Development of a Disaster Preparedness and Response Policy for Turkana County Government

Oxfam with partners are implementing a 3 year UK aid funded project Strengthening Community Resilience in Turkana County. 




The project aims to strengthen community resilience through enhancing diversified livelihood options. 



One key pathway for change under the programme is to contribute towards capacity building for the Turkana County Government. 


 


The project delivers these through strengthening Disaster Risk Reduction strategies and vulnerability assessments which are increasingly becoming a prerequisite for risk mitigation, planning and an avenue for resource allocations for the ASALs Counties.




Oxfam intends to work with individuals or Organizations with a legal and policy analysis background to promote a civil society led advocacy in the field of disaster management to assist Turkana County departments streamline Disaster Risk Reduction Strategies (DRR) into sector plans majorly through the development of the Turkana Disaster Management policy in addition to develop operational models, policy briefs and the implementation framework.




Oxfam invites interested and competent firms and individual consultants for the above tender.




Background



 
Despite its history with disasters especially drought, Turkana County does not have a policy framework to guide planning, preparing for and responding to slow and rapid onset disasters. 



A preparedness and response policy is needed to define the mechanism through which coordination, resourcing, institutional mandates, development mechanisms reduce vulnerability to hazards, and monitoring of disaster preparedness and response initiatives within the county will be done.




Bid Requirements:
 



Firms or Consultant(s) who meet the requirements should submit expression of interest (Maximum 15 pages), which should include the following:


  1. A brief statement of the proposed methodology including a detailed plan.

  2. A detailed financial proposal. The financial proposal should include daily cost per major activity.

  3. Updated curriculum vitae that clearly spell out qualifications and experience.

  4. Contact details of three referees from where such or similar service has been offered.

  5. Proof of experience and working on policy and legislation on Disaster Risk Reduction and planning in collaboration with Arid lands Counties.

  6. Tax compliance certificate

  7. Incorporation/registration certificate.
