Develop content for external communications, blogs and social networking platforms. Bachelor’s degree in Communications, Journalism or equivalent combination of professional and academic experience.At least 2 years of experience planning, testing, launching, monitoring, optimizing and measuring social media campaigns. Excellent knowledge of leveraging social media technologies such as Facebook, Twitter, YouTube, blogs, and working knowledge of web analytics software.Photography and Photoshop/photo editing skills.Knowledge of Adobe InDesign or other publishing software will be a plus.Proficiency using computer packages and software including Word, Excel, and PowerPoint.Excellent written and verbal communication skills. Title: Cash Based Intervention Expert

Duration of assignment:4 months from 1st of November to 28th February 2015

CONTEXT

As part of 2014 UNHCR-WFP JAM recommendations and Fresh Food Voucher pilot project evaluation, UNHCR Kenya, in partnership with WFP, is considering cash/voucher based transfer modality for part of GFD and some core relief items for refugees in Dadaab and Kakuma camp.

Voucher modality of assistance has gained good experiences from pilot project in Dadaab but nothing has been done on cash modality. In the next PRRO starting in April 2015, WFP intends to provide 10-20% of cereals in form of open voucher or cash hence this assessment will go a long way in advising the preferred modality. UNHCR Kenya further intends to entrench the transfer modality to livelihood interventions as well as integration of refugees and host community economies.

Refugees camps in Kenya are established in semi-arid parts of northern Kenya with limited agricultural opportunities and most of food commodities in the areas comes from far production areas like Garissa/Thika for Dadaab and as far as Kitale for Kakuma.

Recent government of Kenya directives which limits issuance of movement pass, refugees businesses are facing challenges for re-stocking the commodities and have to rely on a bit more expensive wholesalers.

UNHCR is looking for additional land in Kakuma to settle new arrivals, and which will be developed in a way that will support backyard gardening as well as joint refugees and host community irrigation corridors for livelihood and food production.

Scope of work and reporting structure

The scope of work of the Cash and Voucher Expert will be toexplore the feasibility of cash or vouchers or a mixed modality in Kenya and propose a practical way forward, in the form of a detailed action plan and concrete steps towards implementation (i.e. signing of contracts and agreements…), to shift to CBI. In doing so, the expert will be exploring the possibilities to implement CBI in the different sectors of intervention of UNHCR. He/she will report to Technical Coordinator and work closely with Livelihood Officer and in partnership WFP and other key stakeholders in UNHCR regional office and HQ. The Expert will be based in Branch Office Nairobi and undertake missions throughout the country as required. The consultant will build the capacity of country programme for the sustainability of the interventions.

Accountability (key results that will be achieved)

UNHCR Cash Based Interventions are implemented as part of a coherent response, also in partnership with WFP, in combination with other types of assistance being provided to persons of concern.CBI are designed and implemented according to UNHCR guidelines and good practice established, with the overall objective of contributing to the well-being of beneficiaries.The specific requirements of persons of concern are assessed and analysed in a participatory manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for design, implementation and monitoring.As a result, a detailed action plan is designed for UNHCR to start implementing CBI, considering the possibility of scaling up CBIs over time.

Responsibility

Support the country office to systematically consider CBI to meet refugee needs, this includes establishing a multi-sectoral country office team that include management, programme, protection, ICT, supply, admin/finance, and other staff as required.Identify possible focal points in the different units that can be partially involved in the assessment as part of a learning exercise on CBI for UNHCR staff.Identify a pool of potential partners for future expansion of CBI activities and build capacity of UNHCR and potential partners to set up and run CBI.The expert will assess in a minimum of 4 camps which is the most appropriate transfer modality (cash, vouchers, in kind or mixed) and delivery mechanism. These camps will be identified in collaboration with the CO. He/she will::assess beneficiary preference and any potential protection issue linked with a change in assistance modality ;verify beneficiary physical access, to ensure that households have continuing/easy access to markets;assess the security issues linked with the CBIs to be introduced and undertake risk analysis and mitigating factors;undertake market research to assess if local markets can meet refugees’ needs for goods and services including price variations and availability of basic items (food and non-food items for example, sleeping mats, jerry cans, blankets, sanitary napkins, plastic buckets, soap, mosquito nets, kettles, school uniforms…);assess the capacity, availability and willingness of retailers to use vouchers, if applicable and technological solutions for their use;assess the availability of financial systems for cash transfer (including mobile phones, microcredit institutions, banks, post offices, etc.), potential financial partners, and their capacity;assess and pre-identify implementing partners;evaluate the cost-efficiency and cost effectiveness of the possible shift from in-kind to CBI and among the different delivery mechanism;Write Standard Operating Procedures for the intervention, either UNHCR specific or in partnerships with implementing and/or operational partners, in line with UNHCR guidance and SOP templates. These should include detailed description of:targeting strategy, methodology and criteria;identification of beneficiaries, including persons with specific needs, and risk mitigation measures to ensure no exclusion;risk analysis and corresponding mitigation measures;monitoring matrix including definition of data collection tools, indicators and targets to measure and analyse programme performance, trends and target interventions. These should be done jointly with WFP where possible and feasible, in line with the Joint Action Plan 2014 and involve protection and programme staff.data protection risks and procedures to reflecting UNHCR’s draft policy on information sharing and data storing processes with IP and financial service providers;Where feasible and appropriate, participate in meetings and working sessions with other CBI partners to define and undertake concrete steps to define a common platform for provision of assistance (food and/or non-food).Support the country office in providing feedback to partners, e.g. WFP, in the design of appropriate and feasible cash-based interventions, taking into consideration UNHCR guidelines and the importance of considering protection benefits and risks.Work with Country Office management to define and promote an integrated vision of in-kind and cash and voucher modalities to meet UNHCR objectives, including share objectives with Operating Partners, e.g. WFP.Support Country Office management to engage and inform government and donor stakeholders, ensure they are appropriately involved and kept up to date on developments vis-a-vis CBI.If time allows, support the CO to take concrete steps toward the implementation of CBI (signing of agreement with partners, financial service providers, etc.).Prepare a report at the end of the consultancy, including practical steps on the way forward, recommendations and lessons learnt.Required QualificationsUniversity degree in International Development, Social Sciences, Business administration or in any other related discipline.Minimum 6 years of relevant professional experience, including at least 3 years in CBI.Proven knowledge and technical skills in set up, design, implementation and monitoring of CBI from a multi-sectorial perspective.Previous work experience with UNHCR and /or WFP an advantage.Excellent knowledge of French, English. Arabic (written and spoken) is an advantage.How to apply:

WASH Community Development Expert

Duty station: Modogashe (Lagdera district, Garissa county)
Responsible to: WASH Project Manager
Working with: WASH Technical Supervisor, WASH Sensitization supervisor, local authorities and communities
To re-design the approach to hygiene promotion to utilize a Behavior Change Communication (BCC) approach. Develop tools and processes to identify triggers and barrier to behavior change for School, Health Centre and community project. Create key messages and selection of communication channels to promote behavior change. Developing training modules for the capacity building of the Water Committee Associations. Use the WCAs modules to train the WCAs and adapt the modules if necessary. Participates in the capacity building support to the Water Committees Associations, WASH committees, schools teachers and other relevant local authorities and community groups, as required by the project.
Under the supervision of Tdh WASH Project Manager and in close collaboration with the MOPH and MOW of Lagdera district, she/he is responsible for developing IEC material with a BCC approach, give guidance to improve the hygiene promotion sessions,  developing modules for WCAs capacity building and training the WCAs.Develops modules for training and capacity building of the Water Associations committees.Participates in the capacity building support to the Water Committees Associations, WASH committees, schools teachers and other relevant local authorities and community groups, as required by the project.Develops or improve already existing tools to improve the WASH sensitization activities. Creates new IEC materials for the schools, health centres and community with the Behavior Change Communication (BCC) approach Test these IEC materials and adapt them if necessaryEnsures that activities are appropriately proposed, when deemed necessary, amendments to the WASH strategy, in consultation with the WASH PM. In collaboration with the WASH PM, participates in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision.Develops or improve already existing tools to improve the WASH sensitization activities.Develops or improve already existing tools to improve the monitoring of WASH structures.Participates in the capacity building support to the Water Committees Associations, WASH committees, schools teachers and other relevant local authorities and community groups, as required by the project.Participates in the development of database tools and supervises field testing of the toolsIn a participatory manner identifies, mobilizes and trains community members and other actors to encourage their participation in different aspects of the project implementation and development.Master in anthropology, behavior change or communication with an experience in water sanitation or social marketing in the field with an NGO especially in Kenya.
