Documentation and Publication on Transformation Impacts of the UNDP-GEF Market Transformation for “Highly Efficient Biomass Cook Stoves in Institutions and Small and Medium Enterprises in Kenya”, Project

Background

Biomass energy, especially firewood and charcoal, remain the most dominant form of energy used in Kenya.

Most of the firewood and charcoal is unsustainably harvested from state forest resources. Across the country, most of this wood fuel is burned in inefficient traditional stoves which lead to massive wastage of the wood fuel.

The high demand for fuel wood coupled with the use of inefficient biomass burning technologies put considerable strain on the country’s forest resources and exposes users to several health hazards.

One of the sectors that use large quantities of fuel wood and burn the wood in inefficient cook stoves comprises schools and small businesses such as restaurants.

To enhance energy efficiency in schools and small businesses, a four-year GEF Medium Size project – The Market Transformation for Highly Efficient Biomass Stoves for Institutions and Small and Medium Scale Enterprises for formulated and implemented between 2007 and 2010.

It is within this context that UNDP is seeking a national consultant to capture best practices and lessons learned from the experience of the Market Transformation project.

These will be used by project partners, especially the Project Steering Committee, Ministry of Energy, private sectors and civil society to inform development, promotion and dissemination of biomass energy technologies in design of supportive policies.

This is of crucial importance as the country aims to enhance energy efficiency and access in line Vision 2030 – the development blue print.

Objectives

The overall objective is to provide a text for publication of stories and experiences capturing the transformation of institutions and small business using firewood and charcoal for heating and cooking, and of transformation of the energy policy environment.

Duration of Assignment: 40 working days

The International Livestock Research Institute (ILRI) works at the crossroads of livestock and poverty, bringing high-quality livestock science, communications and capacity building to bear on poverty reduction and sustainable development.

ILRI is one of 15 centres supported by the Consultative Group on International Agricultural Research (CGIAR). ILRI has campuses in Kenya (headquarters) and Ethiopia, with other offices located in other regions of Africa (Mali, Mozambique, Nigeria) as well as in South Asia (India, Sri Lanka), Southeast Asia (Laos, Thailand, Vietnam) and East Asia (China).

ILRI hosts the International Institute of Tropical Agriculture (IITA) in Nairobi. IITA (www.iita.org) with its headquarters in Ibadan, Nigeria, works with partners throughout Africa and beyond to reduce producer and consumer risks, enhance crop quality and productivity, and generate wealth from agriculture.

ILRI seeks to recruit a Research Technician on behalf of IITA to provide support to the team working on Plant Transformation Project in carrying out research.

The candidate will be based at BecA hub and will be expected to collaborate with IITA partners across the region and Advanced Research Institutes across the world.

Specific responsibilities will include:

Routine work on Plant Regeneration and Plant Genetic transformationGeneral Plant Tissue Culture and Molecular BiologyMaintenance of bacterial culturesGenetic Analysis of engineered bacteria and transgenic plantsRecord keeping and Data AnalysisSome supervision of Junior staffs in the groupAny other duties assignedThe successful candidate should have:

This position is on a 1-year fixed term contract subject to six months probation period, individual performance and availability of funding. Salary and benefits will be in line with those provided within ILRI’s NRS scheme.

Job level and salary: This position is a job level 2A and starting is KES 64,833 per month. This is exclusive of other benefits provided within ILRI’s National Recruited Staff Scheme.

Following the development of the Office of the Prime Minister’s (OPM) Strategic Plan, the former Public Service Reform and Performance Contracting (PSRPC) Department has been separated into two distinct departments, namely, Performance Contracting and Public Service Transformation Department respectively.

The Public Service Transformation Department (PSTD) in The Office of the Prime Minister is charged with the overall responsibility of coordinating Public Service Reforms and institutionalizing Results Based Management (RBM) in the Public Service.

One of the Strategic objectives of PSTD is to transform the public service from a process–oriented to a Results Based Management culture. This will ensure that the Public is more responsive to the citizens as it delivers ‘Targeted Results to Kenyans’.

Technical Advisor

The main objective of this assignment is to provide technical assistance as an Advisor.

The Specific tasks will include but not limited to, the following:
