Position: Knowledge Management Specialist (Consultancy)
 


Background Information: The Agile and Harmonized Assistance for Devolved Institutions (AHADI) is a five - year governance program that is jointly funded by USAID and DFID, and implemented by the State University of New York’s (SUNY) Center for International Development (CID). 





AHADI supports Kenya’s vision and agenda for achieving the promise of devolution by promoting governance systems that are transparent, accountable, effective in service delivery, and responsive to empowered citizens.
 





AHADI’s three main objectives are:

  1. Targeted counties provide higher quality services through improved governance

  2. Functionality and effectiveness of the devolved system is increased through intra-government engagement and cooperation

  3. Improved representation of citizen interests and oversight of targeted county government performance


Position Summary: Working in coordination with AHADI’s communications, program and monitoring and evaluation (M&E) teams, the knowledge management specialist will be responsible for supporting the research and learning agenda. 





S/he will keep abreast of all project activities, collate, and analyze lessons learned during activity implementation, develop internal policies and procedures for sharing knowledge across programs, and produce publishable, policy-relevant materials. 





Additionally, s/he will interact with and support project partners and beneficiaries in developing their own knowledge products.
 


Reports to: AHADI’s Deputy Chief of Party
 


Interrelationships: The knowledge management specialist collaborates with AHADI partners and staff, particularly with communications and M&E teams, consultants, partners, and beneficiaries. 





S/he reports directly to the deputy chief of party of the project and will consult with SUNY’s project partner - the Urban Institute. 





The knowledge management specialist will work in collaboration with the communication specialist on delivery of key knowledge products.
 


Qualifications:

  • At least 7-10 years of experience designing and implementing organizational, economic, or public policy research.

  • A master’s degree in international affairs, public policy, economics, or other social sciences relevant to the position requirements.

  • Excellent written and spoken communications skills; experience analyzing both qualitative and quantitative data to develop policy conclusions; and experience developing and producing policy briefs, especially as related to decentralized governance and service delivery.

  • Solid understanding of Kenya’s decentralization and governance context. Demonstrated capacity to write clearly and persuasively and to deliver products in a fast-changing political environment.

  • Substantial experience working with USAID/DFID democracy and governance programs is desirable.


Research and Learning under AHADI: Kenya’s devolution process is multidimensional, decentralizing power across political, administrative, and fiscal domains.





The process has many complex moving parts and most actors engaged in devolution and devolved governance are learning their roles as they go. 





AHADI’s role is to support many of these actors in achieving the promise of devolution and because the program’s activities must be tailored to fit the needs and capacities of our partners, AHADI too must learn on the job. 





This active learning process requires effectively analyzing project activities, counterpart abilities, and the political and governance environment in the country at large. 





This analysis should result in recommendations and policy briefs intended for both internal and external audiences.



AHADI’s research and learning agenda also involves the active participation and involvement of our project partners. 





Our project and policy analysis process must leave improved capacity within partner counties, civil society organizations, and intergovernmental institutions. 





The Knowledge Management Specialist will be responsible for liaising with project partners to achieve this goal.
 


Responsibilities during the Period of the Consultancy

  • In partnership with AHADI partners provide research leadership on Kenya devolution, drawing on international experience and evidence.

  • Coordinate with AHADI staff and partners to collate and analyze information on project activities, partner capabilities, and the governance environment to produce (a) internal guidance for more effective programming; and (b) external guidance for project and partner best practices.

  • Develop internal policies and procedures for effectively establishing a quality assurance system for the knowledge production process and setting up policies and systems for producing, storing and sharing information between program teams and project partners.

  • Convene meetings and coordinate activities with relevant teams on knowledge production to streamline support to relevant project activities and develop a unified and coherent approach.

  • Manage and coordinate the delivery of all knowledge management products in coordination with project management teams and partners.

  • Program, organize, and deliver the Devolution Study Group and Knowledge Friday’s series and other internal knowledge events as may be identified from time to time during the contract period with up-to-date evidence on project activities, counterpart best practices, and Kenya’s devolution context.

  • Collaborate with project partners to develop knowledge management and analytic capacity in national, local, and intergovernmental institutions.

  • In collaboration with the project management team, communications, and M&E teams, produce relevant, high-quality written products that elevate the debate on Kenyan devolution.


Deliverables

  • Timely delivery of 3-4 identified research products.

  • Internal and external guidance on effective programming based on analyzed information.

  • Policies and procedures for setting up quality assurance of knowledge production and internal sharing of knowledge and best practices.

  • High-quality knowledge management products yearly as outlined in the work plan.

  • Feedback based on review of all project reporting documents and knowledge management products from inception to completion.

  • Monthly Devolution Study Group series, Knowledge Friday series, other internal knowledge events.

  • Reports on enhanced capacity for AHADI partners and beneficiaries on their knowledge management capabilities.


Location and Duration: The location for the Knowledge Management Specialist is in AHADI’s Nairobi office. 





These terms of reference will be valid for one year and can be revised and renewed by AHADI’s chief of party in consultation with SUNY/CID and the Urban Institute.



Travel: Some in-country travel is expected during the consultancy (10%).

Reporting to the Regional Election Coordinator, the successful candidate will be responsible for facilitating and monitoring the delivery of effective and efficient election operation services at the constituency level, managing constituency electoral activities, providing guidance on the implementation of the Commission's strategy at the constituency level and ensuring the preparation of periodic reports.

Key Duties and Responsibilities
  • Provide management support, develop and oversee the implementation of strategies, policies, plans and budgets at the constituency level while ensuring the alignment of these to the regional and overall Commission strategies.
  • Ensure that election operation activities at the constituency level comply with internal controls and budget restrictions.
  • Ensure provision of administrative support services at the constituency level including distribution of election materials, transport management, implementation of security policies and protocols and ensuring the safe custody of the Commission's assets.
  • Responsible for sound financial management and prudent use of all commission funds at constituency level in line with commission's financial policies..
  • Liaise with the Regional Election Coordinator to implement training programmes for registration and election officials at the constituency level.
  • Identify, inspect suitable polling, nominations and tallying centers.
  • Liaise with regional administrative and security officials at the constituency level.
  • Compile and certify the voters register.
  • Undertake the verification and revision of voter's register as required by law from time to time.
  • To liaise with political parties in respect of elections and related activities
  • Develop accountability measures, monitor the performance indicators at the constituency levels and ensure the timely preparation of periodic reports.
  • Perform any other duties as assigned by the commission.
The successful candidate must be ready, able and willing to work in any Constituency within the Country.

Qualifications
  • Education: A minimum of Bachelors degree from a recognized University
  • Experience: A minimum of five years experience in management of public affairs. Proven experience in results-based management, monitoring and evaluation or managing election process is an added advantage.
  • Knowledge: Must be computer literate. Good negotiation, planning and coordination skills.
  • Additional training and professional experience in fieldwork will be an advantage.

Tiri-Making Integrity Work seeks a Programme Manager for its "Electoral Justice Principles" Programme, funded by the United Nations Democracy Fund (UNDEF).

Position 007/09 - Gender Expert

We are seeking to recruit for an expert on gender to help steer implementation of the ASARECA gender mainstreaming strategy.

Working the Policy Analysis and Advocacy Programme Manager, the expert will be charged with implementation of the gender mainstreaming strategy and 'Champion' the process in ASARECA.

The job holder will, inter alia:
  • Support the strengthening of gender mainstreaming in ASARECA's programmes and projects which includes use of gender criteria in project proposals, reporting and evaluation, and revision of the gender criteria where appropriate
  • Develop, propose and undertake gender mainstreaming initiatives in the region including providing technical backstopping towards the development of a gender strategy in each of the NARS in EGA;
  • Support ASARECA and its partners to formulate gender responsive policies to enhance gender mainstreaming in agricultural research
  • Identify and build capacity of gender quality assurance teams at appropriate levels in each NARS of ASARECA.
  • Coordinate and maintain a close working relationship and strong communication channels with ASARECA stakeholders
  • Represent AsARECA's interests at relevant gender events.
  • Serve as ASARECA's contact point and partner with social and gender policy experts in the ECA region and consequently build a network for addressing issues of regional priority in relation to gender.
  • Identify individuals who can be champions of change in partner organizations in order to enhance institutional commitment at ASARECA.
Qualification and experience
  • The person will have a University degree at Masters level in Gender or Development studies, Social sciences, Humanitarian studies, Political Science and Economics.
  • The person will have 5 to 7 years progressive experience in application of gender mainstreaming in programmes and projects in agricultural research for development in some or all of the ASARECA member countries with proven qualities of synthesis and strong ability to analyze, prepare and present written materials in excellent English.
  • Knowledge of French is desirable.
Duration
  • This contract will be initially for a period of twenty four months, renewable subject to annual performance review and availability of funding.

Reducing poverty is the primary aim of the British Government Department for International Development (DFID). DFID Kenya and Somalia is responsible for managing the British Government's contribution to international development in Kenya and Somalia, with the objective of supporting governments to reduce poverty in order to achieve the Millennium Development Goals (MDGs).

Early Recovery and Local Governance Adviser - Somalia

We are looking for an experienced Early Recovery and Local Governance professional who will work with the Somalia Programme Manager and broader advisory team in delivering DFID's early recovery interventions work in Somalia.

The key responsibilities of this post are:
  • Lead DFID's programmes on early recovery and local service delivery
  • Provide analysis and advice on related programme areas (e.g. humanitarian and governance)
  • Help the UK Government and wider international community to develop a strong post-conflict recovery response
You will have the following technical and behavioural competencies:
  • A degree in a relevant conflict management, governance or social development area; ability to demonstrate a range of experience of managing and leading on early recovery interventions work at a senior level in an organisation or as a consultant; and experience of working in conflict-affected and fragile states, particularly on issues of early recovery and sub-national governance.
