugee camp is an added advantage.
At least 2 years work experience in a busy set up
Ability to work well under minimum supervision
Good clinical and surgical skills.
Ready to work in hardship areas with basic services available.
Team player, hard worker.

4. Governance & Rights Program Assistant - Nairobi
The Governance and Rights Program Assistant position is a new role to be created within the team.
The post will be based in the immediate future in either the IRC Kenya Office in Nairobi.
The position is a permanent, full time post which will be subject to a 6 month probationary period as per IRC Policy.
Minimum requirements
Degree in a related field, (Politics, Geography, History, Social Sciences).
At least 1 year of related work experience, preferably for an International Non-Governmental Organization (INGO).
Proven interest & commitment to humanitarian and development issues and a demonstrable understanding of conflict/post conflict development contexts.
Excellent organizational skills: the ability to work independently & productively in a fast-paced environment and ability to effectively see projects through from start to finish.

One of the five priority areas of focus under the GOK/UNDP Country Programme is ‘Fostering Democratic Governance.’

The programme also contributes to a process which builds a culture of respect for the rule of law and promotes progressive realization of citizen-centred reforms in the public sector.

Furthermore, this component will also promote accountable and participatory development programming, policy formulation and implementation at the national and local levels.

The values that underpin the work of this component include respect for the rule of law, citizens’ responsibilities, gender equality, tolerance, and access to justice and the realization of human rights UNDP has been working with the Kenya National Commission on Human Rights, Ministry of Justice National Cohesion and Constitutional Affairs and other stakeholders, in implementing the Constitution.

The inclusion of the economic, social and cultural rights in the Constitution in addition to the civil and political rights provides the basis to support the duty bearers to understand their role in realization of these rights for the rights holders.

The Programme Officer will be based at UNDP Kenya offices and will work in liaison with the KNCHR Secretary and shall be responsible for management of UNDP-KNCHR project on ‘Supporting the realization of Human Rights and Access to Justice in Kenya’.

Position Information

Under the supervision of the Team Leader of the Governance Unit, and working closely with the other Governance team members, the Programme Officer will:

Work in collaboration with the KNCHR Secretary in the day-to-day management of implementation of the project activities, as per the Project Work Plan.Planning, monitoring, reporting, financial management and evaluating the progress of the project as per the Project Work Plan and ensuring compliance with UNDP and/or Implementing Partners rules and regulations.Ensure coordination of the project implementation process with relevant stakeholders to ensure coherence, including their involvement in monitoring and evaluating project activities, joint field visits to enhance appreciation of the project’s work.Provide technical expertise into strategic planning of the project implementation process.In collaboration with the KNCHR Secretary, ensure preparation of project reviews and final evaluations, as well as audits, including action plans to implement audit recommendations.Engagement with key partners to influence policies and issues as relates to national cohesion, integration, reconciliation, peace building and conflict prevention, among other related issues.In collaboration with the KNCHR Secretary manage project communication and publicity and development of project documentation for the same.Ensure mainstreaming of relevant issues such as Gender, Human Rights Based Approach, Disability and Marginalized group issues among others in the implementation of the project.Undertake any other responsibilities as may be assigned in relation to this position, as well as perform other tasks as assigned by the Unit Team Leader or by UNDP Senior Management.At least a Masters Degree in Law, Political Science, Human Rights, Social Science, International Relations, Development studies or other relevant area.Five (5) years experience in management and implementation of development programmes in the area of governance, law and human rights;Experience in results based planning and financial planning;Experience in HRBA to programming;Good expertise and experience in gender mainstreaming;Good strategic thinking, together with strong analytical skills;Excellent communication skills.Ability to work with minimum supervision and in a multicultural setting.Familiarity with UNDP/UN and/or Government management/ financial procedures.Application Procedure
