The Independent Electoral and Boundaries Commission(IEBC) is established under Article 88 of the constitution of Kenya with the mandate of conducting or supervising referenda and elections to any elective body or office established by the Constitution, and any other elections as prescribed by an Act of Parliament. Other duties include delimitation of electorate units, registration of voters, regulation of political parties, voter education, settling of electoral disputes and modernization and reforming of electoral processes and systems.
IEBC ensures that elections are credible, transparent, free and fair. It is committed to upholding national values and principles of good governance and democracy. The Commission adheres to principles of the law on public services especially on leadership and integrity.
The IEBC invites applications for the following positions:-

Manager - Investigation and Prosecutions Effectively and efficiently manage the investigation and prosecutions department.Prepare departmental work plans and ensure implementation of the same within set guidelines.Monitor departmental work performance and ensure no back log on cases.Supervise staff work performance in the department and ensure enhanced productivity.Prepare budgets for the department and ensure proper utilization.To supervise all prosecutions undertaken by the Commission and ensure cases are handled effectively.To assist in Dispute Resolution handling process in the Commission.LLB Degree from a recognized university.Diploma in Law from Kenya School of Law.Admitted as an advocate in the High Court of Kenya.At least 8 years’ experience, preferably in criminal prosecutions.Ability to engage in Dispute Resolution.Computer literate.Team player.Being an investigation officer or former prosecutor is an additional advantage.2. Election Offences Prosecution Officer Effectively and efficiently handle prosecution matters.Preparing pleadings and other materials.Appearing in court to present evidence and argue the cases on behalf of the Commission.Advise the commission where necessary on legal matters and undertake legal research.LLB Degree from a recognized university.Diploma in Law from Kenya School of Law.Admitted as an advocate in the High Court of Kenya.At least 6 years’ experience, preferably in criminal investigations.Ability to engage in Dispute Resolution.Computer literate.Team player.3. Election Offences Investigation Officer Effectively and efficiently investigate election matters.To supervise investigations undertaken by the commissionThe collection, tabulation and recording of history and data concerning Criminal, undesirable and suspicious persons in electoral units relating to individual and matters calling for special enquiry.Conducting and correspondence and interchange of reports on election matters with the commission.The investigation of complicated criminal offences and furnishing of assistance to commission in cases of inquiries presenting difficult featureThe supervision, where desirable of individuals during election period.Degree in criminology or any other related degree from a recognized university.Being atleast a chief inspector or equivalent.At least 6 years’ experience, preferably in criminal investigations.Ability to engage in Dispute Resolution.Computer literate.Team player.A printed copy of the form and copies of certificates can be dropped or posted to the;

Project: Piloting of Elections and Conflict tool

Post Title: Project Coordinator

Main functions of the post:

The coordinator will assume coordination duties related to the piloting of the Elections and Conflict Tool.

The coordinator will support the Interim Independent Election Commission with the analysis of electoral risks and provide International IDEA with the progress reports.

The coordinator will ensure that all activities envisaged by the project are implemented timely and accurately.

Context:

The Interim Independent Election Commission (IIEC) of Kenya and International IDEA have signed an agreement which defines the scope of cooperation between two institutions related to preparations for the General elections in 2012. The framework agreement includes the piloting IDEA’s Elections and Conflict Tool. The project will be implemented by the IIEC with support from the International IDEA.

Duties and Responsibilities:

Under the immediate supervision of the IIEC Manager for Research and Development, the Project Coordinator will perform the following duties:

Assists the IIEC Manager for Research and Development in the design, planning, and implementation of the project activities;Provide tool generated analytical reports for use by the commission and International IDEA;Produce detailed progress reports relating to the tool piloting for International IDEA;In consultation with the relevant IIEC and International IDEA staff, prepare the contractual documents relating to activities undertaken within the for the tool piloting exercise;Assist recruitment and contracting of individuals and organizations engaged in implementation of the project-related activities;Supervise work of the data entry staff;Conduct verification on accuracy of the data reports and data entry;Present or represent the elections and conflict project when required to do so;Actively integrate the inclusion of a gender perspective in all project-related activities;Provide the Manager Risk and Compliance with reports on emergence of electoral risks; andPerforms any other task assigned by the Commission/International IDEA.University degree and preferably a postgraduate qualification in Political Science, Conflict and Security Studies, Human Rights, Information and Communication Technologies or other relevant disciplines.Minimum (5) years of experience within the field of democracy support or governance and preferably within governmental or international organizations;Relevant field experience in the areas of elections, information technologies, conflict and security management.High analytical capacity;Working knowledge of qualitative and quantitative analytical tools and methodologies;Ability to draft analytical and status reports;Ability to build and maintain a broad network of partners;Ability to work as a team leaderExcellent oral communication, drafting and public presentation skills.Attributes:

The holder is expected to show a high level of professionalism, personal initiative creativity and respect for the rule of law. S/he should be able to work under tight deadlines and to cope with situations of stress.

Computer Skills:

Knowledge of statistical application, Microsoft Office, databases, internet and web search tools is a must.
