Background/IRC Summary:

Job Overview/Summary:

The IRC has found, as have many other organizations, that data are often collected and compiled primarily to satisfy donor requirements; actually using those data to improve programming and make real-time decisions is much harder and rarer. "Monitoring and evaluation" has become synonymous with data collection and reporting; by calling this position "measurement action" rather than "M&E", the IRC is explicitly emphasizing that data are to be used, not archived, and that we need to look beyond routine monitoring to assessing the broader effects and impacts of our programming.

The Regional Measurement Action Coordinator will provide strategic, technical, and managerial leadership for the IRC's regional measurement efforts. Those efforts including monitoring, evaluation, learning, and - above all - making decisions and taking action based on data. This senior position requires coordinating measurement activities across countries - including providing support to in-country M&E staff - and working with country teams to ensure that data are of high quality and used effectively for decision making. The Coordinator will report to the Deputy Regional Director of Programs - with a dotted line to the STA for Organizational Measurement, to ensure consistency across the agency - and work in partnership with country directors, deputy directors of programs, and the staff responsible in each country for M&E.

Major Responsibilities:

Development, implementation, and updating of an measurement action strategy for the region that ensures technically sound and consistent approaches to:

Indicator development across projects and countries, including incorporation of organizational core indicators

Routine monitoring of program activities Assessments of beneficiary needs Evaluations of the effectiveness of program interventions Data collection, including digital data collection where feasible

Data storage and secure accessibility of data by project staff and country/regional management

Work with country teams to implement the measurement action strategy, with a focus on:

Coordinated monitoring of project activities, ensuring that activities are carried out or as planned or adjusted/adapted as needed

Coordinated assessments of beneficiary needs, ensuring that tools and methodologies are appropriate, so that results are actionable and easily communicated Coordinated evaluation of projects, ensuring that activities are effectively addressing the beneficiary needs

Contributing to an organizational culture shift from a focus on data being primarily for donor reporting to using data for decision making and action

Support country teams in developing logframes for new project proposals, including consistency with the IRC's library of core outcomes and indicators

Work with Monitoring for Action (MfA) team to ensure that country teams are using the right tools and have the proper procedures in place to achieve both collection of high quality data and the effective use of those data Work with technical and country teams to implement the IRC's program data platform Lead development of a program dashboard to provide monthly summaries of key program indicators and assessment results for decision making by country and regional management Support country teams in analysis of data, including going beyond simple Excel charts to more sophisticated statistical analysis, and including creative use of GIS Support country-level knowledge management efforts and develop and implement regional systems that facilitate the sharing of information across countries in the region and with other IRC regions, specifically focused on use of data and analysis for decision making. Support country teams in recruitment of M&E staff, including orienting new staff.

Job Requirements:

Essential qualifications, skills and experience

Advanced degree in statistics or the social sciences with emphasis on measurement

Six to ten years of professional experience with demonstrated skills in

Developing and implementing M&E systems (including database design)

Collecting data (with preference for digital methods) Remote monitoring GIS Data analysis

Using data for decision-making in multiple technical sectors

Proven ability to think strategically about data

Experience training and mentoring staff Knowledge of the trends and issues in international aid monitoring, knowledge management and measurement At least four years' experience in developing countries and/or conflict-affected contexts Strong oral communication and presentation skills Fluency in English required

Our program has ambitious plans to expand in 2-3 countries in the coming 2 years.Our work is based on strong proof of Chlorine Dispenser impact – a randomized controlled trial in Western Kenya demonstrated a six-fold increase in the number of households treating their water with chlorine. Such a dramatic expansion in safe water usage will prevent over 1.4 million cases of diarrhea and 1,300 child deaths each year once we reach our Kenya target of 5 million people served.About the Hardware: The chlorine dispenser hardware is designed to deliver a metered dose of dilute chlorine at communal water sources, where the reminder to treat is most salient and where the visibility of dosing promotes social norm formation. The hardware itself consists of a blow-molded HDPE tank filled with 1.25% sodium hypochlorite, a ball valve that delivers the appropriate dose of chlorine for a standard water collection container, and an injection-molded casing that is mounted on a concrete base near the water point using a standard PVC pipe.The current design is a simple, affordable, user-friendly product that shifts water treatment activity from the point of use to the point of collection while also protecting household drinking water against recontamination during storage. The dispenser itself is just one component of the complete Chlorine Dispenser System: ensuring a quality product also involves a commitment to community education and participation, and the development of a strong chlorine supply chain in rural areas.About the Position: The Senior Associate: Product Design will be one of two key team members on the Design and Innovations team. The Design and Innovation team is dedicated to collaborating with our programs to discover opportunities for innovation. Health Poverty Action (HPA) (registered as Health Unlimited (HU) in Kenya) works with some of the poorest and most marginalised communities in Africa, Asia and Latin America, often in very difficult environments. We work to enable these communities achieve improvements to their health as one of their fundamental human rights.
HPA is currently implementing a DFID-funded project in Mandera, Kenya “Improving Maternal and child health outcomes for 128,123 women and children from marginalized pastoralists communities” and an EC-funded cross border project implemented in Mandera, Kenya and Dollo Ado, Ethiopia “Realizing maternal And Child Health rights in difficult environments”

Description: Evidence Action is providing Technical Support to a National Service Programme, which aims to:
1. Create enriching opportunities for over 30,000 unemployed Kenyan youth.
2. Improve educational outcomes for over 2 million primary school children.
As a part of this programme, Evidence Action has recruited recent university graduates to serve as Volunteer Graduate Assistants in primary schools, where they will provide education support and serve as ‘education ambassadors’ in the surrounding community.

The Associate - Data Collection and Quality is a member of the DQM team on the larger MLIS TEAM, and is responsible for ensuring the collection of quality data to meet ongoing program needs, with a primary focus on the specific program monitoring activities.

About Innovations for Poverty Action:

Innovations for Poverty Action (IPA) is a non-profit research organization that creates and evaluates approaches to solving development problems and disseminates information about what works and what does not to policymakers, practitioners, investors and donors around the world.

Description of Work: 
The Field Assistants will assist the Household Savings team. Activities include administering surveys to individuals and households, meeting with teachers, village officials, and relatives to locate respondents, and traveling to those areas in order to interview individuals. Android tablets will be used to administer the survey

All of the work in this project will be Busia-based, with limited travel to the surrounding areas. Visiting these respondents can include taking public transport, bodaboda, and walking long distances. Working outside of standard business hours either in the morning or evening or on weekends is sometimes necessary as well.

Other tasks include liaising with affiliate banks and partner organizations, running economic games, organizing data in the field, office based matching of ID lists, compilation of survey information, photocopying, translation between Kiswahili and English and any other tasks needed to make the project run effectively or assigned by a supervisor.

Work duration:
Successful applicants will initially be hired for month on a casual basis. Those who demonstrate consistent exceptional abilities and work performance may be considered for a more long term placement, with the same project.

Qualifications:
Academic Qualifications: It is preferred that candidates have obtained a college diploma or university degree, preferably in sociology, statistics, economics, education, development studies, social sciences, health, or related fields. Candidates must have completed secondary schooling
Professional/Technical Skills:  Skills in data collection and survey administration; ability to work with local administrators. Computer knowledge and familiarity with Android OS helpful

Other Qualities and Attributes:

Most importantly a positive attitude towards the position; able to work in rural settings; comfortable interviewing people in their homes; comfortable traveling in the surrounding areas of Busia; well-organized; ability to work independently and in a team in the field; promptness; attention to detail; initiative.

Polish Humanitarian Action (PAH) has been working in South Sudan, and Jonglei State specifically, since 2006. Our main area of expertise is providing WASH services to disadvantaged rural populations through drilling and rehabilitating boreholes, creating sustainable O&M structures, providing hygiene promotion and safe sanitation. PAH is beginning a new WASH project in which we are considerably expanding the EP&R component according to the needs identified primarily in Jonglei State, and all South Sudan in general. PAH is hence looking for a suitable candidate to work as a Community Liaison Officer in the Emergency Response Team (ERT). The Team’s primary objective is reacting to WASH crises in Jonglei State. The Emergency Response Team will also organize and/or support distributions of non-food items (NFIs), especially WASH-related.The team will mainly work in Jonglei and will be deployable to other states, if the need arises.

Key responsibilities include:

Keep records of all financial transactions within the organization in an orderly manner.Create and follow a filing system that is simple and easy to retrieve files. Ensuring the records are sent to Head Office on monthly basis while retaining copies for Nairobi office.Entering daily transactions to the existing accounting software in this case Quick Books.Prepare check request forms for payments attaching all required supporting documents.Disburse cash payments as per the financial policy of IPAK.Keeping track of staff expense accounts including reconciling the same and sending their statements whenever they request.Support the DTW project staff in processing their payments.Ensuring the advance accounts are zeroed out.Prepare & compute withholding taxes and other statutory deductions in accordance to the Law.From time to time prepare periodical financial reports as requested by the head office.Supporting the DTW project to keep all the financial records.Ensuring completeness, accuracy and timeliness in the processing financial information.At least CPA part I or its equivalent.At least 2 years accounting work experience.Excellent command of accounting principles.Process thinker with excellent analytical skills.Excellent interpersonal and communication skills in English and Kiswahili.Well-developed skills in MS-Excel, MS-Word, MS-Outlook required, accounting package will be an added advantage.Ability to work under pressure and under minimum supervision.Able to travel to the field.Ability to meet strict deadlines.Integrity, flexibility, confidentiality and self disciplined are key.To apply:
