We are hiring a Technical Advisor - Livelihoods!

About Us:
BOMA
implements a high-impact data driven poverty graduation program (REAP)
for women in the drought- threatened arid lands of Northern Kenya.
 


We put ultra-poor women at the centre of our work by helping them build a pathway out of extreme poverty. 





REAP
addresses three elements that contribute to the cycle of aid dependency
in the arid lands of Africa: low incomes, inconsistent cash flows and
inadequate financial services for poor rural women.
 



We
help them to start small businesses in their rural communities, so they
can pay for food, school fees and medical care for their families.



Profits
from each REAP business provides a diversified income, while BOMA
savings associations help women to manage cash flow (for daily needs),
plan for future expenses (such as school fees and medical care), and
respond to shocks (such as drought or family emergencies).



Our team of 56 works with 14,482 women so far and have a goal to reach 1 million women across East Africa. 





As
we plan to scale our impact to serve more regions in Northern Kenya and
the rest of East Africa, we seek a self driven passionate individual to
join our growing team.
 


About the role: Turkana
serves as the primary source of training and technical support for BOMA
Project partners who are implementing BOMA’s poverty graduation
project, the Rural Entrepreneurship Access Project (REAP), primarily in
Turkana County. 





This
is a strategic position and is key to BOMA’s partnership strategy to
achieve the goal of reaching 1 million women and children in the next
five years. 
 


You
will be in charge of guiding BOMA partners in planning and implementing
each of the REAP components and providing on-going technical assistance
to ensure that the program delivers the best possible outcomes for the
participants. 





You
will identify potential challenges and collaborate with partners to
identify  the best solutions to keep the program running effectively and
efficiently.
 


Your responsibilities will include
 


1. Technical Assistance

  • Provide
    training, technical support and guidance to BOMA Project partners in
    Turkana County in planning, implementing and monitoring performance of
    the REAP poverty graduation project through extended assignments to the
    partner’s area of operations, as well as regular telephone calls and
    email communication to BOMA’s partner as requested and necessary.

  • Review and provide technical and training input on proposals, agreements and MOUs for partnership.

  • Review and provide technical and training input on internal and external reports and other documents as needed.

  • Support
    partner programs in the recruitment of local staff by providing job
    descriptions, creating interview question templates and vetting or
    providing feedback to local management on the hiring process.


2. Quality Assurance

  • Ensure the quality of REAP being implemented by the partner adheres to BOMA Project standards and guiding principles.

  • Ensure consistent timely progress towards targets and overall project objectives.

  • Ensure monitoring and quality control mechanisms are in place. 

  • Ensure sharing of evidence and best practices through written reports for internal and external stakeholders.

  • Ensure
    processes are in place for the continual documentation of lessons
    learned and the feedback mechanisms that support continual improvements
    of REAP implemented through partners.


3. Program Development

  • Work with partner program managers to develop timely work plans.

  • Contribute to the professional development of partner field staff by providing training, mentoring, and other guidance.

  • Develop or revise training materials as required

  • Work
    closely with BOMA colleagues carrying out direct implementation
    projects, as well as HQ-based technical staff to access additional
    technical resources as needed.

  • Ensure
    that the objectives and activities of the partner implementation
    reflect the strategic objectives of BOMA’s commitment to scale and
    replication of the REAP program. 

  • Contribute to the development of new and innovative approaches and initiatives in REAP programming.


4. Organizational Learning

  • As
    part of our commitment to organizational learning and in support of our
    understanding that learning organizations are more effective, efficient
    and relevant to the communities they serve – we expect all team members
    to commit 5% of their time to learning activities that benefit the BOMA
    Project in support of its strategic goal, as well as themselves.

  • REAP guidelines and principles well understood by the partner staff

  • Successful and timely launches of REAP businesses at partner sites

  • Monthly reviews of KPIs and TA to implementers to carry out adaptations and course corrections as require

The ETC-FM will report to the Regional Financial Management Manager (RFMM) and work from a country office, and assist in all financial management (FM) aspects related to the World Bank’s operations.

This will include, but is not limited to:
  • assessing the adequacy of project financial management arrangements,

Position 007/09 - Gender Expert

We are seeking to recruit for an expert on gender to help steer implementation of the ASARECA gender mainstreaming strategy.

Working the Policy Analysis and Advocacy Programme Manager, the expert will be charged with implementation of the gender mainstreaming strategy and 'Champion' the process in ASARECA.

The job holder will, inter alia:
  • Support the strengthening of gender mainstreaming in ASARECA's programmes and projects which includes use of gender criteria in project proposals, reporting and evaluation, and revision of the gender criteria where appropriate
  • Develop, propose and undertake gender mainstreaming initiatives in the region including providing technical backstopping towards the development of a gender strategy in each of the NARS in EGA;
  • Support ASARECA and its partners to formulate gender responsive policies to enhance gender mainstreaming in agricultural research
  • Identify and build capacity of gender quality assurance teams at appropriate levels in each NARS of ASARECA.
  • Coordinate and maintain a close working relationship and strong communication channels with ASARECA stakeholders
  • Represent AsARECA's interests at relevant gender events.
  • Serve as ASARECA's contact point and partner with social and gender policy experts in the ECA region and consequently build a network for addressing issues of regional priority in relation to gender.
  • Identify individuals who can be champions of change in partner organizations in order to enhance institutional commitment at ASARECA.
Qualification and experience
  • The person will have a University degree at Masters level in Gender or Development studies, Social sciences, Humanitarian studies, Political Science and Economics.
  • The person will have 5 to 7 years progressive experience in application of gender mainstreaming in programmes and projects in agricultural research for development in some or all of the ASARECA member countries with proven qualities of synthesis and strong ability to analyze, prepare and present written materials in excellent English.
  • Knowledge of French is desirable.
Duration
  • This contract will be initially for a period of twenty four months, renewable subject to annual performance review and availability of funding.

In June, 2008 Parliament passed the Uganda Road Fund Act, the object of which- is to finance the routine and periodic maintenance of public roads in Uganda from earmarked road user charges.

The Fund has a duty to finance the implementation of the Annual Road Maintenance Programmes that are carried out by the Uganda National Roads Authority and the other designated road agencies responsible for District, Urban and Community Access Roads.

In May, 2009, by Statutory Instrument, the Fund Management Board ("the Board") was constituted. The Board has the responsibility to oversee the performance of the Fund.

The day to day business of the Fund is to be carried out by a by a Secretariat, managed by an Executive Director.

The Executive Director was appointed in September 2009 and took up his appointment on 1st November 2009.

The Board now seeks to appoint other key manager and accordingly invites applications from suitably qualified individuals for the following positions:
  • Manager, Fund Management
  • Manager, Programming
  • Manager, Corporate Services
  • Manager, Internal Audit
Successful candidates for the first three of these positions will join the Management Team, under the leadership of the Executive Director, to ensure that the Secretariat efficiently and effectively carries out its functions and pursues its organisational objectives.

The Management Team will drive the strategic direction and output quality of the Secretariat through clear business planning and robust management frameworks.

Manager, Fund Management

The Manager, Fund Management is responsible for development and management of policies, processes, procedures and systems for fund management, financial and management accounting, ensuring complete, timely and accurate recording and reporting of all transactions of the Fund in accordance with generally accepted accounting standards.

The Manager will formulate and oversee short, medium and long term funding programmes in support of the Fund's core business, He/she will also support the Executive Director to represent the Board in government financial forums, including Ministry of Finance, Planning and Economic Development, Parliament and other review committees securing operational funding for the Board and providing advice as required.

Qualifications and Competencies

Applicants must possess a Bachelors degree in Accounting, Finance, Economics or a similarly
relevant discipline obtained from a recognized institution of higher learning.

A Master's degree in Finance, Economics or Business Administration will be an added advantage.

The applicant must have attained full (chartered) membership of a recognized accounting professional institution (eg ACCA, CPA, CIMA) and have at least 10 years working experience in accounting and financial management in progressively more senior positions.

Manager, Programming

The Manager, Programming is responsible for the development and maintenance of Fund programming policies and procedures.

The Manager will focus on delivery of "value for money" programmes of road maintenance and safety works together with relevant research, education and training.

The Manager will advise on the appropriate level of road user charges, Government contributions and donor funding.

He/she will also advise on appropriate methods for allocating available funds to the activities of the Fund.

The Manager will prepare, update and manage performance agreements with executing agencies and provide guidance to these agencies on the development of their programmes of works to be funded by the Fund.

He/she will manage the evaluation of road maintenance programmes and plans proposed by designated agencies in terms of their affordability and compliance with funding guidelines and the mandate of the Fund and oversee the preparation of the Annual Road Expenditure Programme, together with one year, three year and five year maintenance programmes as required by the Uganda Road Fund

Qualifications and Competencies

Applicants must possess a Bachelor's degree in Civil Engineering or Economics and a Master's degree in Highway Engineering, Transport Economics or a related transportation or planning discipline.

The applicant must hold professional (chartered) status with an appropriate professional institution or registration body.

He/she must have at least 10 years work experience in progressively more senior positions and must be able to demonstrate:
  • Excellent knowledge of the road sector in Uganda especially the classification, administration and funding systems

Manager, Corporate Services

The Manager, Corporate Services provides legal, corporate and business advice to the Executive Director on all processes of contracting involving the Fund and engages on behalf of the Fund on all legal cases, negotiations and mediations and ensure protection of interest of the Fund.

He/she will ensure the conformance of all policies, procedures, systems and practices in the Fund to National operating laws and relevant international standards and will act as Legal Secretary to the Fund.

He/she will also be responsible for the development, implementation and periodic review of comprehensive Human Resource policies and plans for the Fund, including staff recruitment, remuneration, appraisal, discipline and welfare

The Manager will develop, implement and maintain Information Management policies and procedures of the Fund, including the definition and procurement of hardware and software, together with appropriate support arrangements and system administration.

He/she will also be responsible for the development and implementation of processes and procedures for the management of the physical assets of the Fund.

The Manager will develop, coordinate and manage the communications and outreach programmes of the Fund, taking responsibility for all public and media relations.

Qualifications and Competencies

Applicants will possess a Bachelors degree in law, social sciences, economics or other relevant discipline.

A Master's degree in business, economics, management or law will be an added advantage.

Applicants shall have membership of the ICSA.

They shall have attained a minimum of 10 years of practical working experience in progressively more senior positions in corporate services, in a busy organisation and shall be able to demonstrate:
  • Good knowledge of Corporate Governance issues and the intricacies of the legal environment locally in Uganda and internationally.
  • Thorough understanding of public sector administration.

Manager, Internal Audit

The Manager, Internal Audit will be accountable to the Fund Management Board (the Board) for the development, planning, implementation and reporting of a comprehensive and statistically robust programme of technical and financial audit of the operations of the Board.

The auditable activities include both the internal operations of the Board and Secretariat and the various work programmes and other activities funded by the Road Fund and undertaken by designated agencies and others as provided by the Uganda Road Fund Act 2008.

The Manager will be responsible for development of consultancy agreements and for coordination and management of audits where such services are outsourced.

The Manager will in particular be expected to:
  • Provide an independent investigation and appraisal function to the Board
  • Evaluate the effectiveness, efficiency and economy of the Fund's operations.
  • Confirm the compliance of the Fund with the laws, policies and operating instructions of the organisation.
  • Review appropriateness of the fund risk management and mitigation - and advise on the adequacy and application of risk management.
  • Review the operations and transactions of the Fund that could adversely affect the well being of the Fund
  • Certify returns submitted to regulatory authorities, Ministry or Parliament and development partners.
  • Confirm compliance with the appropriate accounting procedures and accounting controls in respect of the Fund's operations.
  • Coordinate all external audits of the Fund, including from the Office of the Auditor General and assist in implementing agreed actions.
Qualifications and Competencies

Applicants will possess a Bachelors degree in Commerce or Business Administration or an equivalent degree qualification from a reputable University.

A Masters Degree in Finance and Accounting or Business Administration will be an added advantage.

They must also have attained full (chartered) membership of a recognized accounting professional institution (eg ACCA, CPA, CIMA, CIA).

The Manager must have at least 10 years work experience in progressively more senior positions in internal and external auditing and at least 5 years as head of internal auditing.

In addition, they should be able to demonstrate:
  • A high degree of integrity.
  • Excellent analytical skills.
  • Thorough understanding of public sector administration.
  • Experience in the audit of publicly funded operations
  • Working knowledge and experience of finance, procurement and company laws.
  • Highly developed verbal and written communication skills
  • Experience in the management of consultants and suppliers, including advanced project management techniques.

Background

The National Planning Authority (NPA) was created by the Constitution of the Republic of Uganda, Article 115, 1995, and operationalized by the Parliamentary Act 15, 2002.

The Authority is mandated to develop, monitor and evaluate national development plans, elaborated in terms of the perspective vision and the long term and medium term plans.

The Authority has received support from the United Nations Development Programme (UNDP) to undertake a study and produce a framework to guide the design and implementation of its own monitoring and evaluation system.

To this end, the Authority requires services of a team leader and four (4) local consultants to carry out the necessary studies and produce the framework.

The overall objective of the consultancy is to study the existing planning and monitoring environments, including the best practices, and produce a comprehensive costed framework necessary for designing and implementing NPA's monitoring and evaluation system.

The framework should also outline the capacity requirements of the Authority to enable it carry out its functions as Secretariat for overall oversight of the proposed National Vision Framework and the National Development Plan (NDP).

Specific Objectives
  1. To produce a costed comprehensive monitoring and evaluation framework to guide the design and implementation of the NPA monitoring and evaluation system..
  2. To develop an Action Plan for implementation of the framework
Terms of Reference for the Team Leader

The following are the specific terms of reference for the team leader:
  • Prepare an inception report, with work-plan, on the assignment for approval by the Authority;
  • To have overall responsibility for delivery and presentation of outputs of the assignment i.e the Monitoring and Evaluation Report (Framework);
  • To lead the team of four (4) local Consultants and assign them work in the areas of Systems Analysis, Development Economics, Public Sector Management and Statistics, respectively, for achievement of the objectives and outputs of the assignment;
  • Take lead on technical tasks, including undertaking systems analysis, designing mechanisms and technical solutions, and preparing the implementation plan for the proposed framework and system;
  • Coordinate and lead the team for consultation meetings with stakeholders; and
  • Prepare and present bi-weekly progress reports to the Authority.

The team leader should have at least a Masters Degree in Monitoring and Evaluation, with demonstrated national level experience of at least five years in designing monitoring and evaluation frameworks.

He/she should have best practices knowledge and experience of M&E frameworks and systems.

Additional person requirement of the team leader:

The Consultant should have excellent skills in policy review and formulation.

The Consultant should have strong skills in monitoring and evaluation programming and project implementation.

Knowledge and practical experience in development policies and processes such as National Development Plans (NDPs), Poverty Reduction Strategy Papers (PRSPs), New Partnership for African Development (NEPAD) plans and the Mellenium Development Goals (MDGs), will be of added advantage.

Remuneration:
  • The Team Leader's payment shall be based on the financial proposal developed for this consultancy;
  • Payment shall be made in three installments of 20%, 30% and 50%, respectively;
  • The initial payment will be made upon submission of an inception report acceptable to the Authority. This will be made in five days w.e.f signing the Contract;
  • The second payment will be effected upon submission of an acceptable draft report and Action Plan;
  • The final payment will be made upon submission of all final outputs, incorporating suggestions and recommendations from the Authority and/or the validation workshops;
  • One return ticket will be provided to the team leader;
  • Office space and logistics and land transport will also be provided.
Outputs for the team leader:

The following are the specific outputs of the assignment:
  1. A framework comprising, among others, a ready for implementation (programming) costed technical option/solution (10 well packaged soft and hard copy) ii) An Action Plan for establishing the monitoring and evaluation system for the National Planning Authority (10 well packaged soft and hard copy)
  2. Process report containing reports and minutes on stakeholder participatory consultations and/or workshops (10 well packaged soft and hard copies)
Timing and reporting:
  • The duration of this consultant is estimated to be three months (1st Dec. 2009 to 28th Feb. 2010)
  • The consultancy shall be responsible to the NPA Executive Director
  • The day to day reporting and quality assurance will be to the Director for Research, Innovation, Monitoring and Evaluation
  • Technical backstopping and quality assurance shall be the responsibility NPA Board, who will be responsible for approving the outputs
Person specifications and Terms of Reference for the four (4) Local Consultants

The four (4) support consultants required (sector specific specialists) should possess at least a Masters Degree and three years experience in Systems Analysis, Development Economics, Public Sector Management and Statistics.

The person specifications for each of the four (4) support Consultants are given below:

(a) Systems Analyst
  • The Systems Analyst should have at least a Masters Degree in Systems Analysis, with national level experience of at least three years in systems analysis.
  • He/she should have best practices knowledge and experience of M&E frameworks and systems.
  • The Consultant should have excellent computer programming skills.
(b) Development Economist
  • The Development Economist should have at least a Masters Degree in Development Economics or Planning and Policy Analysis or Master of Science in Economics, with national level experience of at least three years in monitoring and evaluation.
  • The Consultant should have best practices knowledge and experience of M&E frameworks and systems.
(c) Public Sector Management Specialist
  • The Consultant should have at least a Masters Degree in Public Sector management, with national level experience of at least three years in Public Sector Management or a related field.
  • He/she should have best practices knowledge and experience of M&E frameworks and systems.
d) Statistician
  • The Statistician should have at least a Masters Degree in Statistics, with national level experience of at least three years in designing monitoring and evaluation frameworks and systems.
  • The Statistician should have knowledge and work experience with non-state actors.
  • The Consultant should also have best practices knowledge and experience of M&E frameworks and systems.
  • Demonstrated experience in Computer programming will be of added advantage
Terms of Reference for the four (4) support Consultants

Each of the above four Consultants will be responsible for specific tasks and outputs to be assigned after approval of the team leader's inception report.

The overall tasks of the team of four (4) Consultants will include;
  • Undertaking systems analysis of existing management information systems of key stakeholder institutions to inform the framework
  • Defining alternative technical options and recommending a practical and cost effective solution within the framework
  • Defining and costing the infrastructure requirements of the framework
  • Providing an appropriate implementation schedule for various elements of the technical solution
  • Preparing situation analysis reports on national development planning, public sector management and statistical require¬ments of the Authority and key stakeholder institutions to inform the design of the technical solution
  • Guiding the technical discussions on systems analysis, development planning, public sector management, Statistics and related areas of the framework, respectively.
  • Reviewing policies, legal and regulatory frameworks and pointing out strengths and weaknesses to inform the Frame¬work
  • Undertaking review of the Authority's medium term data needs and preparing a report to inform preparation of the framework
  • Organizing stakeholder consultation meetings and workshops
  • Preparing a weekly work-plan and progress report
  • Carrying out any other duties assigned by the team leader
Outputs of the four (4) Consultants

The following are the expected outputs from the support team of the four (4) Consultants:
  1. Working papers (including situation analyses) on systems analysis, planning, public sector management and statistics to inform the framework ")
  2. An Implementation Schedule for the proposed technical " solution
  3. Jointly responsible for production of the monitoring and evaluation framework, a corresponding Action Plan and process reports and minutes,
  4. Weekly work-plans and progress reports to the team leader

CA Global Africa recruitment is currently looking for a Lead Business Continuity Management (BCM) Officer for a Bank in Africa.

The sole purpose of this role is that of sustaining and enhancing the corporate resilience in the face of events that have the potential to disrupt the Bank’s operations.

The Candidates responsibilities will include (but are not limited to):
  • Develop, implement and maintain policy, standards and governance framework to enable the effective management, testing, measurement and reporting of the Bank Group’s resilience and its ability to continue its operations with agreed parameters.
  • Develop methodologies and standards, and provide expert technical assistance related to contingency planning to organizational units throughout the Bank for preparing, testing and updating their own contingency plans.
  • Ensure the development and maintenance of up-to-date and practical contingency plans which would assist the Bank in quickly restoring operations after emergency or a disaster that affects the Bank’s business resources at the Headquarter (HQ), or Field Offices (FOs).
  • Prepare budget, cost/benefit analyses, and other financial evaluation of available business contingency planning options and make recommendations to management.
  • Research and stay abreast of all major threats that could impact the Bank’s business activities where the Bank operates.
  • Organize periodic business impact analysis (BIAs) in order to establish the potential impact of these threats to the Bank’s business resources.
  • Organize and manage regular BCM and disaster recovery tests simulating the loss of the various production function sites and the use of the existing recovery sites based on one or more impact types; assessing and ensuring readiness and currency.
  • Manage a team and coordinate with the Bank services all aspects of work area recovery, testing, reporting, presenting and dealing with disaster situations.
  • Coordinate with corporate services and IT and Telecommunication teams to identify gaps and track status of actions and issues; provide expertise and guidance on BCM and disaster recovery solutions.
  • Partner with other Bank risk-based functions, principally in relation to IT Security, to coordinate and ensure consistency across BCM sites and readiness for disaster recovery planning efforts.
  • Provide guidance and training to sensitize the Bank’s staff, and regional institutions, on BCM concepts, methodology, regulations, contingency requirements and tools via workshops, individual and group meetings, webcast tutorials.
  • Work closely with BCM colleagues in sister institutions, to understand global and regional and local regulatory and compliance requirements for BCP and to contribute to the refinement and continuous improvement of a standardized, best-in-class, BCM methodology and technology platform.
The candidate must have;
  • Minimum of either (8) years of experience in risk, security management, disaster recovery and BCP-related work;
  • At least a Masters degree in accounting, economics, IT security and engineering, or in any relevant or related field of expertise;
  • Business Continuity Planner Certification (ABCP/CBCP) or equivalent accreditation will be an advantage;
  • Familiarity with industry standard BCM Planning models and tools understanding and application of business continuity management principles and techniques;
  • Excellent understanding of the activities, functions and underlying processes of the Bank group (or similar international organizations);
  • Ability to think strategically and help others stay focused on the appropriate level of detail;
  • Experience in building effective teams and programs and the ability to lead through others;
  • High degree of personal commitment, good interpersonal and communication skills;
  • Competence in the use of Bank standard software applications (MS Office);
  • Ability to communicate and write effectively in English and/or French; a very good working knowledge of the other language is mandatory.
