Aga Khan Foundation East Africa - Yetu Initiative

The Aga Khan Foundation (AKF) is a non-denominational, international development agency established in 1967 by His Highness the Aga Khan. Its mission is to develop and promote creative solutions to problems that impede social development. AKF has worked in Kenya since 1974 in sectors that include civil society, health, education and rural development.

AKF is starting a 4-year project with USAID entitled the Yetu Initiative. Yetu means “Our” in Kiswahili, and the Initiative will help Kenyans assert, “These are our concerns, and these areoursolutions.” Yetu will strengthen CSOs in community philanthropy, which occurs when citizens mobilize their own resources to address their community’s needs (both local and global Kenyan communities). Yetu will work with Kenyan CSOs to engage and catalyze citizen support for their missions. This initiative will be based on collaborative efforts involving the private sector, government and civil society.

AKF (EA) is seeking experienced personnel for the following three positions which will be based in Nairobi.

1.Monitoring, Evaluation, Reporting and Learning (MERL) Coordinator

The MERL Coordinator will oversee the design and implementation of the project’s Monitoring, Evaluation, Reporting and Learning systems in partnership with the Yetu implementing partners. Specifically, the MERL Coordinatorwill:

In collaboration with AKF, and project implementing partners develop the Project Monitoring, Evaluation, Reporting and Learning Framework and set up project and activity-specific monitoring and evaluation systems.Coordinate the implementation of project evaluations with reputable consultants, as needed.Assist the Programme Manager in the implementation of the project research and learning agenda.Carry out quality assurance of the project activities including regular field monitoring and supervision.Provide remote and on-site technical support to project implementing partners to build their capacity in M&EPrepare M&E progress reports for the project.Coordinate project M&E and reporting activities among all relevant agencies to meet AKF and donor requirements.Assist in the identification and recruitment of relevant MER technical expertsLiaise with other relevant AKF/AKDN personnel on MER related issues as necessaryWork with the communications officer to conduct focus groups, surveys, market research, etc.

Required Qualifications and Experience

· Minimum graduate degree in a relevant discipline, such as education, international development, or the social sciences

· Minimum of 5 years of relevant practical experience designing and implementing M&E systems in a development context In depth experience in planning and implementation of M&E systems

· Experience with database management, information analysis and reporting

· Proven experience with results-based management and associated tools, USAID donor requirements and reporting processes

· Proven experience working with NGOs and government agencies, and with donor-funded projects

· Proven experience with building capacity and/or mentoring others to strengthen their M&E skills.

· Ability to meet strict reporting deadlines

· Excellent written and oral communications skills in English and excellent analytical, organizational, interpersonal and problem-solving skills

· Experience implementing surveys, focus groups, market research and technology-enabled MERL a plus

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, DRC’s Horn and Africa and Yemen (HOAY) operation focuses mainly on Somalis who are affected by displacement, but also oversees programmes for internally displaced persons in Kenya, Yemen and Ethiopia. The Somalia programme currently has more than 250 staff working in eight main field offices, which include Hargeisa, Bossaso, Galkacyo, Garowe, Mogadishu, Dollow, Baidoa and Beletweyne. DRC Somalia implements broad emergency and recovery programming including protection, livelihoods and food security, shelter/NFIs, water and sanitation and governance.The Communication and Reporting Officer is fully responsible to ensure that all information and data from the field is captured, documented, analyzed and reported in a results-based and timely manner for donors and internal purposes for DRC Somalia. The Communication and Reporting Officer is responsible to develop communication materials on DRC activities in Somalia for external audience.He/she assists the Country Director and the Programme Development unit in developing a country communications strategy, both internal and external. ACTED launched its Kenya mission in January of 2008 with an emergency assistance program for residents in Nairobi slums affected by the post election violence. 

Since 2009, Nairobi has been the home base of ACTED’s relief operation in Southern Somalia aimed at supporting vulnerable famers affected by recurrent droughts. In 2010, ACTED’s mission in Kenya/Somalia sought to address the needs of pastoralist and farmer communities of North Central Kenya and South Somalia arising from multiple shocks such as adverse climatic conditions and disease outbreaks, through emergency food and non-food items distribution. In the wake of this emergency context, ACTED also promoted the adoption of sustainable community-based solutions, emphasizing livelihood strengthening and diversification, natural resource rehabilitation and management, good hygiene practices and access to sanitation facilities. ACTED is developing its programs in South Somalia, focusing on building capacity to respond to emergency outbreaks, as well as ensuring local populations are integrated into longer term projects aiming at improving their livelihoods. This will occur in the form of food, water, sanitation and hygiene (WASH) and livelihood support to vulnerable agro-pastoral and riverine communities. Today, ACTED's teams and resources are mobilized on the front of dire needs in our areas of intervention in Somalia and Kenya, as well as other areas in the Horn of Africa.

III. Position Profile

The Reporting Intern ensures the production of timely reports for the Reporting Officer as well as the Reporting Manager. 

For countries where no reporting officer/manager position is available, the reporting Intern works under the direct supervision of the country director and ACTED HQ reporting department. He/she assists the Reporting Manager as well as the Country Director in developing a country communications strategy, both Officeral and external. Collect and synthesize data from the field, and draft reports in cooperation with project management, finance, monitoring and evaluation, and other field coordination departments Assist the Reporting Manager in developing project proposals, addressing ad hoc donor requests or catalysing action on specific projects or components of projectsPostgraduate diploma in Journalism, International Relations or a relevant field Previous related work experience, preferably in the humanitarian field w/knowledge of donor relations Advanced proficiency in written and spoken English and French Excellent writing and communication skills Ability to work efficiently under pressureV. Specifically, Section 26(7) of the Public Procurement and Disposal Act (2005) stipulates that a Procurement Unit established under subsection (4) shall be staffed with procurement professionals. Further, Section 26(8) defines a procurement professional as a person who:Has professional qualifications in procurement and supply management from a recognized institution,Is engaged in a calling or occupation in which recourse to procurement is directly or indirectly involved and has experience in the practice of procurement, and;Is a member of a recognized institute of purchasing and supplyIn recent times, PPOA has noted the absence of uniformity in Procurement Units by procuring entities. This inconsistence has rendered the reporting structures of procurement units incoherent.
Further, many procuring entities have a huge procurement spend and some handle complex or specialized procurements which require close supervision by the respective Accounting Officers.
 The main purpose of this consultancy is to undertake a baseline survey on the positioning and reporting structure for procurement units in the procuring entities in Kenya and develop guidelines on the organizational and reporting structures for procurement units for the three classes of procuring entities.
 Overall scope of the work will inter alia :-Encompass an agreed sample of procuring entities in class A, B, and C in Kenya. This includes procuring entities within the three arms of government such as ministries, departments, commissions of the constitution, state corporations, public universities, etc.Evaluate the establishment, level of qualification, experience required and functions of the procurement unit in reference to regulation 8 and the First Schedule (Threshold Matrix) of the Public Procurement and Disposal Regulations 2006.Evaluate the schemes of service of staff in the units including the level / positions they take up in reference to the organizations strategic plans and procurement spend.Propose appropriate internal organizational positioning and reporting structures of the procurement and disposal function. PPOA now invites interested eligible consulting firms to express their interest in this assignment.

Country Profile

ACTED launched its Kenya mission in January of 2008 with an emergency assistance program for residents in Nairobi slums affected by the post election violence.

Since 2009, Nairobi has been the home base of ACTED’s relief operation in Southern Somalia aimed at supporting vulnerable famers affected by recurrent droughts.

In 2010, ACTED’s mission in Kenya/Somalia sought to address the needs of pastoralist and farmer communities of North Central Kenya and South Somalia arising from multiple shocks such as adverse climatic conditions and disease outbreaks, through emergency food and non-food items distribution.

In the wake of this emergency context, ACTED also promoted the adoption of sustainable community-based solutions, emphasizing livelihood strengthening and diversification, natural resource rehabilitation and management, good hygiene practices and access to sanitation facilities.

ACTED is developing its programs in South Somalia, focusing on building capacity to respond to emergency outbreaks, as well as ensuring local populations are integrated into longer term projects aiming at improving their livelihoods. The Assistance to Micro and Small Enterprises Programme [ASMEP] is a Republic of Kenya and European Union financed initiative anchored within the Ministry of Trade in support of the Micro and Small Enterprises [MSEs] in Kenya.

The programme has three components which it supports through institutional and capacity building of Business Membership Organizations (BMOs) and Micro finance Institutions (MFIs); Business Information Dissemination and Business Development Services (BDS) focusing on the Horticulture and Fisheries Sectors besides other sectors.

The Consultant will work closely with ASMEP implementing partners namely: The Micro Enterprises Support Programme Trust (MESPT) and United Nations Development Programme (UNDP).

ASMEP is seeking to engage the services of a Monitoring and Reporting Consultant that reports to the ASMEP programme Coordinator and is responsible for Monitoring and Evaluation of activities being implemented under the programme, drafting and compiling reports and ensuring that guarterly integrated activities and financial reports are prepared among other duties as spelt out below:-

I. Position Information

II. Organizational Context

The Governance Programme of UNDP Somalia consists of three pillars: (i) capacity building and institutional development, (ii) democratic governance (constitutional dialogue and elections) and (iii) local governance/decentralization. The three current legal frameworks under which Somalia is being ruled are the Transitional Federal Charter (2003), the Puntland Charter (1998) and the Somaliland Constitution (2001). The Joint Needs Assessment which was carried out in the first half of 2006 identified institution building as one of the major challenges in re-establishing trust in the state and enhancing capacity for development.

The Somali Institutional Development Project (SIDP) focuses on implementing the capacity building and institutional development part pillar of UNDP Somalia’s Governance portfolio. It works with the Somali Transitional Federal Government (TFG) and the Somaliland and Puntland administrations to enable them to perform their functions effectively. This support has focused on four areas, namely: (a) policy and legislative development; (b) human resource management and development; (c) public administration and financial management; and (d) rehabilitation of infrastructure and provision of essential facilities and equipment. Progress has been made in these areas but a great deal more effort is required to bring the machinery of government to operate at a level which can enable the country to meet the aspirations of the Somali people, particularly in the key areas of public administration, public financial management and service delivery.

SIDP was established in 2009 as UNDP Somalia’s main contribution to capacity building across Somalia. Since then a new Country Programme Document (2009- 2011) for UNDP Somalia has been developed. 2011 is a vital year for the project as decisions will need to be made on how the project needs to be adapted both to the new Country Programme Document and any changes in the strategic direction of the governance portfolio. The new Country Programme Document also contains a new focus and outcome on gender equality and empowerment. SIDP needs to position itself to be able to adapt to these changes.

The SIDP project team operates with staff in Nairobi, Hargeisa (Somaliland) and Garowe (Puntland). It has agreements with over 20 public sector institutions across Somaliland, Puntland and South-Central Somalia. SIDP needs to improve the way it collects information on the results it is delivering, and the way it reports and communicates these results to a variety of audiences including the Somali public, donors and other parts of the UN family. This is in line with UNDP Somalia’s Country Programme Document (2011-2015) which commits UNDP to improve its results based management and result based reporting.

The SIDP project seeks to recruit a Project Coordinator to help improve reporting, monitoring and evaluation and communications and to oversee implementation of SIDP’s gender objectives. He/she will work closely with the SIDP Project Manager, the UNV Monitoring and Evaluation Officer and relevant staff from UNDP Somalia’s Programme Management Support Unit, Governance Programme and the Communications Office. Guidance and direction will provided by the SIDP Project Manager.

III. Functions / Key Results Expected

Summary of key functions: ? Efficient support to monitoring and evaluation ? Planning and design of internal and external strategies for communications and outreach ? Ensures proper and timely reporting. Provide operational support to the project to ensure efficient and timely delivery of activities ? Gender Focal Point for SIDP Project ? ? Responsibility for promotion of evaluation standards, quality assurance/control and capacity development in the project. ? Ensures appropriate liaison and coordination with implementing partners as well as timely reporting focusing on the achievement of the following results:

Gender Focal Point for SIDP Project ? Responsibility for implementing recommendations from the SIDP gender study. ? Provide strategic recommendations on how gender can be strengthened in existing and new letters of agreement. ? Liaise with other colleagues in the UNDP Somalia office working on gender issues to ensure that SIDP gender activities contribute to an overall strategy to implement Outcome 4 of the UNDP Somalia Country Programme Document (Somali women and men attain greater gender equality and are empowered). ? Constantly update reporting on SIDP gender results and impact, against both the SIDP work plan and Outcome 4 of the UNDP Somalia Country Programme Document (Somali women and men attain greater gender equality and are empowered).

Ensures facilitation of knowledge building and knowledge sharing in the area of Reporting, monitoring and evaluation, focusing on achievement of the following results:

? Organization and provision of training, consultancy and advice to project staff on communication, results-oriented monitoring and evaluation. ? VI. Recruitment Qualifications

Education: Master’s Degree or equivalent in Development, Communication, Journalism, Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience: 7 years of relevant experience at the national or international level in providing management advisory services. Experience in design, monitoring and evaluation of development projects preferably in the area of development and in post-conflict countries. Hands on experience in usage of computers and office software packages, including web based management systems.

Language Requirements: Fluency in written and spoken English. Good knowledge of Somali or Arabic will be considered an advantage.

ACTED launched its Kenya mission in January of 2008 with an emergency assistance program for residents in Nairobi slums affected by the post election violence. Since 2009, Nairobi has been the home base of ACTED’s relief operation in Southern Somalia aimed at supporting vulnerable famers affected by recurrent droughts. In 2010, ACTED’s mission in Kenya/Somalia sought to address the needs of pastoralist and farmer communities of North Central Kenya and South Somalia arising from multiple shocks such as adverse climatic conditions and disease outbreaks, through emergency food and non-food items distribution. In the wake of this emergency context, ACTED also promoted the adoption of sustainable community-based solutions, emphasizing livelihood strengthening and diversification, natural resource rehabilitation and management, good hygiene practices and access to sanitation facilities. ACTED is developing its programs in South Somalia, focusing on building capacity to respond to emergency outbreaks, as well as ensuring local populations are integrated into longer term projects aiming at improving their livelihoods. This will occur in the form of food, water, sanitation and hygiene (WASH) and livelihood support to vulnerable agro-pastoral and riverine communities. Today, ACTED's teams and resources are mobilized on the front of dire needs in our areas of intervention in Somalia and Kenya, as well as other areas in the Horn of Africa.

III. Position Profile

The Reporting Intern ensures the production of timely reports for the Reporting Officer as well as the Reporting Manager. For countries where no reporting officer/manager position is available, the reporting Intern works under the direct supervision of the country director and ACTED HQ reporting department. He/she assists the Reporting Manager as well as the Country Director in developing a country communications strategy, both Officeral and external. • Collect and synthesize data from the field, and draft reports in cooperation with project management, finance, monitoring and evaluation, and other field coordination departments • Assist the Reporting Manager in developing project proposals, addressing ad hoc donor requests or catalysing action on specific projects or components of projects

IV. Qualifications:

• Postgraduate diploma in Journalism, International Relations or a relevant field • Previous related work experience, preferably in the humanitarian field w/knowledge of donor relations • Advanced proficiency in written and spoken English • Excellent writing and communication skills • Ability to work efficiently under pressure
