(Finance and Development)
i. Procurement Officer – Grade 11
(Main Campus)
 Masters Degree in Procurement and Logistics Management, Business, Economics or related field from a recognized institutionBachelors Degree in Purchasing & Supplies Management/ Supplies & Materials management, Business, Economics or related field from a recognized institutionAt least seven (7) years experience in Purchasing and Supplies Management, four (4) of which at a senior management level in a public institutionDuties and Responsibilities:

Implement and enforce regulations and policies on procurement managementDevelop and implement procurement strategiesImplement best practice procurement procedures, prepare and manage the procurement budget, establish supplier selection and evaluation guidelines, foster supportive relationships with key suppliers and provide leadership to the procurement teamii.  Final Diploma in Procurement/Supplies and Logistics from KNEC or CIPS is mandatoryThorough knowledge of public procurement regulations and proceduresMust be a registered member of KISMWorking knowledge of computer software like Sage, Accpac or ERP will be an added advantageCommon Duties and Responsibilities: Receive and process purchase requisitions from user departments/sectionsConsult with the Procurement Manager to assist user departments in getting specifications and terms of reference rightReceive and review requisitions for clarity, adequate specifications to ensure that bidders will be able to respond to the quotations appropriatelyConsolidate and prepare proposals for recommendations for award to assigned requisitionsPrepare procurement transactions and provide a liaison link between suppliers and user departmentsProvide support in the negotiation of contractual agreement with suppliers to ensure that service, quality, added value, lowest total cost, security of supplies and the deployment of the suppliers’ capabilities are securedEnsure that internal customer and supplier relationship is well maintained for the procurement category to deliver breakthrough performance in cost, service and qualityFinalize purchase orders, file and archive documentsEngage suppliers on performance issues and provide feedbackUp-date and maintain records of all the procurement transactionsHigh level of integrity and ethical behaviorv.  Bachelors Degree in Purchasing & Supplies Management/ Supplies & Materials management OR Bachelors Degree in Business, Economics or related fieldAt least four (4) years experience in Purchasing and Supplies Management, two (2) of which should be in a public institutionReports to the Head University StoresSupervise and allocate staff dutiesEnsure that the store is in good and secure condition for storageVerify that goods received are as per the specification, and that the laid down procedure for receiving goods is followedEnsure proper records are maintainedDetermine and maintain recorded stock level, lead time, buffers stock and safety stock levelsRaise purchase requests as and when required to ensure agreed customer service level is maintainedUndertake stock taking, reconcile physical stock and stock ledger balances, and raise monthly reports on obsolete, slow moving and damaged stockAny other duties allocated by the Head University storesvi. Stores Assistant - Grade A/B
(Mombasa, Kitui, Kericho, Nakuru, Nyeri, and Dadaab Campus)
 At least Three (3) years experience in Purchasing and Supplies Management, two (2) of which should be in a public institutionReports to the Senior Stores AssistantEnsure that the stores requisitions have the necessary authorization and approvalMaintain and update stock ledgersCosting of stores requisition from departmentsEnsure stocks are kept at optimal levelsVerify issues and receipts of stocksReconcile physical stock and stock ledgerRaise stock received notes and stock return notesVerify the requests from users and confirm availabilityAny other duties as may be assigned by the Senior Stores AssistantCommon qualifications for the following two positions:
i. Senior Stores Assistant – Grade C/D (Main Campus)
ii. Stores Assistant – Grade A/B (Mombasa, Kitui, Kericho, Nakuru, Nyeri and Dadaab Campus)Final Diploma in Procurement/Supplies and Logistics from KNEC or CIPS is mandatoryWorking knowledge of computer software like Sage, Accpac or ERP will be an added advantage.Thorough knowledge of public procurement regulations and proceduresMust be a registered member of KISMCommon Key Competences for all the procurement posts:Expert level knowledge in Stores and Logistics management including, but not limited to inventory management, costing, contracts, relationship management and due diligence on suppliersAbility to manage competing demands, accept criticism and constructive feedback, while being extremely efficient, adaptable and flexibleExcellent writing and oral communication skillsAbility to present procurement feedback, policies and procedures to senior managementDemonstrate ability to organize large volumes of stock and delivery requirements for a broad range of office and operational needsAbility to handle sensitive and confidential information appropriatelyStrong initiative and solid judgment skills and abilitiesHigh level of integrity and ethical behaviorAbility to handle sensitive and confidential information appropriatelyStrong initiative and solid judgment skills and abilitiesFor those applying for teaching positions above Tutorial Fellow they will be employed on permanent and pensionable terms.
The terms of service for non teaching positions include a generous medical scheme, house allowance and commuting allowance. Successful candidates will be offered two (2) year renewable performance - based contract and gratuity will be paid at the end of the contract.
