Project Summary: Resilience and Economic Growth in Arid Lands-Improving Resilience (REGAL-IR) is a 5-year project sponsored by USAID/Kenya and Feed the Future (FTF) to reduce hunger and poverty, increase social stability and build strong foundations for economic growth amongst pastoralists and transitioning pastoralists in Kenya’s arid and semi-arid lands (ASALs). The program is designed to empower communities to take charge of their development and to strengthen their capacity to select, design, implement and monitor activities toward increasing their social, economic, and environmental resilience to natural and human-induced shocks.

REGAL-IR is led by Adeso and is implemented by a consortium of partners. The project focuses on engaging communities and strengthening local institutions to improve their social, economic, and environmental resilience. It has six thematic areas:

REGAL-IR situates its efforts within those of a larger family of resilience actors including REGAL-AG, the Millennium Water Alliance and the World Food Program.
 Consultancy Description: REGAL-IR intends to develop and promote profitable non-livestock based business enterprises to provide increased incomes at household level, create more employment opportunities, and have important spin-off effects on the local economy. Investment and growth of locally based non-livestock enterprises offer feasible livelihood diversification opportunities for pastoral households whose traditional livelihoods have been vulnerable to the vagaries of weather. Despite existing internal and external production and market potential for non-livestock products in Kenyan ASALs, investment by pastoralists into non-livestock based enterprises has not been forthcoming. This has been due to both external factors such as market failure, challenging climate conditions and governance, and internal factors including illiteracy, lack of capacity and low entrepreneurship acumen among pastoralists. REGAL-IR is banking on improving the resilience of pastoralists and ex-pastoralists through supporting investment in non-livestock based enterprises. The project has adopted a Self Help Group (SHG) approach through which individuals and groups have been mentored to identify profitable non-livestock enterprises which offer promising growth opportunities and suit their skills, knowledge and abilities. Upon self-identification of enterprises by SHGs, REGAL-IR provides niche trainings, mentorship sessions, linkage to service providers and financial institutions and small grants (matching funds) to spur the growth of their enterprises.
A value chain study on vegetable products in Garissa County is being sought so that appropriate linkages to markets, service providers and financial services can be modelled during the project implementation. In addition to the vegetable products value chain, the consultant is also required to conduct a desk review of two (2) other non-livestock based value chains relevant to the County; the consultant(s) are required to propose these two (2) value chains during the tender submission stage and are encouraged to use the recent county ASDSP studies, KAPP reports and other relevant studies as the basis for this proposal.
For both the primary study and the desk studies, the consultant(s) will map the value chains to identify weaknesses and opportunities for support at product, process, technological, institutional and market levels. The consultant(s) will recommend specific interventions that producers and actors within the value chain will implement to improve marketability and profitability.
The consultant(s) are required to identify with the help of REGAL-IR field staff at least one SHG that is currently undertaking vegetable production and develop a business model that the group can use for to develop production, technology transfer, market linkages and financial support for the vegetable value chain.
The key audience for the study is the local communities of the project area, priority value chain actors and potential investors in value chains, since the study will help them to understand the local market dynamics. Additionally, the study findings will be of significant value to multiple stakeholders including decision makers, public policy makers and NGOs.
Objectives of the Value Chain Study
The overall objective is to undertake a value chain study of vegetable products in Garissa County and a desk study of two other viable non-livestock value chains.
To collect relevant data on the vegetable products value chain, including volumes/quantities, prices, actors involved (including women/youth).To identify the key constraints that need to be addressed to turn the vegetable and other proposed value chains into robust market oriented value chains.To make recommendations on how the proposed value chains should be supported to become become more robust.To map out the supply chain within the value chains in Garissa County.These objectives will be achieved by:
a) Reviewing value chain studies carried out by other actors which include, ASDSP, KAPP, NDMA etc.
b) Primary data collection on the vegetable products value chain in the field.
 The consultant(s) will characterize trade of products within the priority value chains by identifying:
a. Supply chain of vegetable products
b. Volumes of product availed in the market
c. Value addition, packaging and pricing along the supply chain
e. Market potential and actors at the end market
f. Characteristics of supply chain actors
g. Relationship among supply chain actors
h. Linkage between producers, traders and processors
 a. Establish market size (local and external) and extent of market penetration by local producers.
b. Conduct a value chain analysis to identify the different actors in the chain, systemic constraints, and value shares accrued at different stages on the chain.
c. Identify constraints that limit market growth.
d. Missing or inadequate inter sectoral or crosscutting markets.
e. Estimate market potential of the prioritized products within the value chains.
f. Identify the end markets locally/externally for the identified products.
 III. Collective Marketing and Chain Efficiency
a. Assess the utility and potential for improving market efficiency through collective marketing, propose ways of achieving this and minimum quality standards required.
b. Determine the level of market orientation and market integration by producers.
c. Recommend process for institutional formation to facilitate collective marketing perspective for the products prioritized.
d. Suggest improvements in the value chain system to ensure direct linkages of the producers with the major markets and increased incomes from their products.
1. In-depth analysis of the vegetable value chain, including proposed program designs for engagement, report to include:
a. Supply chain map, identifying the market actors, establishing value shares at each stage in the supply chain.
b. Market size and level of market penetration by producers.
c. Recommendations on sustainability of the market for selected products and requirements for producers to sustain production in the medium to long term.
d. A business model for at least one SHG to engage in market-oriented vegetable production.
2. Desk review of two other viable value chains for communities/producers in Garissa County.

Oxfam and partners are implementing a project entitled “Ensuring accountability for Sexual Gender Based Violence (SGBV) and increased participation of women in Africa”. 

The project is expected to increase state accountability for conflict related sexual and gender based violence. It is hoped that state accountability will in turn facilitate access to justice for survivors of sexual and gender based violence.
The project focus countries are Egypt, Nigeria and South Sudan with intention to carry out interventions at the continental level informed by the country level work and experiences. 
It is intended that both the country and continental level advocacy and project interventions be informed by good quality research. Oxfam and partners intend to use the evidence generated from the research to push for effective policy, legal and programmatic responses to sexual and gender based violence at national and continental levels. The research component of this project has the potential to inform on-going post conflict reconstruction and development initiatives within these countries and across the continent if leveraged successfully.

Background: HelpAge International (HelpAge) undertook a longitudinal study that looked at the application of Human Rights Based Approach to Cash Transfers and the impact of an inbuilt complaint and redress mechanism in the delivery of cash transfers.  

The primary results of this study will be used to improve policy the delivery of cash transfers in the country and improve targeting processes in Kenya.
This study was undertaken to provide lessons on implementation of a human rights framework for social protection, identifying best practices and disseminating lessons learned. 
HelpAge would apply and assess human rights principles of participation, non-discrimination, transparency and accountability to the design, implementation, monitoring and evaluation of HSNP. Based on these findings HelpAge will derive conclusions on the following. Giving meaning to progressive realization to cash transfer rights;Minimum core obligation of the state  and social protection floors;Develop a guide into rights based complaints and grievances mechanisms for cash transfers in Kenya;Develop tailored packages of support to deal with specific needs of  various groups;Helpage has undertaken data collection activities and have 2250 questionnaires that need to be entered into a data processing system.The objective of the consultancy is to enter all questionnaires into an SPSS database.

Background

The drivers of the HIV epidemic in Somalia are yet to be determined due to the lack of adequate HIV data. According to the latest sero-surveillance survey conducted in south central regions of Somalia in 2004, the prevalence was moderately low at less than one per cent. However, the survey did not target the key populations such as sex workers who from various informal data are at greater risk compared to the general populations. Additionally, there are various factors which might amplify the epidemic. Such factors include mobility and displacement within and outside of the country caused by the severe drought and chronic fighting, and arrival of the foreign forces from the neighboring countries whose HIV prevalence is comparatively high.

In this context, under the regional migration health programme, Partnership on Health and Mobility in East and Southern Africa (PHAMESA), funded by Swedish International Development Cooperation Agency (SIDA) and the Norwegian Agency for Development Cooperation (NORAD), the International Organization for Migration (IOM) is conducting a formative study for an Integrated Biological and Behavioral Surveillance (IBBS) Survey in Mogadishu. The study is intended to provide evidences and accurate data for effective HIV programming and resource mobilization for Combination HIV Prevention. It will also contribute to enhance the technical skills and knowledge of South Central AIDS Commission (SCAC) and civil society organizations involved in the implementation of the study.

The proposed formative study will target clients of female sex workers such as truck drivers, uniformed services and sea farers as primary key informants. Likewise, the study will target secondary and tertiary key informants through qualitative methods. Persons who are involved in the network of risk activities or are well acquainted with persons from the targeted populations are considered as the secondary key informants while persons involved with the targeted sub-populations in a professional capacity are considered as tertiary key informants.

Main tasks and responsibilities

Under the overall supervision of Chief of Mission of IOM Somalia and under the direct supervision of the Health Programme Coordinator of Migration Health Division (MHD), in close collaboration and consultation with Senior Programme and Research Assistant, Public Health Specialist, and other relevant colleagues, South Central AIDS Commission (SCAC), Ministry of Social Services of Federal Republic of Somalia, the incumbent will be responsible for the following specific tasks to be performed:

Conduct comprehensive literature review on HIV/AIDS in south region of Somalia in consultation with other UN and international agencies.Develop the protocol and tools for the formative study based on the tools developed in previous studies. The protocol will provide the scope of the study, methodology and sampling. Determine the sampling method for the key populations in this study. To estimate the population size of the female sex workers in Somalia with their HIV prevalence, the lead researcher will adapt available reports from Middle East and North African (MENA) countries. Assist IOM in selection and recruitment of enumerators for data collection and conduct data collection training, ensuring that 50% will be female enumerators and ensuring the participation of the Monitoring and Evaluation (M&E) Officers from SCAC and Ministry of Social services. Throughout the training, enumerators and M&E officers will review the data collection tools to ensure that they are culturally acceptable. Work closely with SCAC and Ministry of Social services for the implementation of the data collection in the field. And also support IOM to obtain ethical clearance from SCAC for conducting the study.Conduct the formative study including pre-test, collaborate and cooperate closely with IOM, its partners, SCAC and MOH for efficiency and effectiveness of the study.Provide support to IOM Somalia team in Nairobi in ensuring that the questionnaires are shipped to Nairobi and data entry is done. Data entry will be done by IOM Somalia in Nairobi.Conduct data analysis with support from Data entry team and senior programme and Research assistant.Draft the formative research report, present it for validation and present/ disseminate the study with key stakeholders.Carry out any other relevant tasks assigned by Health Programme Coordinator.

Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. DRC seeks to protect refugees and internally displaced people (IDPs) on the basis of humanitarian principles and human rights in general and to promote long term solutions to the problems of forced displacement. Programmes include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. Danish Refugee Council which is a leading humanitarian organization currently works in more than 30 countries throughout the world. In Kenya, DRC work began in 2005 and the key geographical areas of focus are Dadaab refugee camps, Nairobi and Eldoret where DRC is implementing an IDP project in partnership with the Government.
We are inviting applications from suitable consultants to undertake the following studies:
1. A Baseline Assessment Study on Livelihoods in Dadaab Refugee Camps (IFO, IFO 2, Dagahaley, Hagadera & Kambioos)
The assessment aims to define a baseline of quality socio-economic data (through a consultative process), and inform the design of livelihood strategies in support of durable solutions and protection for populations of concern. It would work as a base document for partners working in the Dadaab camps and ensure that the strategies are in line with the livelihood and professional skill needs in the refugee’s eventual areas of return.
The specific objectives of this study are to: Assess the preferred and appropriate vocational and professional training needs in the refugee camps based on the candidate’s level of education;
Assess and provide linkage of livelihood and sports activities in Dadaab refugee camps to potential areas of return in Somalia; Explore how to entrench age, gender and diversity in livelihood interventions; Explore markets for livelihood activities/products within Dadaab refugee camps; Explore the most common and preferred livelihood needs in Dadaab refugee camps;
Explore the viability of livelihood projects undertaken by various Implementing partners clearly indicating the gaps through a comprehensive SWOT analysis; Explore the refugee and host community coexistence and linkage in terms of livelihood opportunities; Propose strategies to enhance livelihood programming in Dadaab and linkages with potential areas of return in Somalia.Required Profile/QualificationPost-graduate degree in economics, social sciences, or relevant development-oriented subject; At least 7 years of experience with the UN, INGOs and/ or NGO sector in the design and implementation of livelihood projects; Expertise in at least two sectors of livelihoods programming desirable: e.g. small and medium enterprise development; micro-financing; food security; vocational and technical education; employment support; cash-for-work interventions;Excellent research and analysis skills;Excellent written and spoken English.Prior experience in leading and conducting livelihood assessments using the Household Economy Approach will be an added advantage.

A Study of the  Rural Electrification Programme Since its Inception

The Government established the Rural Electrification Programme in 1973 for purposes of subsidizing electricity supply in the rural areas. During the same year (1973) the Government entered into an agreement with the then East African Power and Lighting Company (EAPL), now the Kenya Power & Lighting Company (KPLC) in which KPLC was appointed as a contractor for planning, implementation, operation and maintenance of rural electrification scheme while the Government remained responsible for identifying projects to be implementation and sourcing of funds for the Programme.

In 2006, Rural Electrification Authority, (REA), was established under Section 66 of the Energy Act, 2006 (No. 12 of 2006), as a special purpose organization to accelerate the implementation of Rural Electrification Programmes across the country. Against this background, the Authority has over the last four years undertaken many projects aimed at accelerating the pace of rural electrification mainly focusing on increasing the access rate within the rural areas. Currently, it is estimated that electricity access levels across the country is at 77%, while electricity connections are about 26%.
In order to evaluate the implementation of the programme, the Government and the Authority wishes to hire a consultant to document chronicle activities, achievements and challenges facing the programme.
The purpose of this assignment, therefore, is to consult, conduct research, and analyze data and to document the activities, achievements and challenges in the implementation of the rural electrification programme since its inception, in a single, comprehensive report.
It is desirable that the Consultant possess the following set of qualifications and experience;
i. A basic University degree in the social sciences, communication, engineering or any other related field.
ii. Being in possession of postgraduate qualifications, preferably upto the Masters or Doctorate levels, in either of the above fields will be an added advantage.
iii. Previous experience in writing comprehensive reports, books, policy papers, research reports, documentaries or other forms of corporate communications. REA will require viewing samples prior to making a decision.

Background

Strengthening Health Outcomes through the Private Sector (SHOPS) Project is a global five-year USAID-funded project, which aims to expand the role of the private sector, including NGOs and for-profit entities in the sustainable provision and use of high-quality health information, products and services.
SHOPS Project Kenya is partnering with GIZ to conduct a national health care costing study to inform payment mechanisms in both the private and public sector. SHOPS will engage an Operations Project Support Staff to support the logistics and coordination of the costing study.

Scope of Work

Request for a Proposal for Market Study on Biodiversity Resources

 The International Union for Conservation of Nature (IUCN) was founded in 1948 to influence, encourage and assist societies throughout the world to conserve the integrity and diversity of nature and to ensure that any use of natural resources is equitable and ecologically sustainable.  

Within the framework of global conventions IUCN has helped over 75 countries to prepare and implement national conservation and biodiversity strategies. IUCN Eastern and Southern Africa Regional Office (ESARO) have several thematic programmes (including Drylands) with projects spreading across twenty three countries in the Horn of Africa, Eastern Africa, Southern Africa and the Western Indian Ocean. One such project under the dryland portfolio is titled “Improving Natural Resource Governance for Rural Poverty Reduction”, an initiative that aims to support better environmental governance, including fair and equitable access to natural resources, a better distribution of benefits, and more participatory and transparent decision-making processes in Garba Tulla. The overall goal is to understand how governance is influencing and impacting on biodiversity and livelihood values, and how improved governance can help conserve natural resources and enhance livelihoods.
The International Union for the Conservation of Nature (IUCN) seeks a consultant or consulting agency to investigate market chains for selected natural resource products from Garba Tulla District. The consultant will be responsible for providing an in-depth analysis of natural resource products and their market opportunities for communities. The study report will guide future interventions that enhance the local livelihoods and which contribute to the conservation of the natural resource base. The study will focus on; identifying the sustainable market potential for selected natural resource products, determining strategic entry points into the identified markets and highlighting the capacity needs of local communities in entrepreneurship and business management.

The assignment

The study will build upon previous Total Economic Valuation work conducted in the project area and work with communities to select priority resources and further study their market potential.  The scope of the study includes analyzing the opportunities for commercialization of the selected products, determining the commercial viability of the selected products in to the market including supply chain and value addition, identifying challenges that hinder sustainable utilization of the resources and recommend strategic entry points for the communities in order to fully utilize the opportunities available in the markets for their products. This consultancy is expected to last for 25 days.

The Kenya Medical Research Institute (KEMRI) in collaboration with the University of Washington is conducting a research study at multiple sites in Kenya.

Due to an increase in number of research projects within the KEMRI / UW Study Project and in order to carry out research more efficiently, the study seeks to recruit dynamic, innovative and experienced person to fill the following position:

1. Study Clinical Officer

To be based at KEMRI/UW Homabay Study Site

The Study Clinical Officer will participate in HIV related research and manage study participants. S/he will give palliative, curative and preventive care as may be needed.

S/he will be expected to observe good clinical practice in carrying out duties and work as a team with other staffs.

S/he will be reporting to the Site Coordinator or the Medical Coordinator and should be ready to carry out other duties as delegated by the Site Coordinator.

Responsibilities

As Study Clinical Officer, work with Medical Coordinator to ensure standards and consistency between sites amongst other Site CO.

As Site CO, responsibilities are local and include the following:
Provide medical care for study participantsManagement of incidental illnesses and any side effects.Perform baseline and follow up physical examinationsEnsure patients enrolled meet all inclusion criteriaExclude patients with meeting exclusion criteriaEnsure completed questionnaires are delivered to Data Team within 24 hoursPresent weekly and monthly reports of clinic activitiesAt weekly study meetings, the study CO will present a detailed report of clinical findings. Include all patients enrolled and all excluded patients. Provide detailed information regarding reason for exclusion and plans for follow up.Maintain a chart of initial and follow up visits by clients to track their progress and clinic attendanceCollect laboratory specimens from study participants as neededWork in clinic as needed to collect specimens and ensure their deliveryRecord and manage clinic attendance by clinic staffLiaison with staff working in the clinicCoordinate and initiate activities that improve the conduct of the studyOversee the work in the laboratoryPerform other duties that may be given by the Site CoordinatorRequired Qualifications:

Consultancy Services for Baseline Study for Sugar Agribusiness in the Coast Region

Background

Kenya Sugar Board has lately been inundated with very many applications seeking authorization for new sugar projects all over the country. Such request have often taken longer than expected to process due to reliance on information from records which are based on outdated data and often not easily accessible.

This problem is particularly acute for areas in the coastal region which has low sugar crop development, except in the south coast. Therefore a need has arisen for collecting and collating current information in easily retrievable form that will provide information on the general profile of the potential of the sugar industry in the Coastal Region with pointers to what facts would be required to be known in detail in order to exploit this potential.

The Government is committed to expansion of sugar production in the country as part of Vision 2030 objectives, hence the need for a feasibility study to be undertaken in the Coastal Region. It is considered that a baseline study to establish the full potential for a sugar crop industry in the region would provide requisite information to guide investors and government in the development of specific projects.

Objectives

The main objectives of this study will be to:

Provide information for setting up a sugar business that may be required by an investor,Establish the Socio-economic-political profile of the project areas in the region,Establish products demand and supply conditions in the sugar industry,Review agricultural potential, including irrigation.Provide an analysis of the potential for sustainable sugar crop businesses,Indicate the human and other resource requirements,Provide pointers and references to further study areas.Scope

The scope of work includes:-

Put into perspective, the place of potential sugar project in the current National Development Policies and Strategies, including Vision 2030, Ministry of Agriculture and Sugar Industry Strategic Plan.Analyze the physical, political, agricultural, industrial and socio-economic business environment in Kenya,Carry out Baseline surveys on the socio-economic attributes of the potential project areas,Assess the agricultural potential for a sugar crop industry and Identify risks to such sugar projects,Identify and analyze options against other competing agro-industries,Analyze the benefits of such sugar projects, their attributes and comparative advantages over alternatives projects,Modify and present Final study report in consultation with the Board and other stakeholders in accordance with the work plan prepared by the Consultant.The Board now invites interested and eligible consulting firms to express their interest in undertaking this assignment.

Interested firms are required to meet the following minimum qualifications on which they will be evaluated on:-

1. Submit a relevant company profile, evidence of registration, business permit and tax compliance certificate.

2. Firms should demonstrate the following which they will be evaluated on:-

a) Provide information indicating that they are qualified to perform the services including but not limited to:-

Description of similar assignments recently undertaken within the last five (5) years with appropriate references. The consultants should include names and references of clients including contact persons that can be checked by KSB.Availability of appropriate skills among staff. Curriculum Vitae of the personnel with details of relevant academic and professional qualifications, and experiences.b) Proof that they are a financially sound entity, by providing audited financial statements for the past two years.

Consultants will be selected in accordance with the procedures set out in the Government of Kenya procurement guidelines and Request for Proposal (RFP) will be issued to only shortlisted firms or consortium of consultants.

For further clarifications, interested firms may obtain other information from the office of the Senior Procurement Officer at Kenya Sugar Board Headquarters, Sukari Plaza, Upper Kabete off Waiyaki Way during office working hours i.e. Monday to Friday between 8.00 a.m. to 1.00 p.m. and 2.00 p.m. to 5.00 p.m.

Complete Expression of Interest (EOI) documents in plain sealed envelopes clearly marked ‘’Consultancy for Pre-feasibility Studies in Coast Region- KSB/T/2/2011’’ may be posted to the below address:-

Tenders will be opened at 11.20 A.M. Local time on Friday 6th December, 2011 in the KSB Boardroom in the presence of candidates/representatives who chose to attend.

The International Humanity Foundation (IHF) is seeking forward-thinking, dynamic individuals of all ages/backgrounds to contribute to our orphanage and education centers in Jakarta, Bali, Aceh and Medan. IHF has grown over the past 25 years under the visionary leadership of Carol Sasaki (CEO) and the dedication of thousands of volunteers from around the world.
IHF is distinct from other NGO’s in this field as we practice the ‘Pass it on’ ethos in marginalized regions. We offer the privilege of education to those who without our organization could not reach it. IHF has no central headquarters, as each center is a product of its environment and follows the cultural code and norms of its host country. IHF ‘Voluntourists’ teach English, computer and math classes as well as maintaining relationships with local staff and the local population at every centre. The relationships formed between the children and Voluntourists are lasting as they remain in touch for years afterward.
At the Kenya center, IHF requires its Voluntourists to work four hours a day at the center, six day a week. There is time to sightsee and tour the nation, but work remains an important priority. This is a unique position within IHF as it allows the volunteer firsthand experience in the field, also having time to explore the local area " without the need to do international tasks like other volunteers. Once the Voluntourist has completed their term with IHF, more traditional tourism activities are ready at hand. Lake Nakuru National Park, UNESCO World Heritage site and famed home of flamingo flocks and white rhinoceroses, is within ten kilometres of our Kenyan center, and the magnificent Mt. Elgon and Hell’s Gate National Parks are both within an easy day’s drive.

Those who are secure without the comforts of home gain the most from this valuable opportunity. Although we are mainly seeking those with the above expertise, IHF is willing to consider those with transferrable skills if you can demonstrate them during our application process. Fluency in English, both written and spoken is essential.
Costs: IHF is committed to offering a flexible, affordable service experience. There is no application fee, and the weekly fees for individuals are USD $150 and for couples and families only USD $200 to cover the costs for their room and board, both of which are very simple, at the center. Only married couples and immediate family will be allowed to share a room due to strict cultural codes.
