Consultancy for the Development of Wajir County Rangeland Management Bill
 

Oxfam in partnership with Wajir partners ALDEF and WASDA are implementing a 3 year UK aid funded project Strengthening Community Resilience in Wajir which aims to strengthen community resilience through enhancing diversified livelihood options. 

One key pathway for change under the programme is to contribute towards capacity building for the Wajir County Government. 

Disaster Risk Reduction strategies and vulnerability assessment is increasingly becoming a prerequisite for planning and an avenue for resource allocations for the ASALs Counties.
 

Oxfam intends to work with individuals or Organizations with a legal and policy analysis background to promote a civil society led advocacy to assist Wajir County department of Agriculture, Livestock and Natural resources develop a Rangeland Management Bill for Wajir County.

Oxfam invites interested and competent firms and individual consultants for the above tender.

Background: Oxfam intends to bring on consultants/Institutions in the field of rangeland management and in legal drafting of bills to assist Wajir County Government develop a Rangeland Management bill.

These consultants/institutions will be expected to understand parliamentary and County assembly processes and consultative by – law creation and understand the application of resilience building
through the formulation of the rangeland management bill for Wajir County. 

The consultant(s) must develop an appropriate methodology which they propose to use and appropriate tools as part of the proposal submission. 

The methodology should be clear on how the consultants/Institutions will ensure participation of various project stakeholders, county government including community leaders and government departments.

Bid Requirements:
 

Firms or Consultant(s) who meet the requirements should submit expression of interest (Maximum 15 pages), which should include the following:

1. A brief statement of the proposed methodology including a detailed plan.


2. A detailed financial proposal. The financial proposal should include daily cost per major activity.


3. Updated curriculum vitae that clearly spell out qualifications and experience.


4. Contact details of three referees from where such or similar service has been offered.


5. Proof of experience and working on policy and legislation on Disaster Risk Reduction and planning in collaboration with Arid lands Counties.


6. Tax compliance certificate


7. Incorporation/registration certificate.
