Job Description

The national researcher will assume all responsibilities of the project cycle, from A to Z, with the assistance, support, and overall guidance of their Project Manager. This will include the design of the research methodology and tools, coordination of the research team members, relationship with the client, fieldwork and travels to provinces, analysis and report writing, presentation to the client as needed.

The research assistant may be required to work on several projects simultaneously. Projects cover private and public sector research, evaluation of humanitarian and development programs, as well as more strategic consulting services to assist practitioners and policy makers in improving their programs in East Africa.

Promoting inclusive, accountable and legitimate political settlements in Africa - the case study of security provision in Kenya and South Sudan
 Terms of Reference for Lead Researcher
 Saferworld: Saferworld is an international non-governmental organisation working to prevent violent conflict and help build safer lives. We work with people affected by conflict to strengthen national and international policies and practices so that they help build lasting peace.Saferworld works in Africa, South Asia, Central Asia, Europe, and the Middle East and North Africa. Its headquarters are in London and it has regional offices in Nairobi and Kampala.
 Local Capacities for Peace International: Local Capacities for Peace International (LCPI) is a non-governmental organisation registered in Kenya in 2005.It seeks to promote and strengthen participatory conflict sensitive programming, and to consolidate and sustain the best practices and lessons learnt from the implementation of the Local Capacities for Peace Project in the Horn of Africa. The main purpose is to promote, advocate and create awareness on the need for conflict sensitivity in peacebuilding, humanitarian, and development interventions at community, regional state, state and international levels with the theme of ‘DO NO HARM’. 
LCPI has four core program areas around which its approaches are defined: conflict sensitivity, peacebuilding and conflict transformation, socio-economic transformation and advisory services.
Saferworld and LCPI have entered a partnership to undertake research on promoting inclusive, accountable and legitimate political settlements in Africa. A summary of the research project and requirements for the role are outlined below:
 Research Project Summary: This research project seeks to provide Kenyan and South Sudanese perspectives on a critical but often overlooked element of peacebuilding and statebuilding, namely the role of national security reform and security provision in political settlements. The study will look into the Kenya Nation 2008 Accord and Sudan 2005 Comprehensive Peace Agreement (CPA). The two political settlements were implemented with different results on peace and security for the citizenry in the two countries. The research intends to investigate and respond to questions about the type of security regime established by the agreements and their impacts on the two countries.

Overall Project Objective: To contribute to knowledge about the establishment of accountable, inclusive and legitimate security regimes through political agreements designed to end civil war.
 

To generate knowledge on experiences of integrating security and security sector reforms into political settlementsTo identify the factors that have shaped implementation of security provisions and reforms established in Sudan’s CPA and Kenya’s National Accord.To share lessons from the cases of Kenya and Sudan that will contribute to the development of effective political settlements in other parts of AfricaScope of Work: Saferworld and LCPI seek to engage a researcher for a period of 12 months to lead and coordinate the research process. The lead researcher will work with the research team from Saferworld and LCPI and closely with the project leader, the research advisor and the Research Advisory Group in conducting the research. The research will be undertaken through primary and secondary data collection. Specifically, the lead researcher is required to:
 1. Methodology development and research preparationIn collaboration with the research team and Research Advisory Group, develop a detailed research methodology, including conceptual framework, research questions, purpose and hypotheses, research sites and populations, data sources, and participatory methods for engaging sampled research groups in data collection.With support from the research team and the Research Advisory Group, oversee systematic and extensive literature review on key thematic research areas pointing out strengths, weakness and information gap within the context of political settlements.Train the research team on research methodology and data collection process and take other measures to ensure good quality and ethical research.In collaboration with the research team and the Research Advisory Group, develop guidelines and measures to ensure research integrity and ethics throughout the research.Participate in stakeholder analysis at the regional, national and local levels in order to identify research participants, targets for dissemination and shape policy recommendations.Coordinate and participate in field data collection in four predetermined research sites depending on the unique sites’ needs.Support data analysis, identification of research findings and preparation of a comprehensive research report on findings and key recommendations, in collaboration with the research team and the Research Advisory GroupGuide the development of policy briefs based on research findings and support dissemination and communications work.Qualifications and Experience RequiredA masters degree in peace and conflict studies, political science, sociology or other relevant social science discipline (doctorate qualification will be an added advantage)At least five years professional experience in research design and implementation, with particular knowledge of case study research and participatory research approaches.A relevant publications record (preferably proof of some peer reviewed published work)Knowledge of theoretical and international policy debates linked to conflict resolution, civil wars and peace processes and a solid understanding of recent Kenyan and South Sudanese political and conflict history.Experience of devising targeted, evidence-based policy recommendations and leading the development of relevant policy analysis for publication.Ability to work independently with strong sense of initiative, discipline and self-motivationKnowledge of relevant guidelines and processes for ensuring ethics and integrity during research (e.g., a challenging environment and sensitive issues).Experience of working with and interviewing high level government contacts, NGOs and local communities during research processesFluency in oral and written English and Swahili.Competence in qualitative and quantitative data analysisDuration of the Contract: This contract is for a period of one year and will be subjected to review at the end of this period.

Position Title: HIV Formative Study Researcher Department: Migration Health Division (MHD) Grade: International Consultant Duty Station: Nairobi, Kenya (with travel to Mogadishu, Somalia when required) or remotely. Duration of Assignment: 30 days over a 4-month period (April 1st – 1st August 2013) Closing date: 30th March 2013.

Background

The drivers of the HIV epidemic in Somalia are yet to be determined due to the lack of adequate HIV data. According to the latest sero-surveillance survey conducted in south central regions of Somalia in 2004, the prevalence was moderately low at less than one per cent. However, the survey did not target the key populations such as sex workers who from various informal data are at greater risk compared to the general populations. Additionally, there are various factors which might amplify the epidemic. Such factors include mobility and displacement within and outside of the country caused by the severe drought and chronic fighting, and arrival of the foreign forces from the neighboring countries whose HIV prevalence is comparatively high.

In this context, under the regional migration health programme, Partnership on Health and Mobility in East and Southern Africa (PHAMESA), funded by Swedish International Development Cooperation Agency (SIDA) and the Norwegian Agency for Development Cooperation (NORAD), the International Organization for Migration (IOM) is conducting a formative study for an Integrated Biological and Behavioral Surveillance (IBBS) Survey in Mogadishu. The study is intended to provide evidences and accurate data for effective HIV programming and resource mobilization for Combination HIV Prevention. It will also contribute to enhance the technical skills and knowledge of South Central AIDS Commission (SCAC) and civil society organizations involved in the implementation of the study.

The proposed formative study will target clients of female sex workers such as truck drivers, uniformed services and sea farers as primary key informants. Likewise, the study will target secondary and tertiary key informants through qualitative methods. Persons who are involved in the network of risk activities or are well acquainted with persons from the targeted populations are considered as the secondary key informants while persons involved with the targeted sub-populations in a professional capacity are considered as tertiary key informants.

Main tasks and responsibilities

Under the overall supervision of Chief of Mission of IOM Somalia and under the direct supervision of the Health Programme Coordinator of Migration Health Division (MHD), in close collaboration and consultation with Senior Programme and Research Assistant, Public Health Specialist, and other relevant colleagues, South Central AIDS Commission (SCAC), Ministry of Social Services of Federal Republic of Somalia, the incumbent will be responsible for the following specific tasks to be performed:

Conduct comprehensive literature review on HIV/AIDS in south region of Somalia in consultation with other UN and international agencies.Develop the protocol and tools for the formative study based on the tools developed in previous studies. The protocol will provide the scope of the study, methodology and sampling. Determine the sampling method for the key populations in this study. To estimate the population size of the female sex workers in Somalia with their HIV prevalence, the lead researcher will adapt available reports from Middle East and North African (MENA) countries. Assist IOM in selection and recruitment of enumerators for data collection and conduct data collection training, ensuring that 50% will be female enumerators and ensuring the participation of the Monitoring and Evaluation (M&E) Officers from SCAC and Ministry of Social services. Throughout the training, enumerators and M&E officers will review the data collection tools to ensure that they are culturally acceptable. Work closely with SCAC and Ministry of Social services for the implementation of the data collection in the field. And also support IOM to obtain ethical clearance from SCAC for conducting the study.Conduct the formative study including pre-test, collaborate and cooperate closely with IOM, its partners, SCAC and MOH for efficiency and effectiveness of the study.Provide support to IOM Somalia team in Nairobi in ensuring that the questionnaires are shipped to Nairobi and data entry is done. Data entry will be done by IOM Somalia in Nairobi.Conduct data analysis with support from Data entry team and senior programme and Research assistant.Draft the formative research report, present it for validation and present/ disseminate the study with key stakeholders.Carry out any other relevant tasks assigned by Health Programme Coordinator.

Desirable Qualifications: 1. Postgraduate Degree in Public Health, Economics and Policy Studies of Technological Change, or Chemical Engineering. 2. Postgraduate qualification in Research will be an asset. 3. A minimum of three years’ experience in research with expertise in HIV, sexual behavior, most at risk populations and/or youth research, experience in formative study an asset. 4. Experience in developing research methodology and tools, writing concept notes for resource mobilization, strategic planning, working with government, especially National AIDS Commission, working in Somalia or working with Somalis (which can only be substituted by extensive and strong research as well as public health background.)

Reporting

The incumbent will report to the Health Program Coordinator on weekly basis to assess the progress of the exercise.

Languages Fluency in spoken and written English. Knowledge and understanding of Arabic is desirable.

In January 2012 the ISS launched the Transnational Threats and International Crimes Division (TTIC), with the International Crime in Africa Project (ICAP), originally established in 2008, forming part of this Division. ICAP works to improve the awareness and capacity of African countries to end impunity by responding effectively to international crime, including war crimes, crimes against humanity, genocide and terrorism.

The successful candidate will be responsible for facilitating and supporting senior staff with the planning, coordination and delivery of high-level training and specialised technical assistance to a wide range of law enforcement, criminal justice officials and civil society actors working in the field of international criminal justice and counter-terrorism in Africa. He/she will also be required to support the implementation of various awareness-raising and advocacy projects, initiate and maintain regular communication with key partners, represent ICAP at regional and international events and meetings, and maintain a rolling work plan. Technical assistance will include legislative drafting, policy development and production of training materials at national and regional levels. The position also entails research and report writing in relation to the programme’s work on international criminal justice and counter-terrorism.

Requirements: The candidate should have a Master’s degree in international law, international relations, or African politics

At least four years of relevant legal and criminal justice experience within a civil society, government, policy, research or international environment, including demonstrated experience in delivering training and technical assistance in the areas described above
