Job Title: Report Writing Consultants

International Business & Technical Consultants Inc. (IBTCI), Somalia Program Support Services (SPSS) is seeking the services of qualified and experienced consultants to provide support in data analysis and report writing. 

The report writers will be part of the IBTCI-SPSS verification team, helping to deliver, timely well written and soundly structured verification reports based on interviews conducted in Somalia by field monitors. The consultants will participate in internal review meetings and present written reports in a professional, easy to read and understandable manner.
The consultants will be hired part-time under Short Term Technical Assistance (STTA) contracts.The key deliverables under this consultancy contract shall be the individual, monthly and quarterly verification reports. The consultancy contract will be task based.
The consultants shall be assigned a specific number of reports to review upon which the payments will be calculated based on a reasonable estimation of Level of Efforts.Minimum Bachelor’s Degree in Social Sciences, Humanities or statistics with at least three (3) years’ experience in Program Development, Monitoring and Evaluation work. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over 100 countries and has implemented over one hundred and fifty projects. IBTCI has served governments, private sector companies and several donor agencies in the practice area of Monitoring & Evaluation (M&E) across many sectors including education, health, economic growth and democracy & governance.
IBTCI is recruiting for a USAID five year project focused on Evaluation Services and Program Support for Health Programs in East Africa. This project supports USAID/Kenya’s Office of Population and Health (OPH) and USAID/East Africa’s Regional Health and HIV/AIDS Office (RHH) with program-related services, such as program monitoring and evaluation, data quality assessments, logistics for events, meeting facilitation and other support needs. 
The project is based in Nairobi with anticipated work throughout the East Africa region.
The Public Health Specialist, reporting to the Sr. M&E Advisor, will provide oversight, input consultation on evaluation tools, program design and strategic planning on a wide range of health topics, including FP/RH, MNCH, HIV/AIDS, malaria, nutrition and health systems strengthening. S/He will provide quality assurance on technical presentation of findings, presentations and recommendations coming out of assessments and evaluations by the consultants.

Project Description

IBTCI is currently seeking candidates for a proposal as Chief of Party on the Monitoring and Evaluation of USAID programs in Somalia. The M&E Program will be focused on the monitoring & evaluation (M&E) of peace and security, governance, health and education, economic growth, and most importantly stabilization.

In most cases, the project consists of establishing a centralized M&E operation at the USAID Mission, consolidating the performance data being submitted by various USAID Implementing Partners. These assignments also entail overseeing the carrying out of mid-term, final, and special evaluations of individual USAID projects.

Position Description

The individual selected for this position will be based in Nairobi, with possible travel to Somalia.

He or she will be responsible for leadership and quality assurance in the rapid development and implementation of an M&E database, providing continual, on-the-ground performance monitoring, verification and evaluation of the impact, output and outcome results and environmental compliance of a set of USAID projects and activities in each respective country of assignment.

The Chief of Party will also oversee the generation of robust findings on specific results indicators as they relate to current development and stabilization priorities of USAID, enabling USAID officials to better meet day to day information needs in order to make informed program management decisions.

Required Skills and Experience:

University degree in public administration, international development, public policy, evaluation studies, or related field of studies;Previous experience as a Country Director and/ or Chief of Party (CoP) with strong leadership skills;A minimum of 10 years of overseas experience in the management, design, and implementation of donor funded projects and programs;Program policy development in M&E systems for development projects, thorough knowledge of the development and maintenance of M&E systems, including: indicator development, data collections and analysis, data validation and audits, and performance reportingUtilization of GIS web-based reporting and database management in programmatic monitoring, coordination, and evaluationStrong written and oral communication skills;Working knowledge of computer software to include Microsoft Project;Knowledge of the Somalia development challenges;Experience in unstable, conflict-prone or post-conflict reconstruction environmentsPreferred Skills and Experience:
Ability to speak, read, and write in SomaliExperience implementing USAID and UN funded projects; andDemonstrated understanding of stabilization-focused programming.How to apply
