Job Description:
The International Health and Development Division of ICF International seeks a Monitoring and Evaluation (M&E) Advisor to join our team. The position is based in Nairobi, Kenya. In this role you will support strengthening of vital events registration in Kenya working through appropriate Government of Kenya (GOK) institutions and stakeholders to strengthen stakeholder coordination, integration of approaches and coverage, quality and use of vital statistics data.

Key Responsibilities:
* Work with GOK and USAID counterparts to determine priority areas to be addressed in strengthening the national vital events registration system
* Support GOK in implementing key activities to strengthen the vital events registration system by supporting technical working groups, advising counterparts and participating in the implementation of key activities
* Coordinate the linking and integration of vital events data with existing in-country information systems in order to improve the accessibility and use of information
* In collaboration with appropriate stakeholders, implement a pilot project to test the feasibility of mobile solutions for improving the availability of quality vital events data
* Supervise team members, create workplans, document achievements and submit quarterly reports
Basic Qualifications:
* Master's Degree and at least 5 years of experience in demography, public health, epidemiology, public policy, health information or community health
* Background in advising, implementing, managing, and assessing information systems
* Background in civil registration and vital events monitoring
* Experience working with national level stakeholders in strengthening systems including knowledge and experience with routine data collection, quality control, utilization and capacity building
* Experience working with community health workers and community-level health services
* Experience working with relevant ministries within the Kenyan Government and local partners
Professional Skills:

* Excellent English oral and written communication skills
* Ability to work in a team environment with people of diverse backgrounds.
* Excellent interpersonal, communication and coordinations skills

Position: Senior Project Officer – Vital Voices

The Organization

Handicap International is an INGO specialising in the field of disability and development.

A strong emphasis is placed on empowering people with disabilities through their integration into mainstream development activities and the provision of appropriate health and rehabilitation services to ensure equal opportunities for all.

The Project

The project entitled Raising the Voice and Participation of Kenyans with Disability in Development and Reform Processes is being implemented in the eight provinces in Kenya in conjunction with DPOs as implementing and associate partners.

The project seeks to engage and strengthen Disabled Persons Organizations at national and grassroots levels, enhance their coordination and networking towards a united voice, thus addressing the need of persons with disability to contribute to the design of policies at a national level to set a framework for an inclusive society.

The Position

The Senior Project Officer (SPO) – Vital Voices is under the supervision of the Project Coordinator - Nairobi and, regarding his/her competence and position, is expected to act as the main liaison with project partners, facilitate the collaboration with DPOs and local authorities and promote disability agenda in collaboration with DPOs at local authorities level and nationally.

The SPO is responsible for planning and implementation of Vital Voices project activities towards empowerment of people with disabilities and their organizations (DPOs -Disabled Persons Organizations) geared towards an effective contribution of key governance reforms and development programs in Kenya

The SPO – Vital Voices is responsible for design, planning and implementation of Vital Voices project activities towards empowerment of people with disabilities and their organisations (DPOs-Disabled Persons Organizations) geared towards an effective contribution of key governance reforms and development programs in Kenya.

He/she will be responsible for :-

Providing support and acting as the main liaison with the project’s partnersPromoting disability agenda in collaboration with DPOs at local authorities level and nationallyMonitoring and tracking progress of civic engagement of people with disability at local authoritiesKnowledge managementQualifications

Education

Mandatory: Bachelors degree in the Social Sciences or Education or Community development

Desired: Project Management

Work experience

Mandatory:
