MSF-OCBA is looking for a Fleet Management Mobile Implementation Officer

General Context: Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around five operational directorates supported by 23 sections and offices worldwide. MSF OCBA is one of those directorates. 

The operations are implemented by 41 field teams and 20 mission coordination teams and organizational units based in Barcelona, Athens, Nairobi and Buenos Aires.
The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Logistics Department

Job Context and General Objective: Within the Logistics Department, hierarchically and functionally accountable to the Terpo in charge of Transport, M.I.O.’s main objective is to support the deployment and implementation of policies, strategies and procedures of the organisations relating to the mechanics and vehicle fleet management areas. 

This implementation will be directly undertaken taking into consideration the adjustments and corrections previously agreed with his/her line manager, and through the training of MSF logisticians, mechanics and drivers.
S/he works in close collaboration with the reference officer for the transport area and with the Logistics Coordinators, to whom s/he is accountable while in their respective missions.
 Main Tasks and ResponsibilitiesEvaluate the implementation of OCBA’s mechanics and vehicle fleet management policies, strategies and procedures.Train MSF mechanics and drivers in maintenance and repair of the MSF vehicle fleet (vehicles, motorcycles, generators, motor pumps and outboard engines)Train the person in charge of the garage, the Log-Admins and if possible the Logistics Coordinator, in vehicle fleet management, mechanics and spare parts and consumables management.Hands on mechanical interventions when needed.Assess the general situation of garages, propose and implement modifications to improve general management, tool follow-up and security and safety regulations at the work place.Identify the needs in terms of additional tools for the person in charge of the garage and the driversPrepare spare parts orders combining mission needs and technical criteria towards a given strategy when needed.Participate in the preparation of procedures and strategies.Participate in trainings and field sharing information events as facilitator if needed.Be proactive on advising and implementing innovative actions oriented to operational improvements.Communicate with stakeholders (Other sections, other organizations…etc.) in the field to be attentive to options.Assess local suppliers of spare partsAssess fuel and oil supplier.Assess the need to keep a buffer stock of fuel at the base or at the counterparts’ warehouses and ensure good storage management.Assess disposal and recycling possibilities at field level.Prepare a Visit Report after each field visit.Selection Criteria

Education and Experience

Mechanics including 4WD. - Monitor the use of vehicles, cranes and construction equipment, maintenance, repairs and fuel consumption;
- Monitor movement plan according to the various projects’ needs;
- Ensure that a logbook system for all the vehicles/cranes/equipment is implemented with total accuracy.
- Monitor the use of fuel. Brief drivers on the security and safety of both passengers and drivers themselves as well as the cargo.
- Maintain a logbook system for all the vehicles/cranes/equipment and ensure that each trip is registered accordingly.
- Maintain a system that could eventually alert on when and what type of basic maintenance/service is needed for each vehicle/equipment.
- Maintain a file on each vehicle/equipments which should then include all specifications (procurement docs, insurances, taxes, users manual, terrific, plate number certificate, repairs/maintenance record, fuel consumption record, accident reports etc)
- Preparation and sending of monthly, quarterly and annual reports to the relevant directors.
- Ensuring that all the fleet in the organisation have all the regulatory requirements like insurance, etc.
- Ensure the proper and efficient management of Organisation assets.
- Ensure that all XXX assets can easily be traceable and that they are all tagged with numbers.
- Maintain the office premises/guest house to the required standards of the organisation.
- Ensure the efficient running, control and repair of other assets of the organisation like Generators.
 Relevant education, diploma or degree (for example in logistics , Business Administration etc. 4 years work experience in the logistics sector, at least 2 years in fleet management; Strong people management and leadership skills; Demonstrated experience in overall responsibility and accountability for the logistical management of an organization; Strong organizational skills. Strong IT skills. Our client is looking for an outstanding candidate to fill the role of Fleet Development Director based in their HQ in Nariobi. This is a very senior position that will report directly to the CEO. The role will encompass a wide range of responsibilities across many disciplines.  

The purpose of the position is to deliver high quality fleet development support to meet Kenya Airways’ strategic, operational and commercial plans, safely, and at an affordable cost across the whole network.   

1         Deliver an Aircraft Acquisition Programme (MAIN TASK)

-          Build dedicated Aircraft acquisition reconfiguration, delivery and life cycle

-          Build long term fleet planning schedule

-          Develop B787 Fleet Plan and Introduction of the new aircraft.

-          Recruit and manage Project Management resources.

-          Acquire and deliver replacement aircraft

-          Planning for delivery/entry into service new aircraft.

-          Planning on return or disposal of aircraft

-          Lead in the preparation of business cases for acquisition and lease of aircraft  

2         Development of Hangar Space

-          Secure Strategic Partnership with KLM/AF AMO, to deliver revenues

-          Support B737NG Simulator Business

-          Develop  Embraer Service Centre

-          Input into KQ Boeing toolbox and AHM along with EFB software solutions

Knowledge, Skills and Experience
