The Parliamentary Strengthening Project (PSP), funded by the US Agency for International Development (USAID) and the United Kingdom’s Department for International Development (DfID), and implemented by the State University of New York’s Centre for International Development (SUNY/CID), seeks qualified candidates for the position below. The Project works in partnership with the National Assembly to support Parliament’s various institutional development activities. The successful applicant, to be based in the Nairobi SUNY Kenya office, will be hired as a contract employee by the United States International University (USIU) and will report to the SUNY Kenya Country Director/Chief of Party (COP).
 Monitoring and Evaluation Specialist
 The Monitoring and Evaluation Specialist will support PSP efforts to develop effective programming and to monitor and report on progress to desired outcomes from the project’s efforts under the guidance and direction of the Chief of Party.
 In collaboration with PSP staff, MPs, Parliamentary and ministerial staff, other international partners, and civil society leaders, the Monitoring and Evaluation Specialist will:Oversee the design, data collection, and analysis of survey research, PMP data and baseline studies of MP, CSO and citizen perceptions of the Kenya Parliament, its role in making of national policy, budgeting and law making, and the constructive involvement of civil society organizations through small grants in this process.Assist in the preparation of briefing documents, success stories and support the PSP program officers in presenting study recommendations to Members of Parliament, parliamentary and ministerial staff, CSOs leaders, USAID officials, and other international development partners.Prepare quarterly and annual PMP Results for USAID and DFID that measure and analyze the project’s progress in achieving targeted output, outcomes, objectives and overall goal established in the PMP.Regularly appraise the COP on any developments in regard to project monitoring, evaluation, reporting and learning (MERL)that the PSP needs to be aware of or to improve.Graduate degree in a field relevant to the area of expertise. Our client, the Parliamentary Service Commission (“PSC”), is constitutionally mandated to manage the administration of parliament. This includes the provision of services and facilities to ensure effective and efficient running of parliament, preparation of parliamentary expenditure budgets and estimates, constitution of offices in the parliamentary services and the appointment and supervision of office holders. The  Constitution of Kenya 2010 introduced the citizens of Kenya to a new parliamentary system through the establishment of a Senate in addition to a National Assembly as set out in Chapter 8. In recognition that each arm of parliament has a distinct but uniquely different role and function, PSC wishes to recruit for positions in the administration structure of each arm of parliament and the Parliamentary Joint Services (“PJS”) that supports the members of both structures.

Parliamentary Joint Services Director General of the Parliament Joint Services (ESS 478)


Reporting to the Secretary of the PSC, the jobholder will be the administrative head of the Parliamentary Joint Services responsible for all the Joint Services Directorates.

The jobholder will also be responsible for:Coordinating, designing and delivering training, research and consultancy services of the CPST.Developing and implementing plans, budgets and policies of the Centre;Developing and implementing strategies for resource mobilisation;Coordinating and identifying appropriate parliaments or other institutions for the attachment and exposure of Members and staff of parliament;Managing resources effectively, efficiently and providing strategic leadership to the Centre;Managing staff performance and ensuring achievement of set goals and objectives; andAdministering the operations, affairs and activities necessary for the execution of the mandate of the CPST.The successful candidate will have a Bachelors degree in Social Sciences, Humanities or a relevant field and

accounting functions in parliament.
The jobholder will also be responsible for:Overseeing financial control of the institution of parliament;Accounting for the money allocated to parliament;Overseeing the procurement of goods and services for parliament;Formulation, interpretation and application of accounting and finance policies, procedures, rules and regulations;Authorisation of all expenditure for the PSC;Giving guidance in all financial matters of parliament;Overseeing the preparation of PSC’s budget;Issuance of authority to incur expenditure (AIE) to units under the direction of the Director General;Planning and monitoring of parliamentary programmes and projects;Evaluating financial implications of major policy changes;Coordinating donor funding for parliament; and Linking with Treasury in areas of procurement guidelines, accounting matters and financial regulations as stipulated in relevant legislation.The successful candidate will have a Bachelor’s degree in Commerce, Accounting option, or Finance option or any other relevant qualification and a Masters Degree in a relevant field. The ideal candidate will also possess professional accounting, finance, or procurement qualification (e.g. CPA (K) or ACCA) and have at least ten years experience in accountancy, financial management or procurement. They must also have experience working as a Chief Accountant, Chief Finance Officer or other equivalent level for at least three years. Support the implementation of Constitutional Benchmark 2 under the Somali End of Transition Roadmap

* Advise on future programming based on Roadmap activities and implementation which flows from the Roadmap. Scope of Work: The Incumbent is expected to perform the following duties:
* Advise, support and build capacity on design, implementation, etc on all parliamentary and transitional issues and institutions to be created and supported under the Somali End of Transition Roadmap, Benchmark 2: Constitution; in particular, work with the relevant committees, namely the Parliamentary Constitutional Committee, on constitutional process related legislation and amendments to the Transitional Federal Charter (or other constitutive legal documents) to allow for the constitutional process to proceed; to work with relevant committees of sub-national parliaments on harmonization with the federal constitution and ensuring that legislation comports with both federal and sub-national constitutional provisions.
* Based on the above to advise of future programing based on Roadmap activities and implementation which flows from the Roadmap and adoption of the Constitution, including helping legislatures at the federal and state levels perform their central role in respective national and sub-national constitutional processes, as well as post adoption constitutionally mandated legal reforms necessary to implement the constitution(s). and supporting engagement and cooperation of Puntland parliament and Transitional Federal parliament on the adoption of the new federal constitution and other legal processes under the Roadmap and flowing from the Roadmap. Monitoring and Progress Controls: The consultant will work under the overall supervision of the Joint Constitution Unit Project Manager. A work plan for the consultancy will be developed and agreed to no later than two days after the start of the assignment. Evaluation of the contract will be made against the benchmarks and deliverables set for the assignment of the consultant at the end of the contract duration. Final Product and Deliverables
* Analytical research reports on relevant constitutional and legal issues and parliamentary committee work plans focused on the above mentioned areas, as well as technical assistance on preparing substantive draft laws as well as legislative drafting training for relevant committees charged with constitutional issues
* Report and analysis of parliamentary development strategies in Somalia with recommendations for future areas of emphasis.
* Report and analysis of the required constitutional and legal framework for law making capacity building to ensure functioning of the legislative stream, based on comparative research.
* Detailed assessment of the needs of the national and sub-national legislatures in order to implement constitutional mandates, and suggestions for the development of strategy for UNDP response to these needs
* Development of a common legal drafting methodology and approach for parliaments based on the new constitution
* Recommendations and a draft implementation plan on ensuring engagement and cooperation between, for instance, Puntland parliament and Transitional Federal parliament on the adoption of the new federal constitution and other legal processes such as harmonization of the national and sub-national constitutions.
* Lessons learnt. Review and Approval: The performance of the contractor will be reviewed on bi-monthly basis to approve outputs prior to authorization of payments.
