Director, Portfolio Management

Job Summary:

Reporting to the President, the Director of Portfolio Management Department is responsible for managing the Bank's loan portfolio including loan disbursement and administration, project supervision, monitoring and implementation and loan portfolio restructuring.

The role further entails managing a team of professional staff responsible for the implementation of approved projects and programs, debt and arrears recovery, rescheduling and rehabilitation of problem loans.

Job Specifications:

Post graduate university degree in Banking, Commerce, Finance, Business Administration, Economics or related field.A minimum of 10 years experience, at a senior management level in Commercial/ Development Banking, Finance or similar institution.Project management skills including financial analysis, financial projections and interpretations, risk analysis and hedging techniques.Proven leadership skills and an innovative approach to work with the ability to motivate staff in a demanding environment.Excellent communication, analytical and interpersonal skills with ability to work in a multicultural setting.Fluent in either English or French. Working knowledge of the other language shall be an added advantage.Location: PTA Bank headquarters, Bujumbura (Burundi)

Position: Building Engineer FSN-11

Major Duties and Responsibilities:

Under the supervision of the Facility Manager, the Building Engineer is responsible for maintaining the U.S. Embassy’s/Consulate’s Mechanical and Electrical Systems such as, Chiller Plant, Air Handling Units, VAV System, Potable Water, Sanitary Sewage and Oil Water Separator Systems. Also, Electrical Power Distribution Systems; Voltage Regulators; Transformers; Switchgear; Automatic Transfer Switches; Variable Frequency Drives (VFD); and Uninterruptible Power Supply (UPS) Systems.

Responsibilities also include supervision of posts maintenance staff that maintains all mechanical and electrical equipment throughout the Embassy’s/ Consulate’s buildings and grounds.

Employed as a Mechanical Engineer to manage preventative maintenance and repair work throughout the New Embassy Compound/New Consulate Compound (NEC/NCC) buildings, grounds and residential owned/leased properties.

Work assignments will be directed by the Facility Manager and assists in the supervision of facility maintenance staff.

Assists in the management in responses to both written and verbal requests for maintenance services and ascertains all of the necessary information to determine whether the work is of a routine or emergency nature. Familiarization of general mechanical and electrical building systems is required.

Qualifications Required:

Education

Completion of a 4-year Bachelor of Science degree, or equivalent, in Mechanical /Electrical General Engineering from an accredited university program.
To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited or equivalent by the Accreditation Board of Engineering and Technology (ABET) as a professional engineering curriculum.Minimum of five years of progressive experience working as a project manager/supervisor at a manufacturing plant, major resort, hospital, office complex or a large university/school system.
Managing preventative maintenance programs and the operation of a Computerized Maintenance Management System (CMMS).
Knowledge of building codes and industry construction standards.Experience in developing scopes of work, construction documents (plans and specifications) and cost estimates for repairs, equipment replacement and new construction.
Ability to use computer aided design drafting programs (e.g. AutoCad), to develop and manipulate drawings and details.
Position requires at least 2-years of supervisory experience managing between 3 to 10 employees.
Language Proficiency: Level IV in both English and host country language written, and spoken proficiency required.

One year of work experience is equivalent to thirty (30) semester hours of coursework from an accredited trade school, college or university. BS Degree in Mechanical Engineering, with emphasis on computer controlled building systems is desirable.

Prior Work Experience: Minimum of three to five (3-5) years experience as a HVAC Controls Technician with digital building control system knowledge is required. A minimum of 3 years of experience must be with large, modern, commercial or Government office building in operations and maintenance. Knowledge of U.S. building, trade, construction, fire, and safety codes and standards are highly desirable.

Language Proficiency: Level III in both English and host country language written, and spoken proficiency required.

Position: Building Automated Systems Engineering Technician FSN-10

Major Duties and Responsibilities:

The Building Automated Systems Engineering Technician (BASET) will report directly to the Building Engineer and be responsible for the operation and maintenance, which may include a Reliability Centered Maintenance program (RCM), of computer and microprocessor-controlled systems located throughout the U.S. Embassy Compound.

The BASET will perform maintenance and troubleshooting actions on computer/microprocessor controls for the following systems: air conditioning and ventilation equipment, variable frequency controls equipment, generators, switchboard equipment, fuel distribution, fuel dispensing, potable water treatment, domestic water pumping, water distribution, waste water treatment, fire suppression, fire alarms, site perimeter gates and actuators, elevators, automatic queuing systems, kitchen equipment, associated digital and analog sensor’s, fiber optics, signal cabling and digital transmission associated with automated building systems.

The BASET may also be called on to support maintenance of electronically controlled locking and surveillance systems. Specialized knowledge of general mechanical and electrical systems is required.

Qualifications Required:

Education: The position requires a university or technical degree in computerized systems control and sensor technology or related engineering field.

Satisfactory completion of technical training courses and on-line coursework indicating proficiency in building systems control, sensor technology, and maintenance of digital systems and equipment may be substituted for formal training if competency can be demonstrated.

Completion of vendor/software developer education in the types of systems installed at Post is a plus. Competency Test to determine skill level may be required.

Prior Work Experience: Minimum of five (5) years field experience in the operation and maintenance of building computer and microprocessor control systems.

The experience may have been gained as a result of performing general maintenance on computer controlled systems and equipment, however at least two (2) years must have been spent in direct maintenance of BAS specific components in a similar environment yielding a minimum of three (3) years of experience with large, modern, commercial or Government office building in operations and maintenance.

Experience working with U.S. building, trade, construction, fire, and safety codes and standards are highly desirable.

Language Proficiency: Level IV in English language, written, and spoken proficiency required. Must also have Level IV verbal and written usage of the local language in order to communicate with local contractors and other LES employees.

Employed as an Electrical Controls Technician to carry out skilled maintenance and repair work throughout the New Embassy Compound/New Consulate Compound (NEC/NCC) buildings, grounds and residential owned/leased properties.

Maintains and operates the Electrical Power Control System and other building electrical systems.Included but not limited to, emergency generator controls, fire alarm control, fire suppression systems, automatic transfer switches, relay controls, programmable control systems for switch gear, medium voltage transformers and motor control centers.

Desired Qualifications:

Education:

The position requires successful completion of secondary school and two (2) years of journey-level training in the repair and maintenance of digital building control systems.

Education or technical training in a field related to specialize electrical building controls or related electrical equipment through a recognized trade union, technical school or equivalent; accredited trade school, college or university may substitute for one (1) year of the required experience.

One year of work experience is equivalent to thirty (30) semester hours of coursework from an accredited trade school, college or university. BS Degree in Electrical Engineering, with emphasis on computer controlled building systems is desirable.

Prior Work Experience: Minimum of three to five (3-5) years experience as an Electrical Controls Technician with digital building control system knowledge is required.
