MONITORING, EVALUATION, ACCOUNTABILITY & LEARNING (MEAL) CONSULTANCY

1. Background:


The Refugee Consortium of Kenya (RCK) is a national non-governmental organization founded in 1998 in Kenya with a mission to protect and promote the wellbeing, voice and dignity of the displaced and host populations. The organization operates under five strategic pillars including the legal aid and governance; peace and social justice; women and girls’ empowerment; mental health and psychosocial support; and organizational development. RCK has invested in delivery pathways with wide-range strategic approaches including advocacy and thought leadership; innovation and learning; capacity building and support; partnerships and localization; and strategic communication to attain its overall goal.


Based on RCK’s growing scope of mandate per the new Strategic Plan (SP) 2023-2027, and the need to establish broad based learning, impactful and sustainable interventions, we wish to engage a consultancy firm to conduct an assessment of RCK’s MEAL needs and support the development and implementation of a MEAL and Adaptive Management strategy that would meet the identified needs. This include support in instituting new tools and framework, upgrading existing system/framework, hiring additional MEAL staff, training the new and existing staff, and defining their collaboration with programme staff. Additionally, RCK wishes to develop a theory of change for a new project – the Wezesha project – that it will soon be on boarding. The project’s theme is on the enhancement of socio-economic inclusion of refugees and host communities in Kenya.


2. Purpose and objective(s) of the consultancy:


2.1 Purpose


The key purpose of this consultancy is to support in reviewing and establishing an effective Monitoring, Evaluation, Accountability and Learning (MEAL) strategy, as well as to develop the Wezesha project theory of change.


2.2 Specific Objectives


The TOR highlights some of the key aspects to be addressed by the selected consultancy firm as captured below. However, the selected consultancy firm is at liberty to provide further guidance on additional activities that might be required for an ideal MEAL strategy.


  1. Conduct a rapid diagnostic to inform and formulate recommendations on how to build capacity of the organization. This could include assessing: existing MEAL infrastructure, additional IT needs, internal staff capacity for MEAL, and adaptive leadership and performance culture;


  2. Theory of Change development – Facilitate a workshop with RCK team members to develop the Wezesha project theory of change. This could include field visits to interact with RCK staff and stakeholders as necessary to understand the refugee and host community socio- economic inclusion component;


  3. MEAL and Adaptive Management Strategy design – Develop a MEAL and Adaptive Management strategy to allow RCK to obtain relevant data to guide internal learning and decision making and assess RCK’s impact and realization of its defined Theory of Change. This will include how to collect data on indicators that measure activities, outputs, and short and long term outcomes across the intervention’s theory of change, and indicators on external factors that might influence the achievement of results. This will also entail, among others, advise on IT infrastructure system, advise on overall system requirements, development of dashboards and reporting templates and documenting operational procedures/manuals for training of RCK staff;


  4. Capacity Building – Deliver training workshops to build the relevant capacity for the organization to deliver on the new MEAL and adaptive management strategies and be confident to draw actionable insights from data;


  5. Accompaniment and support during the first year of project implementation – This, among others, include to:
    • Develop and support RCK staff, for 1 year, to pilot and roll out appropriate data collection and analysis instruments and methodologies;

    • Support in the effective roll-out of MEAL collection, analysis and management (entry, cleaning, and transformation) and reporting systems to all staff through training, site visits, manuals, and other technical support as needed; and

    • Develop/update web-based RCK MEAL information system and configure modules per the developed MEAL framework.


3. Expected Outputs:


  • Capacity assessment report, recommendations and proposed next steps;

  • TOC;

  • MEAL and Adaptive Management strategy; and

  • MEAL training report.

4. Methodology:


The consultant will be expected to propose a methodology to be applied in conducting the assignment.


5. Ethics:


If primary data collection with human subjects is proposed, please outline the process you will put in place to ensure this is collected in an ethical manner.


6. Key deliverables of consultant(s) and timeframe:


The timeframe provided for the deliverables allows for quality assurance by the RCK. It is important to note that the timeframe is more of a guideline and, therefore, reasonable flexibility of the consultancy firm will be allowed.

7. Timeline:


  • The setting up of an effective Monitoring, Evaluation, Accountability and Learning (MEAL) department and strategy, as well as developing of a project theory of change will be done between 17th July, 2023 and 27th October, 2023.

  • Accompaniment and support during the first year of implementation will take place between 1st January, 2024 and 31st December, 2024.

The budget shall be discussed with the selected candidate.


8.2 Terms and Conditions


This work will be undertaken by an external consultancy firm. Proposals should include and adhere to the time frame set to complete the work and at a costed rate.

Interested applicants who meet the required profile are invited to present an expression of interest by submitting both technical (in docx format) and financial proposals (in excel format) separately with the subject clearly marked “RCK MEAL Design Consultancy” on or before 30th June, 2023, via email to tenders@rckkenya.org. All applications must have the following:



  1. Relevant experience (maximum 3 pages): The experience the consultancy firm has in supporting organizations develop MEAL capacity. Please provide 3 examples of similar assignments carried out by the company: client name, contacts, contract value, assignment and services provided. Additionally, include CVs of lead consultant and other participating consultant(s) with details of qualifications and experience in this and/or similar assignments;


  2. Technical proposal: Summarizing the understanding of the TOR (written submission); a proposed methodology for carrying out the assignment; work-plan clearly indicating the activity schedule1; and a risk analysis and mitigation strategy; and


  3. Financial proposal: providing cost estimates (costs per activity line, staff, and any logistics etc.) and technical consultancy fees. This should be presented in a PASSWORD protected EXCEL with formulas and an accompanying budget narrative that describes the main cost categories (maximum 2 pages).
