The Associate Director, Technical is primarily responsible for providing technical assistance, laboratory strengthening and quality assurance/quality control materials and programs to support laboratory activities. The Associate Director, Technical will also be responsible for providing training on laboratory quality, conduct laboratory assessments and audits.This position will work closely with the Project Director, and other members of the Project Team.

The Parliamentary Strengthening Project (PSP), funded by the US Agency for International Development (USAID) and the United Kingdom’s Department for International Development (DfID), and implemented by the State University of New York’s Centre for International Development (SUNY/CID), seeks qualified candidates for the position below. The Project works in partnership with the National Assembly to support Parliament’s various institutional development activities. The successful applicant, to be based in the Nairobi SUNY Kenya office, will be hired as a contract employee by the United States International University (USIU) and will report to the SUNY Kenya Country Director/Chief of Party (COP).
 Monitoring and Evaluation Specialist
 The Monitoring and Evaluation Specialist will support PSP efforts to develop effective programming and to monitor and report on progress to desired outcomes from the project’s efforts under the guidance and direction of the Chief of Party.

The Strengthening Health Outcomes through the Private Sector (SHOPS) project is USAID's flagship project in private sector health. 

It works to involve nongovernmental organizations and for-profit entities in addressing the many health needs of people in developing countries, with particular focus on family planning and reproductive health, child health, and HIV/AIDS. Abt Associates is seeking to hire a Health Finance Specialist to manage and provide technical assistance to health finance activities implemented byKenya/SHOPS.

General Job Responsibilities

A Technical Specialist (TS) at this level would be an expert in the professional field.  

He/she would have direct project management responsibility for a small project or one component of an overall project that is large, highly complex, highly visible, and well-funded.  General responsibilities may include:Provide direct  management and technical direction to one or several components of the project;Design and implement one or more of the project’s technical aspects;Manage and monitor technical aspects of the program, and advise the Project Director on technical, budgetary, and management aspects of implementation;Provide research, analysis, and consultation on project planning, implementation, monitoring, and evaluation;Collaborate with key partners (government, NGO, commercial sector, USAID partners and other donors); andServe as subject matter expert.Specific Job Responsibilities
The Health Finance Specialist will report to the Chief of Party and liaise with technical management at Abt/SHOPS headquarters. The Health Finance Specialist is expected to:Provide technical assistance (TA) for health finance activities, including research, analysis, and advisory services.  These activities may include but are not limited to: identification and scale-up of health care financing mechanisms, including micro-insurance and medical savings accounts; development and piloting of provider payment mechanisms; expansion of health insurance coverage through promotion of healthcare financing partnerships; and costing analysis for outpatient and inpatient packages.In collaboration with the Kenya/SHOPS team, work to develop and sustain partnerships with government partners, private sector stakeholders, and other donors in support of these activities.Provide management and budgetary oversight on implementation of health financing activities to ensure all activities are completed within the agreed to timeframe and budget.Track progress of health financing activities against the workplan in accordance with available funding.  Ensure all processes and procedures for project implementation are in accordance with USAID guidelines and protocols.Support monitoring and evaluation of project activities, including ongoing assessment of health finance activities, and support project documentation (including financial reporting) as needed.  Contribute to project deliverables, including reporting and writing.  As additional funding becomes available, provide guidance for additional activities or expanded scope or existing activities in consultation with the Kenya/SHOPS team and USAID/Kenya.  As a member of the Kenya/SHOPS team, participate in and contribute to the workplan development and updating process, including providing technical and budgetary guidance for health finance activities.  Participate in team meetings and contribute to the overall success of program implementation.  Develop SOWs and help identify consultants to support program implementation.Regularly track and report progress of health finance activities by contributing to quarterly, semi-annual and annual reports in accordance to USAID reporting guidelines.Contribute to business development efforts in Kenya as appropriate, by providing technical input into new proposals for USAID and other donors.Master’s degree and 6+ years of relevant experience OR the equivalent combination of education and experience;5+ years of experience in developing and managing health finance programs for vulnerable populations, preferably in Kenya; Experience working on USAID programs or other donor funded work; Excellent partnership development and collaboration skills, including with Ministries of Health, private sector stakeholders, and other donors;Project management experience dealing with various elements of a large project and various team members across the world;Demonstrated teamwork skills and ability to produce high quality work in a timely manner;English language fluency and excellent written and spoken communication skills;Computer literacy.Preferred Skills and Qualifications:Technical expertise in one or more of the following areas: health economics, health financing, health insurance, and costing.Familiarity with the public sector’s mechanisms and policy/regulatory environment related to health financing in Kenya.Please include a short (3-5 page) writing sample.

Job Purpose

 The FANIKISHA Institutional Strengthening project is a five-year cooperative agreement (2011-2016), funded by USAID/Kenya and implemented by Management Sciences for Health (MSH), Pact Inc., Danya International, and the Regional AIDS Training Network (RATN). FANIKISHA is currently working to strengthen the institutional capacity of six national level Civil Society Organizations (CSOs) and their affiliates to empower them to play a more strategic role in working with the Government of Kenya and other stakeholders to deliver effective health services at the community level.
FANIKISHA has established an Institutional Strengthening Marketplace where CSOs are able to initiate business and establish contacts necessary to improve their institutional capacity. The Institutional Strengthening Marketplace is a combination of a digital interface along with face-to-face events where qualified Kenyan institutional strengthening service providers and CSO customers meet to familiarize, engage and transact business relating to institutional strengthening in a quality-assured business environment.
FANIKISHA, therefore, invites expressions of interest from potential local individual and corporate institutional strengthening service providers in the following organizational functional areas:
1. Organizational planning and resource mobilization;
2. Communication, information and records management;
4. Advocacy, networking and alliance building; and
5. Grants and sub-grants management.
Successful institutional strengthening service providers will guarantee quality services by complying with the CSO institutional strengthening standards which are currently being developed. They also get the opportunity to deliver institutional strengthening services to the six national CSOs and affiliates as the CSOs use their mentored grants to directly procure these services and products from the Marketplace. The qualified providers will be included in a directory of institutional service providers to be circulated extensively by FANIKISHA to potential CSO buyers beyond the six national CSOs and their affiliates.

The Africa Centre for Open Governance (AfriCOG) is currently implementing a project titled Strengthening Parliament by Supporting Parliamentary Oversight Committees, whose main objective is to increase the efficacy of parliamentary watchdog committees to effectively undertake their oversight/watchdog roles in the new constitutional dispensation and the capacity of parliamentary support staff and civil society to support them.

Who we are

AfriCOG is an independent, non-profit organisation that provides cutting edge research and monitoring on governance and public ethics issues in both the public and private sectors so as to address the structural causes of the crisis of governance in the country.

Our reports, policy briefs and overall work add value to anti-corruption and governance reform processes in Kenya by stimulating policy discussion and supporting evidence-based advocacy and mobilisation work of our partners.

Background:

The adoption of Kenya’s new Constitution marked a significant milestone in Kenya’s reform process. The new constitution not only increases Parliament’s capacity and independence, but it also strengthens parliamentary oversight over the Executive.

In spite of these achievements, the impact of new constitutional dispensation and provisions on the role and structure of Parliament, particularly vis-à-vis the Executive, is yet to be adequately understood both within and outside of Parliament.

It is necessary that the implications of these changes for the operations of Parliament and in particular the targeted watchdog committees be clearly understood so that appropriate support activities can effectively be carried out.

The assignment

AfriCOG invites applications from suitably qualified persons for a consultancy opportunity to conduct an initial scoping study.

The project responds to the need to analyse the impact of the new constitution, specifically on the work of oversight committees both internally as regards operations, procedure and relationship with parliamentary standing orders, and externally with regard to relations to the Executive, public scrutiny and public participation.

The analysis will enable the designing of appropriate support mechanisms and programme interventions to Parliamentary Oversight Committees, especially, the Public Accounts Committee (PAC) and the Public Investments Committee (PIC).

AfriCOG’s proposed intervention is critical because there is little, if any, structured inquiry or real appreciation of the implications of the changes proposed in the new constitution and for the operations and role of parliament and its committees.

Scope of work

The consultant will:

Produce a situational analysis on the state and operations of parliament and the key oversight committees and identify the necessary changes in their capacity and operations as stated in the new constitution;Propose key target committee(s) for the interventionsPropose ways of ensuring public participationIdentify and outline opportunities for increasing the efficacy of parliamentary oversight committees in the context of Kenya’s new constitutionAnalyze the obligations of, and key limitations to the efficacy of parliamentary oversight committees under Kenya’s new constitutionUndertake a comprehensive review of the working of oversight committees, their roles and effectiveness in the context of the new ConstitutionIdentify gaps that may affect the efficient functioning of the oversight committeesBroadly outline the implications of the newly reconstituted oversight committees for parliamentary Standing OrdersAssess current approaches to supporting the work of parliamentary oversight committeesIdentify opportunities for the Civil Society to engage with parliamentary oversight committees in the context of the new ConstitutionIdentify gaps in the capacity of parliamentary staff providing support to the committee(s).Respond to any other related questions.Time frame:

The study will be undertaken over a 30 day period commencing October 2011.

A detailed time frame will be developed at the start of the assignment.

Methodology:

The assignment will be implemented through various methodologies including:

Desk review of literature, existing reports on capacity building interventions with ParliamentInterviews with key stakeholdersWorkshops and meetings with key stakeholdersAn inception study describing the proposed approach methodology, presenting a detailed plan of action and organisation of the consultancy of 5 pages maximumSummary notes of all meetings with AfriCOGA Report of the scoping study detailing all findings, recommendations and proposed interventions for strengthening the work of Parliamentary Oversight Committees in line with the scope of work as outlined under these ToRsA presentation of the main findings and recommendations of the study to AfriCOG at a date to be agreed upon between Consultant and AfriCOGA presentation of the final report findings from one meeting with key stakeholdersThe consultant shall present the reviewed report after incorporating AfriCOG’s comments within 10 days following the last day of the consultancy.

AfriCOG will determine the quality of the report/finished product according to AfriCOG’s standards. make the final determination as to the quality of the submitted product.

Format of reports:

i) The inception report should not exceed 5 pages. The notes to be submitted after each meeting with AfriCOG should be in “bullet point” format and not exceed 2 pages

ii) The final report will contain;

The Fanikisha Project is a new 5-year Institutional Strengthening Project to be funded by USAID. Pact will be implementing this project jointly with Management Sciences for Health (MSH), Danya International and Regional AIDS Training Network.

The project will seek to strengthen the technical and institutional capacity of national Civil Society Organizations (CSOs) in Kenya to enable them to be responsive to the health sector needs and well being of Kenyans.

This project will also strengthen the national level Kenyan NGOs, CSOs and / or CSO networks to provide national level advocacy for inclusion of CSOs in policy making and strategy development for increased health service delivery to the communities.

Pact is seeking individuals to fill in the following positions:

CSO Advocacy Technical Advisor: Will play a key role in strengthening Kenyan civil society in the health sector by strengthening health advocacy skills and capacities.

S/he will be responsible for strengthening CSO leadership role in advocacy at the national policy and strategy development level. The Advocacy Advisor will support the development of CSO advocacy plans, mentor advocacy staff at CSO level and work to link organizations for stronger CSO advocacy networks.

Institutional Strengthening Advisor: Will lead in the provision of organizational capacity development support and coordinate all technical assistance provided to designated CSO organizations.

S/he collaborates on establishing an effective technical exchange and support network among service provision partners and institutions, including international and local NGOs and FBOs.

Required: MSc. in Demography, Epidemiology or related field with at least 6 years experience on USG funded programs.

Financial Management Technical Advisor

This position is responsible for providing Technical Assistance in financial management to CSOs. The incumbent will work with a team of professionals to transfer essential skills, including appropriate costing of services, budgeting and management of funds to strengthen the operational and financial capacity of clients and partners.

Required: MBA, CPA with a minimum 5 years experience with demonstrated capability in health financing & provision of direct Technical Advice to CSOs, NGOs, GoK.

Human Resource and Change Management Advisor

The Advisor is responsible for developing and assisting with the implementation of innovative and promising responses to pressing Human Resources Management and Change Management challenges faced by CSOs.

The Advisor will support the development and implementation of Change programs and HRM systems and practices in order to ensure sustainable and effective operations of CSOs.

Required: Advanced degree in Social Sciences, Public Administration and at least 6 years
experience in Governance and HR policy in the health setting in Kenya.

Grants Manager

The incumbent is responsible for managing the contractor’s grants portfolio in accordance with USAID procedures.

He / She will participate in monitoring of sub grantees performance, evaluating grant proposals and budgets and assist applicants in refining them. He / She is responsible for the grant management cycle.

Required: Minimum MBA with at least 6 years contracts and grants management experience on USAID funded programs.

CSO Advocacy Technical Advisor

He / She will develop and implement policy and advocacy initiatives to raise the priority of, and commitment to CSOs programs among national, provincial, and district level policymakers and decision makers, within the context of promoting improved service delivery in health.

Required: demonstrated success as a technical leader & strategist in implementing change, ability to negotiate and influence at policy level for CSOs, GOK etc. A minimum of 5 years experience with a Bachelors degree in Public Administration or a related field.

Institutional Strengthening Advisor

The Institutional Strengthening Advisor provides organizational capacity development and coordinates technical assistance in management and leadership development for CSOs and their teams.

He / She collaborates on establishing an effective technical exchange and support network among service provision partners and institutions, including international & local NGOs
and FBOs.

Required: 5 years experience in Institutional Capacity Development for CSOs in a developing country context with an MPH or related qualification.

Marketplace and Communications Advisor

He / She is the Project’s lead expert in managing the communication on the web based marketplace and leading communication initiatives to implement effective communication within the CSOs and their networks.

He / She will check / review the portal and encourage interest and use of the portal as a forum for knowledge exchange, sharing tools, new approaches and updates on CSO activities.

Required: Graduate degree in Public Health or Communication with exceptional communication skills using varied forums include web based communication strategies with at least 5 years experience on health related programs.

Grants Officer

The Grants Officer works with the Finance and Grants leads to monitor and ensure sub-agreement and project compliance with the terms and conditions of the Agreements. S/he will help manage the grants management cycle.

Required: MBA or equivalent with at 3-5 years proven Grants Management experience for USG programs. Ideal candidate will demonstrate expertise in financial and operational systems.

Budget Analysts

He / She prepares contract budgets, acts as subcontract administrator for selected subcontracts, and assists in the preparation of cost proposals budgets when needed due to high proposal volume.

Activities include subcontract management and negotiation, cost proposal and contract budget development, project staff training, and ensuring compliance with USAID donor regulations in budget development and contract and subcontract matters.

Required: Bachelors degree in Finance plus relevant Contract Management USG program experience.

Project Operations Associate

He / She is responsible for supporting the smooth operation of Chief of Party’s office and that of technical teams by providing administrative, operational, and logistical support for technical activities for the project.

The Program invites applications from highly motivated young Kenyans interested in participating in its Junior Legislative Fellows Programme.

The programme, which in 2011/2012 will run within the context of the new constitutional dispensation, is a unique opportunity for university graduates interested in a legislative and public service career to link their theoretical knowledge with the actual work of legislation and public policy formulation.

During the 12-month programme, Junior Fellows are exposed to Kenya’s legislative environment and have an opportunity to work with elected representatives as well as build their leadership skills.

• Conduct two monitoring visits to monitor and evaluate the quality of the activity progress and capacities of the water facilitator and WMCs.
• Submit final report.
